【摘要】：后经济危机时代,世界经济恢复缓慢,全球贸易增长速度虽有所恢复,但仍处于较低水平,加上部分发达国家的主权债务问题尚未完全解决,国际金融市场持续波动不定等因素的影响,世界经济复苏的不稳定性、不均衡性、不持续性明显存在。在这一背景下,中国货物贸易呈现恢复性发展,2012年已经超过美国,成为世界货物贸易规模最大的国家,但中国并非贸易强国,中国经济发展也存在不平衡、不协调、现有发展模式难以持续等问题。为此,中国要以调整经济结构为重点,改变过度依靠外贸拉动经济发展的方式,积极推动内部需求和外部需求、出口和进口、“引进来”和“走出去”的协调发展。内外贸一体化则是加快中国经济结构调整、转变当下经济发展方式的重大举措,使我国促进经济增长方式由过去主要依靠投资、出口拉动转变为依靠消费、投资、出口协调发展的方式。内外贸一体化是共同发挥两个市场、两种资源的优势,将出口产品引进到国内市场,扩大内需和消费,开拓国内内销渠道和增加外国投资渠道,促使经济繁荣的有效途径之一。本文以着重阐述内外贸一体化的内涵,内外贸一体化联动发展的理论以及内外贸一体化带来的经济效益,并以安徽省内外贸的发展实践作为研究主体,论述安徽省内外贸一体化发展现状以及发展过程中遇到的障碍,然后以义乌市内外贸良好发展为案例加以分析,总结义乌市内外贸发展的经验,结合安徽的地理位置、内外贸发展情况,进而提出推动安徽内外贸一体化发展建议和对策。本文的主要内容如下：第一章为内外贸一体化在国内外研究的综述,通过分析、对比、归纳国内外现有研究,在明确内外贸一体化的背景、内外贸发展现状、内外贸一体化目的前提下,从企业、市场、政策等不同的角度深层次的阐述内外贸一体化的内涵。第二章分别从比较优势理论中亚当斯密的绝对优势理论、大卫李嘉图的比较优势理论、赫克歇尔和俄林的要素禀赋论以及新兴古典的国际贸易理论分析内贸和外贸的形成动因以及论述内外贸一体化的重要性,并从经济学的原理论述内外贸一体化的经济效益：一是有利于加快推进建立在比较优势基础上的区域产业结构调整,促进合理有效的产业分工的形成；二是从我国整体的产业结构和贸易格局来看,内外贸一体化有助于改善这两方面的效率,形成规模经济和产业集聚,降低行业平均成本,有利于企业的规模报酬递增；三是在当前我国拉动内需促发展的背景下,内外贸一体化在促进产业贸易结构调整的基础上,会进一步带来内贸和国内需求的迅速增长。第三章论述安徽省内外贸的发展现状,从定量的角度对安徽省内外贸一体化与中部四省和全国综合水平进行对比分析,论证安徽省内外贸一体化还有很大的发展空间。从政策、市场多方面分析安徽省内外贸一体化进程面临的障碍和困难。第四章对义乌市内外贸一体化发展的案例进行分析,罗列义乌市内外贸一体化发展中遇到的障碍以及义乌市采取的解决策略,探讨义乌市现行的内外贸一体化发展的模式,总结安徽省可借鉴的义乌市内外贸一体化发展的成功经验。第五章结合安徽省内外贸发展的障碍和义乌市内外贸一体化成功发展的启示,分别从政府的政策管理要打破现有的市场分割和流通障碍,建立有助于内外贸一体化发展的政策方针；协会和中介构建扶持流通企业的融资投资体系、市场开拓体系、流通企业人才科技、信息、咨询服务体系的三大服务体系,尝试构建内外贸综合服务平台；企业加强自身建设、开拓市场、培育自主品牌,逐步打造成大流通企业集团,提出安徽省内外贸一体化发展的建议和对策。

In this context, Chinese goods trade has resumed development in 2012, has surpassed the United States to become the world's largest goods trading nation, but not China trade power, Chinese economic development is unbalanced, uncoordinated, the existing development model can not be sustained. Therefore, China to adjust the economic structure as the key point, change the over rely on foreign trade to promote economic development, and actively promote the internal and external demand, exports and imports, "bringing in" and "going out coordination" issued The exhibition is to speed up the integration of domestic and foreign trade. China the adjustment of economic structure, change the mode of economic development of major initiatives, make our country to promote the economic growth mode from the past mainly rely on investment and exports to relying on consumption, investment, coordinated development of export trade integration. The way is to play in two markets and two resources the advantage of export products, the introduction to the domestic market, expanding domestic demand and consumption, expand domestic sales channels and increase foreign investment channels, one of the effective ways to promote economic prosperity. This paper focuses on the connotation of foreign trade integration, bring in the joint development of domestic and foreign trade integration theory and the integration of domestic and foreign trade and economic benefits to the development of the practice of foreign trade in Anhui Province as the research subject, discusses the encountered in Anhui province foreign trade integration development status and the development of the obstacles in the process, and then to the city of Yiwu The good development of foreign trade is analyzed for a case. The experience of Yiwu's domestic and foreign trade development is summarized. Combined with the geographical location of Anhui and the development of domestic and foreign trade, suggestions and Countermeasures for promoting the integration of Anhui's domestic and foreign trade are put forward.

The second chapter respectively from the theory of comparative advantage in Adams Smith's theory of absolute advantage, David Ricardo's comparative advantage theory, Heckscher and Ohlin's factor endowment theory and the new classical international trade theory analysis of the formation causes and discusses the importance of trade integration of domestic and foreign trade, and from the principle of economic integration of trade and economic benefits a: is conducive to accelerating the adjustment of regional industrial structure based on comparative advantage, to promote the rational and effective industrial division formed; two is from the industrial structure and trade pattern of China's overall point of view, domestic and foreign trade integration helps to improve the efficiency of these two aspects, the formation of scale economy and industrial agglomeration, reduce industry the average cost for enterprises increasing returns to scale; the three is in the current domestic demand promoting the development of the background, domestic and foreign trade integration On the basis of promoting the adjustment of industrial trade structure, the rapid growth of domestic trade and domestic demand will be further brought.
The third chapter discusses the current situation of the development of foreign trade in Anhui Province, the comparative analysis of the Anhui province foreign trade integration and the four central provinces and the national level from the perspective of quantitative demonstration of Anhui province foreign trade integration, there is still much room for development. From the aspects of policy, market analysis of Anhui province foreign trade facing the integration process of obstacles and difficulties.
The fourth chapter analyzes the integration of domestic and foreign trade development of Yiwu as an example, take out meet the integration of domestic and foreign trade development in Yiwu city and Yiwu City barrier solutions of Yiwu city with the integration of domestic and foreign trade development mode, summarize the successful experience from Anhui province Yi Urumqi integration of domestic and foreign trade development.
The fifth chapter of the Anhui trade inside and outside the province and Yiwu City, the obstacles to the development of domestic and foreign trade integration for the successful development of Enlightenment from the policy management of the government to break the existing market segmentation and circulation disorder, conduce to the establishment of trade integration policy; associations and intermediary construction support circulation enterprises financing system, market development system of science and technology talents, circulation enterprise information consultation service system three service system, try to construct integrated service platform of foreign trade enterprises; to strengthen self construction, to develop the market, cultivate independent brands, gradually become a big circulation enterprise, put forward the suggestions and Countermeasures of Anhui Province foreign trade integration development.
