成渝经济区产业关联与产业优化路径研究

【摘要】:作为我国整个西部地区开发条件最好以及发展潜力最大的地区,成渝经济区拥有扎实的产业基础,雄厚的经济实力以及强大的发展潜力。在国家西部大开发的战略指导下,川渝地区之间的合作范围正在不断地朝着更多层面以及更宽领域向前迈进,并在未来有望成为我国经济的第四增长极。但在实际经济运行中,由于分属不同的行政区域,重庆市及四川省政府在制定产业发展政策时必然会遵循以本区域产业体系建设为主的原则,因此,新的分工协作关系在建立与发展的时候将会受到各种行政体系上阻碍因素的影响,导致在同一经济区域内两地间的产业分工合作程度难以加强。 同时,由于历史渊源相同以及地域相邻等方面原因,无论是在资源禀赋、经济及产业技术水平,还是人力资源要素及区位条件等方面均可以发现,在川渝两地内呈现极为相似的态势。而在以市场经济作为主导的条件下,两个地区各自为政孤立发展的现状必将使得产业结构趋同现象以及内部恶性竞争加剧,难以将区域产业结构调整至最优而充分发挥区域经济的规模优势。 通过借鉴国内外其他经济区域在发展过程中所积累的较成熟的经验,可以发现,要促进同一经济区内分属不同行政辖区的产业合作以及区域经济协调发展,必须在区域间竞争力研究的基础进行政策的制定及实施,换言之,就是要充分认清及考虑区域间存在竞争关系的现实,并在此基础上理清思路,寻求区域合作的产业优化路径,从而能够达到“双赢”局面的竞争合作机制。由于区域间的竞争与合作具体表现在产业领域上,因此,必须找出川渝两地合作的切入点,这对于促进两地产业结构的协调发展、区域间的产业合作、推动两地区域经济发展一体化以及统筹西部地区的区域发展具有重要的理论以及现实意义。 基于以上问题,本文对成渝经济区的产业发展现状以及关联情况进行研究,并结合《成渝经济区区域规划》中所提出的重点发展产业,对成渝经济区的产业优化路径提出对策参考。第一,以《2007年重庆市42部门投入产出表》及《2007年四川省投入产出表》作为基本数据来源,,通过归并整理分别建立重庆市38部门投入产出模型与四川省38部门投入产出模型,并在此基础上计算出川渝间投入产出模型的Leontief逆矩阵,以此作为成渝经济区投入产出模型Leontief逆矩阵的近似替代。第二,分别计算出成渝经济区38部门重庆市及四川省相互之间的影响力系数及感应度系数,以此作为成渝经济区产业关联分析的数据支撑。第三,在对成渝经济区产业关联情况分析的基础上,结合当前成渝经济区产业发展现状以及《成渝经济区区域规划》,为成渝经济区选择对两地经济均具有较强拉动与推动作用、能够成为区域合作重点的产业部门以及区域经济协调发展提出参考建议。
[Abstract]:As the region with the best development conditions and the greatest development potential, the Chengdu-Chongqing Economic Zone has a solid industrial base, strong economic strength and strong development potential. The scope of cooperation between Sichuan and Chongqing regions is constantly moving towards more levels and wider fields, and is expected to become the fourth growth pole of our economy in the future. However, in the actual economic operation, because of the different administrative regions, In formulating industrial development policies, Chongqing Municipality and the Sichuan Provincial Government will inevitably follow the principle of giving priority to the construction of industrial systems in their respective regions. The new relationship of division of labor and cooperation will be affected by various obstacles in administrative system when it is established and developed, resulting in the difficulty of strengthening the degree of industrial division and cooperation between the two places in the same economic region. At the same time, due to the same historical origin and geographical adjacent reasons, whether in the resources endowment, economic and industrial technology level, or human resources elements and location conditions can be found. The situation is very similar in Sichuan and Chongqing. Under the condition of market economy as the leading factor, the situation of isolated development of the two regions will make the phenomenon of industrial structure convergence and internal vicious competition intensify. It is difficult to adjust the regional industrial structure to the optimum and give full play to the regional economic scale advantage. By learning from the more mature experience accumulated in the development process of other economic regions at home and abroad, we can find that it is necessary to promote the industrial cooperation and the coordinated development of regional economy belonging to different administrative districts in the same economic zone. It is necessary to make and implement policies on the basis of interregional competitiveness research. In other words, we must fully recognize and consider the reality of regional competitive relations, and on this basis, we should clear our thinking and seek the industrial optimization path of regional cooperation. So as to achieve a "win-win" situation of competition and cooperation mechanism. Because the regional competition and cooperation are manifested in the industrial field, therefore, it is necessary to find out the breakthrough point of cooperation between Sichuan and Chongqing, which will promote the coordinated development of the industrial structure between the two places. It is of great theoretical and practical significance to promote the integration of regional economic development between the two regions and to coordinate the regional development of the western region. Based on the above problems, this paper studies the present situation of industry development and the related situation of Chengdu-Chongqing Economic Zone, and combines with the key industry development proposed in "Chengdu-Chongqing Economic Zone Regional Plan". The countermeasures and references for the industrial optimization of Chengdu-Chongqing Economic Zone are put forward. Firstly, the input-output table of 42 departments of Chongqing Municipality in 2007 and the input-output table of Sichuan Province in 2007 are taken as the basic data source. The input-output model of 38 departments in Chongqing and the input-output model of 38 departments in Sichuan Province are established by merging, and the Leontief inverse matrix of the input-output model between Sichuan and Chongqing is calculated on this basis. This is taken as the approximate substitution of the Leontief inverse matrix of the input-output model of Chengdu-Chongqing Economic Zone. Secondly, the influence coefficient and the inductance coefficient between Chongqing and Sichuan Province in Chengdu-Chongqing Economic Zone are calculated respectively. This is taken as the data support for the industrial association analysis of Chengdu-Chongqing Economic Zone. Third, on the basis of the analysis of the industrial association in Chengdu-Chongqing Economic Zone, According to the present industrial development situation of Chengdu-Chongqing Economic Zone and the regional planning of Chengdu-Chongqing Economic Zone, the choice of Chengdu-Chongqing Economic Zone plays a strong role in pulling and promoting the economy of both places. The industry department and the coordinated development of regional economy can become the focal point of regional cooperation.
