六盘水“三变”改革的经济学逻辑

【摘要】："三变"改革是"资源变资产、资金变股金、农民变股东"的简称。以贵州六盘水的改革试验为样本,从学理层面对"三变"改革的内在逻辑进行讨论,重点阐释三个问题:第一,"三变"改革的核心要义是什么;第二,"三变"改革的着力点何在;第三,"三变"改革如何从机制上实现利益制衡。通过理论与实证分析,得到如下结论:要让农民脱贫致富,关键是要让农民拥有资产性收入;要让农民拥有资产性收入,关键在于推动农民的资产增值;要推动农民的资产增值,关键在于建立"公司+农户"的利益制衡机制。
[Abstract]:The reform of "three changes" is the abbreviation of "changing resources into assets, funds into shares, peasants to shareholders". Taking the reform experiment of Liupanshui in Guizhou as a sample, the inherent logic of the reform of "three changes" is discussed from the perspective of theory. This paper focuses on three issues: first, what is the core meaning of the "three changes" reform; second, what is the focus of the "three changes" reform; third, how the "three changes" reform realizes the balance of interests from the mechanism. The following conclusions are drawn: the key to lifting farmers out of poverty and becoming rich is to enable them to have an asset income; to enable them to have an asset income, the key is to promote the appreciation of farmers' assets; and to promote the appreciation of farmers' assets, The key lies in establishing the interest balance mechanism of "company farmer".
