“一带一路”战略下福建开放型经济发展面临的挑战及对策研究

【摘要】："一带一路"战略是党中央、国务院统筹国内国际两个大局作出的重大决策,对于开创我国全方位对外开放新格局,促进地区及世界和平发展具有重大意义。在经济全球化的时代背景下,各国、各地区的经济发展环环相扣,紧紧相连,一荣俱荣,一损俱损,没有哪一个国家可以独善其身,走对外开放、合作共赢的道路已经成为了世界各国的必然选择。福建作为21世纪海上丝绸之路的核心区,应把握历史机遇,在"一带一路"战略的背景下,提高开放型经济发展水平,为建设"机制活、产业优、百姓富、生态美"的新福建提供强大支撑和持久动力。本文以"一带一路"战略实施为时代背景,以福建开放型经济发展作为研究对象,运用文献分析法、归纳演绎法、调研访谈法等研究方法对福建开放型经济发展面临的挑战及对策进行分析研究,一共分为六个部分。第一部分为绪论,主要介绍选题的时代背景和理论意义,对国内外研究现状进行述评,阐述本文的研究思路与方法以及创新之处。第二部分介绍我国实施"一带一路"战略的理论依据,主要有马克思列宁主义关于对外开放的观点、中国共产党关于对外开放思想、中国古代对外开放的理念,以及国外关于对外开放的理论成果。第三部分阐述实施"一带一路"战略对福建开放型经济发展的重大意义。主要有三点:有利于福建探寻新的经济增长动力;有利于促进福建与国内周边地区的协同发展;有利于推动福建同周边国家的合作交流。第四部分从政策优势、历史渊源、现实条件、华侨资源等四个方面分析"一带一路"战略下福建开放型经济发展的有利条件。第五部分从内部要素和外部因素两个角度,总结归纳了 "一带一路"战略下福建开放型经济发展面临的挑战。第六部分针对福建开放型经济发展可能面临的挑战,提出相应的对策。福建应贯彻落实国家外交政策、实施创新驱动发展与优进优出战略推动福建海洋经济发展、突出福建自由贸易试验区优势、加强开放型经济建设所需人才培养、构建开放型经济安全保障体系、发挥华人华侨的重要作用、推进与海上丝绸之路国家间的文化交流。
[Abstract]:The strategy of "Belt and Road" is an important decision made by the CPC Central Committee and the State Council as a whole, which is of great significance for creating a new pattern of all-round opening to the outside world in China and promoting the peaceful development of the region and the world.Under the background of economic globalization, the economic development of various countries and regions is closely linked, linked, prosperous, and damaged. No country can be left alone and open to the outside world.The road of win-win cooperation has become the inevitable choice of all countries in the world.Fujian, as the core area of the 21st century maritime Silk Road, should seize the historical opportunity to improve the level of open economy development under the background of "Belt and Road" strategy, in order to build "mechanism, excellent industry, rich people,"The ecological beauty of the new Fujian provides strong support and lasting power.Taking the implementation of Belt and Road's strategy as the background of the times, taking the development of Fujian's open economy as the research object, this paper uses the literature analysis method to sum up the deductive method.The research methods, such as investigation and interview, analyze the challenges and countermeasures faced by Fujian's open economy, which are divided into six parts.The first part is the introduction, mainly introduces the background and theoretical significance of the topic, reviews the current research situation at home and abroad, expounds the research ideas, methods and innovations of this paper.The second part introduces the theoretical basis for the implementation of "Belt and Road" strategy in China, including Marxism-Leninist views on opening to the outside world, the Communist Party of China's thought on opening to the outside world, and the ancient Chinese concept of opening to the outside world.And the foreign opening to the outside world on the theoretical results.The third part expounds the great significance of carrying out Belt and Road's strategy to the development of Fujian's open economy.There are three main points: it is helpful for Fujian to explore new economic growth power, to promote the coordinated development between Fujian and the surrounding areas in China, and to promote the cooperation and exchange between Fujian and neighboring countries.The fourth part analyzes the favorable conditions of Fujian's open economy development under the strategy of "Belt and Road" from four aspects: policy advantage, historical origin, realistic condition and overseas Chinese resources.The fifth part summarizes the challenges faced by Fujian's open economy under the strategy of "Belt and Road" from two angles of internal and external factors.The sixth part puts forward the corresponding countermeasures against the challenges that Fujian's open economy may face.Fujian should carry out the national foreign policy, implement the strategy of innovation-driven development and superior entry and exit to promote Fujian's marine economic development, highlight the advantages of Fujian's free trade experimental area, and strengthen the training of talents needed for the construction of an open economy.To build an open economic security system, to play an important role of overseas Chinese, and to promote cultural exchanges with the maritime Silk Road countries.
