东北振兴战略实施效果总体评价——基于2003—2014年增长率视角

【摘要】：东北振兴战略实施以来,取得的成效主要体现在粮食综合生产能力、耕地面积、城镇居民人均可支配收入增长较快等方面;存在的问题主要包括地区生产总值年均增长率全国垫底、第三产业发展迟缓、进出口降幅较大、节能减排进展缓慢、产业结构转换升级迟滞、投资拉动型经济发展方式不可持续。应从战略高度把握东北振兴问题,通过深化机制体制改革、创新驱动等途径,促进东北全面振兴。
[Abstract]:Since the implementation of the Northeast revitalization strategy, the achievements have been mainly reflected in the comprehensive production capacity of grain, the area of cultivated land and the rapid growth of the per capita disposable income of urban residents. The existing problems mainly include the lowest annual growth rate of the region's GDP, the slow development of the tertiary industry, the large decline in imports and exports, the slow progress in energy conservation and emission reduction, and the sluggish transformation and upgrading of the industrial structure. The mode of investment-driven economic development is not sustainable. We should grasp the issue of northeast revitalization from the strategic perspective and promote the all-round revitalization of Northeast China through deepening the institutional reform and innovation-driven.
