“一带一路”背景下甘肃服务业对外开放对产业结构升级的影响

【摘要】：目前,全球已经进入到服务经济的时代,“一带一路”战略的提出为我国地处西北内陆落后省份营造了一个新的发展机遇。甘肃经济发展落后,产业结构不合理。在“一带一路”的发展背景下,通过扩大对外开放,特别是服务业领域的开放,发展壮大第三产业,从而实现产业结构的优化升级,是甘肃目前产业结构调整的新选择。本文旨在为甘肃通过服务业对外开放迅速实现产业结构的升级提供新的着眼点。分析“一带一路”背景下,服务业对外开放发展新趋势。主要通过分析甘肃在“一带一路”中的重要战略地位,以及选取“海上丝绸之路”、“丝绸之路经济带”涵盖相关省份,分析其服务业对外开放与产业结构之间的关系,以期分析得到甘肃在“一带一路”现实背景下,服务业对外开放发展的新趋势。再次,深入分析甘肃服务业对外开放及产业结构升级现状、服务业对产业结构水平的影响,以期寻找甘肃抢抓“一带一路”发展机遇,通过服务业对外开放,实现产业结构迅速升级的切入点。通过实证分析,本文得出基本结论:第一,1990-2015年甘肃服务业对外开放度较低,从本文测度的服务业对外开放的两个维度看,甘肃服务业贸易对外开放大于服务业资本对外开放。第二,甘肃第三产业结构水平增幅较大。第三,甘肃服务业贸易对外开放对产业结构变动的直接效应、间接效应均大于服务业资本对外开放对产业结构变动的效应。第四,甘肃现代服务业对产业结构水平变动的影响大于传统服务业对产业结构水平变动的影响。甘肃在今后的发展中应大力扩大服务业资本对外开放,通过大力发展现代服务业发展壮大第三产业,实现产业结构的迅速升级。
[Abstract]:At present, the world has entered the era of service economy, the "Belt and Road" strategy has created a new development opportunity for China's inland backward provinces located in the northwest. Gansu economy develops backward, industrial structure is unreasonable. Under the development background of "Belt and Road", it is a new choice for Gansu to adjust the industrial structure at present by opening wider to the outside world, especially in the field of service industry, to develop and strengthen the tertiary industry and to realize the optimization and upgrading of the industrial structure. The purpose of this paper is to provide a new focus for the rapid upgrading of the industrial structure through the opening up of the service industry in Gansu. Under the background of Belt and Road, the new trend of service industry opening to the outside world is analyzed. Mainly through the analysis of Gansu's important strategic position in "Belt and Road" and the selection of "Maritime Silk Road", "Silk Road Economic Belt" covers relevant provinces, and analyzes the relationship between its service industry opening to the outside world and industrial structure. It is expected to analyze the new trend of service industry opening to the outside world in Gansu Province under the background of Belt and Road. Thirdly, the paper deeply analyzes the current situation of service industry opening to the outside world and upgrading of industrial structure in Gansu Province, and the influence of service industry on the level of industrial structure, in order to search for the opportunity of "Belt and Road" development in Gansu Province, and to open up through service industry. Realize the cut-in point of rapid upgrading of industrial structure. Based on the empirical analysis, this paper draws the following conclusions: first, the degree of service industry opening to the outside world in Gansu Province from 1990 to 2015 is relatively low. From the two dimensions of service industry opening up, the service trade openness of Gansu Province is larger than that of service capital opening. Second, Gansu tertiary industry structure level increases greatly. Thirdly, the direct effect and indirect effect of service trade opening to the change of industrial structure are greater than the effect of service capital opening on the change of industrial structure. Fourthly, the influence of modern service industry on the change of industrial structure level is greater than that of traditional service industry. In the future, Gansu should expand the opening of service capital to the outside world, develop and strengthen the tertiary industry through the development of modern service industry, and realize the rapid upgrading of the industrial structure.
