俄罗斯转型时期技术创新问题研究

【摘要】：在当前经济全球化的发展阶段,技术创新作为经济和社会发展的主要驱动力逐步取代了传统的资源要素,因此,越来越多的国家重视技术创新,作为市场化经济转型大国之一的俄罗斯也不例外。但自苏联解体后,俄罗斯将主要精力放在了解决领土纷争、私有化、权利分配和金融改革等领域上,没有对技术创新这个短期效应很明显的领域给予过多的关注。于是,在转型期间,由于经济和社会的不稳定性,受多方面因素的影响,导致转型时期技术创新领域的发展几经周折,呈现出复杂多变的发展特征。本文遵循历史与逻辑相统一的方法论原则,首先通过研究国内外对于技术创新的研究进行大体的梳理,将国内外对于技术创新进行简单的评述,然后通过对俄罗斯转型时期技术创新的基本特性与发展理论历程、面临问题危机及影响因素以及为了解决这些问题而进行的政策导向等理路进行深入彻底的分析,在哲学范畴内对俄罗斯转型时期的技术创新问题进行思考。从俄罗斯转型时期的技术创新的特征开始分别从价值和方法论等不同的角度进行深入浅出的分析。整篇论文首先是研究技术创新的相关理论知识和俄罗斯转型时期技术创新的相关问题,其次是阐述俄罗斯技术创新时期的经验对我国的指导作用,进而指出在“一带一路”框架下中俄技术创新合作的领域选择和对我国科技发展的启示。这不仅有利于我们对俄罗斯科技哲学的科研事业进行全面梳理,而且还会在中俄科技哲学对比研究中迸发出新的火花。科技的发展关系到一个国家的命脉,所以应该从其他国家吸取更多的好的经验与模式,因地制宜的为我国科技发展所用,结合本国的国情与实地情况进行因地制宜,本论文按照这样的思路来完成的。
[Abstract]:In the current stage of economic globalization, technological innovation, as the main driving force of economic and social development, has gradually replaced the traditional resource elements. As a result, more and more countries attach importance to technological innovation. Russia, as one of the big countries with market-oriented economies in transition, is no exception. But since the collapse of the Soviet Union, Russia has focused on resolving territorial disputes, privatization, distribution of power and financial reform. Not much attention has been paid to the area where the short-term effects of technological innovation are obvious. As a result, during the transition period, due to economic and social instability, there are many factors, This paper follows the methodology principle of the unity of history and logic. First of all, by studying the domestic and foreign research on technological innovation, the author makes a brief comment on the technological innovation at home and abroad, and then through the basic characteristics and development theory of technological innovation in the transitional period of Russia. Faced with problems, crisis and influencing factors, as well as the policy orientation in order to solve these problems, and so on, to carry out in-depth and thorough analysis, From the point of view of the characteristics of Russian technological innovation in the period of Russian transformation, the author analyzes the problems from different angles of value and methodology respectively. The first part of this paper is to study the relevant theoretical knowledge of technological innovation and the relevant problems of technological innovation in the transitional period of Russia. Secondly, it expounds the guiding role of Russia's experience in the period of technological innovation to our country. Furthermore, it points out that under the framework of "Belt and Road", the choice of fields of Sino-Russian technological innovation cooperation and its enlightenment to the development of science and technology in China are not only conducive to our overall combing of the scientific research cause of Russian philosophy of science and technology. Moreover, a new spark will burst out in the comparative study of the philosophy of science and technology between China and Russia. The development of science and technology is related to the lifeblood of a country, so we should draw more good experiences and models from other countries and apply measures to suit local conditions for the development of science and technology in our country. According to the situation of our country and the situation in the field, this paper is completed according to this way of thinking.
