四川革命老区生态文明建设研究

【摘要】：党的十八大提出了要大力推进生态文明建设,努力建设美丽中国的战略任务,并首次将生态文明建设纳入中国特色社会主义事业“五位一体”总体布局。这是继党的十七大之后,再次论及“生态文明”,回答经济发展与资源环境关系问题所取得的最新理论成果。作为我国一个重要的革命老区——四川革命老区,由于在长期的发展过程中,过分注重社会经济发展,忽视生态环境保护与建设,使得其生态环境保护和生态建设工作离生态文明要求还有一定差距,难以满足广大人民群众对生态环境质量的需求。本文通过文献分析、理论分析和实地研究等方法,对四川革命老区生态文明建设现状和存在的问题进行了深入的研究,并在此基础上,科学分析了这些问题存在的背后原因,最后结合马克思主义生态文明理论和“外部效应”理论等相关理论,为四川革命老区生态文明建设提供科学、合理的对策与建议。论文由以下四个部分组成：第一部分是绪论。绪论分为四个方面的内容。第一,指出了四川革命老区生态文明建设研究的背景,明确了研究的目的和意义；第二,梳理了国内外对四川革命老区生态文明建设研究的最新成果；第三,说明了本章的理论依据是马克思主义生态文明理论和“外部效应”等相关理论；最后,指出了本章所采用的研究方法。第二部分是四川革命老区建设与生态文明。在这部分内容中,首先对革命老区、四川革命老区和生态文明等相关概念做了科学的界定,并探讨了四川革命老区建设与生态文明建设的相互关系：四川革命老区建设为老区生态文明建设打下了坚实基础；四川革命老区生态文明建设为老区建设可持续发展提供了重要保证。第三部分是四川革命老区生态文明建设现状、存在的问题以及原因分析。通过文献研究、实地考察等研究方法,明确了四川革命老区在生态文明建设过程中面临着水资源短缺、水土流失严重、环境污染加剧等生态环境问题,分析了这些问题产生的背后原因。主要有：四川革命老区生态文明建设制度、机制不完善与管理缺失；四川革命老区生态文明建设与经济发展不协调；缺乏环保人才和环保科技支撑以及老区人民环保意识淡薄,生态文明建设缺乏社会力量参与。第四部分是四川革命老区生态文明建设的对策与建议。针对四川革命老区生态文明建设所存在的问题,文章基于中国特色生态文明建设理论,提出了四川革命老区生态文明建设的相应对策与建议。具体包括：建立和完善相关制度、机制和环保法规,强化政府对环境的管理职能；统筹经济发展和生态文明建设,实现四川革命老区经济、生态的协调发展；加强生态文明建设的人才培养,大力推进科技进步,着力提高生态建设的水平；加强生态文明建设的宣传和教育,提高四川革命老区人民的环保意识与环保参与。

In this paper, through literature analysis, theoretical analysis and field research, the old revolutionary base of Sichuan ecological civilization construction situation and existing problems are studied, and on this basis, the scientific analysis of the reasons behind these problems, combining with Marx's ecological civilization theory and externality theory, provide science is the old revolutionary base areas of ecological civilization construction in Sichuan, reasonable countermeasures and suggestions.
The thesis consists of the following four parts:
The first part is the introduction. The introduction is divided into four aspects. The second part is the Sichuan revolutionary base construction and ecological civilization.
