【摘要】：2013年，雾霾天气频繁发生，大半个中国都被雾霾天气笼罩，PM2.5数值不断爆表，随之而来的是空气质量越来越差，呼吸系统疾病人群增多，据淘宝网2013年12月份公布的一项调查数据，显示仅2013年，淘友们就花费了8.7亿元人民币在口罩、空气净化器等对抗雾霾的产品上，其中口罩的购买人数增幅明显，比2012年增长了181%，反映了全国百姓正在为工业化中污染造成的“雾霾”买单。极端天气的频繁发生，使民众更加关心经济发展对环境产生的影响，迫切希望转变传统的经济发展模式。一种以“低耗能、低污染、高效率”为基本特征的“低碳经济”模式顺势诞生。进入21世纪，越来越多的国家开始关注和致力于发展“低碳经济”，“低碳经济”被认为是“新一轮的工业革命”，哪个国家率先发展“低碳经济”，哪个国家就先掌握了未来“新一轮工业革命”的主动权。目前我国正处在“三化”快速发展的关键期，产业结构仍以工业占主导的第二产业为主，而工业是耗能大户，，短期内这种高耗能、低效率的能源结构不会有显著改变。在这样的背景下，河南省作为我国人口大省、新兴工业大省以及传统农业大省，在我国经济社会和中原经济区的发展建设中都居于重要位置。但是伴随工业化、城市化以及现代化进程的快速发展，河南省目前以工业为主的经济发展模式将面临严峻挑战，“二、三、一”的产业结构已不能满足未来长远发展的需要。同时，能源资源供给长期失衡，需要外调或者进口能源才能满足自身生产生活需求，能源使用的低效率和资源浪费现象严重，这些都直接影响和制约着我省经济生活的可持续发展。所以需要调整产业结构和能源结构，改变现在高耗能、低效率的发展模式，实施“低耗能、低污染、高效率”的经济发展模式，走低碳化道路，已经成为我省解决经济、资源及环境可持续发展的不二法门，对河南省经济社会的可持续发展有一定的现实意义。本文运用理论与实证相结合的方法，对我省经济发展状况和能源生产消耗情况进行了灰色关联实证分析，发现存在的问题并得出相应的结论，说明我省产业结构低碳化调整的必要性以及调整过程中存在的问题，最后列出国内外低碳经济发展实例，为我省低碳化调整提供政策建议。具体来说，本文首先阐述了选题背景与研究意义，并通过国内外相关文献综述本文研究的方向，说明研究的创新点和研究价值。接着梳理国内外有关低碳经济和产业结构调整相关理论，可知“低碳经济”虽然是为了应对气候危机、刺激经济的发展而提出的一种手段，但经历了哥本哈根气候大会和全球金融危机之后，“低碳经济”迅猛发展，并形成了一种新的经济发展模式，成为世界各国新的经济增长热点。其次以河南省为例，通过对河南省产业结构和能源结构现状进行梳理分析，发现我省三次产业构成不合理，能源缺口大，对不可再生能源煤炭的需求高，尤其煤炭又是CO2排放量增加和环境污染的元凶，发现目前的产业结构与能源构成不合理；运用灰色关联分析法，发现产业结构调整与能源消耗间联系密切，需要通过调整产业结构实现经济低碳化发展。再对河南省产业结构中存在的制约经济发展和低碳经济发展的问题进行分析总结。最后，汲取国内外低碳经济发展的经验和教训，结合我省自身实际情况，量身定做适合自己的低碳化调整方向和政策。在中国，对低碳经济的认识也是经历了从怀疑到逐渐适应，再到积极推进发展。纵观全文，通过对河南省产业结构和能源结构的系统分析比较，提出问题分析问题得出结论，提出对策建议。为我省经济的长远发展和“十二五”期间承诺的节能减排目标提供新的发展思路和建议。本文的创新之处表现在以下几方面：第一，本文以河南省为研究对象，更具体明确。结合我省能源供需情况和产业结构进行了较系统的分析，通过图表整理对比数据，运用规范分析与实证分析相结，统计分析与比较分析相结合，提出发展低碳经济进行产业结构调整的必要性。第二，论文在选题上结合当今经济热点，具有现实意义。低碳经济的实施不仅有利于可持续发展的实现，也为“美丽中国”的建设、中原经济区的建设注入新的动力。第三，在研究方法上，运用文献搜索法，通过多渠道搜索研究材料，充分利用学校电子图书馆中各种文献数据库搜集文献资料。第四，通过运用灰色关联分析法，分析产业结构与能源消耗之间的关联度，说明产业结构调整对能源消耗的影响，为文章研究提供更坚实的基础。

This paper uses the method of combining theory and empirical, the consumption situation in our province economic development and energy production of grey relational analysis empirical, find problems and draw the corresponding conclusion, indicating the existence of low carbon industrial structure adjustment of our province and the necessity of the adjustment process, finally list the instance of the development of low carbon the economy inside and outside, to provide policy recommendations for low-carbon province adjustment. Specifically, this paper firstly expounds the background and significance of the research, and through the literature review of this study, explains the value of innovation and research at home and abroad. Fourth, we use grey correlation analysis to analyze the correlation between industrial structure and energy consumption, and explain the impact of industrial structure adjustment on energy consumption.
