东营市科技金融体系的构建与完善

【摘要】:科学技术是第一生产力,金融是现代经济的核心,金融与科技的有机结合将会极大地提高科技成果转化为现实生产力的速度与效率。通过构建合理、有效的科技金融体系,促进科技与金融的良性对接,不但是落实我国自主创新战略的重要举措,同时也对我国调整经济增长结构和推动产业转型升级具有非常重要的现实意义。2013年9月,东营市成为首批国家科技创新服务体系建设13个试点城市之一,初步形成了以国家级科技服务机构为骨干、省级科技服务机构为支撑、市级科技服务机构为基础的区域科技创新服务体系,标志着东营市科技创新服务体系建设工作走在全国前列。但是,当前东营市科技发展遭遇瓶颈,其中最核心的问题是金融支持不足,缺乏完善、有效的科技金融体系来促进科技与金融的良好对接。本研究在搜集、整理国内外经典文献及文献综述的基础上,完成了对中国模式下科技金融相关理论的梳理。在理论准备的基础上,立足于东营市,通过实地调研、访谈以及搜集、查阅相关统计数据等获得东营市科技金融发展状况的第一手资料数据,分析发现东营市科技金融发展过程中存在着科技投入严重不足、政府引导和服务功能缺失、科技资金利用率较低以及外部服务支撑体系不完善等问题,对构建东营市完善、系统的科技金融体系提出了迫切的要求。之后,本研究结合国内外在科技金融方面的优秀经验及做法,尝试构建东营市以科技型企业成长周期为主线的“一个中心、三项机制、九条渠道”科技金融体系,并针对如何促进该体系有效运作提出政策建议。
[Abstract]:Science and technology is the first productive force and finance is the core of modern economy. The organic combination of finance and science and technology will greatly improve the speed and efficiency of transforming scientific and technological achievements into real productive forces.It is not only an important measure to carry out the independent innovation strategy of our country, but also to construct a reasonable and effective science and technology finance system and to promote the benign docking between science and technology and finance.In September 2013, Dongying City became one of the first 13 pilot cities to build a national science and technology innovation service system.A regional scientific and technological innovation service system based on national scientific and technological service institutions, supported by provincial science and technology service institutions and based on municipal science and technology service institutions has been initially formed.Marks Dongying City science and technology innovation service system construction work in the forefront of the country.However, at present, the development of science and technology in Dongying has encountered a bottleneck, among which the core problem is the lack of financial support, the lack of perfect and effective sci-tech financial system to promote the good docking between science and technology and finance.On the basis of collecting and sorting out the domestic and foreign classical literature and literature review, this study has completed the combing of the related theories of science and technology finance under the Chinese model.On the basis of theoretical preparation, based on Dongying City, through field research, interviews and collection, consulting relevant statistical data to obtain first-hand data on the development of science and technology finance in Dongying City.It is found that there are some problems in the development of science and technology finance in Dongying, such as serious shortage of science and technology investment, lack of government guidance and service function, low utilization rate of science and technology funds and imperfect external service supporting system.The system of science and technology finance system put forward the urgent request.After that, combining the excellent experience and practice in science and technology finance at home and abroad, this study tries to construct the "one center, three mechanisms, nine channels" science and technology finance system in Dongying City, which takes the growth cycle of science and technology enterprises as the main line.And how to promote the effective operation of the system put forward policy recommendations.
