四川支柱产业选择及培育研究

【摘要】：作为人口和资源大省，四川正处于推进产业结构优化和工业化攻坚的关键期。但农业发展粗放，工业大而不强，，服务业渗透性不足问题较为突出；企业自主创新、科技成果转化能力亟待提升；面临环境恶化、资源约束的严重制约。这些问题对产业结构调整形成强大倒逼压力，对全省经济稳健发展构成掣肘。为破解这些难题，四川对重点产业进行过多次调整，但由于“重选择、轻培育”的弊端，不少行业仍具有全能产业特质，产业导向不够明确，发展可持续性不强，生产力布局不够理想，资源配置效率存在帕累托改进空间。本文拟从选择和培育支柱产业的角度，对四川资源禀赋、产业结构错配与扭曲状况进行深入分析，并对产业结构优化提出相应建议。与以往研究相比，本文在研究视角、方法及分析技术等诸多方面进行了创新性尝试。在研究视角和方法上，以支柱产业形成机理为支点，通过运用多种前沿分析方法，采取多学科融合的研究方式，揭示支柱产业演变规律。在分析技术上，努力将支柱产业选择与产业结构优化路径作为有机整体，摒弃以往单一的、孤立的和静态的研究方式，开发出一整套基于动态化、多元化选择及支柱产业评价方法的测度系统，为推进四川支柱产业长远发展设计了一条具体可行的实现路径，进一步丰富了支柱产业研究领域，具有重要理论和实践价值。全文共五个章节。第一章主要阐术研究的背景意义、研究现状，对本文的研究方案，包括思路目标、研究内容及创新性进行阐述。第二章对支柱产业的概念特征、内部结构及演进规律进行了阐述，并对支柱产业相关理论进行了简要归纳。第三章构建了适应支柱产业动态选择的指标体系。主要包括对各年度投入产出数据的测算，基于产业关联度及扩张力对支柱产业进行的初选，基于All-around PCA模型对支柱产业进行的二选，基于支柱产业演化及资源禀赋分析进行了终选，由此确定了符合产业演进规律、符合经济发展实际且与政府规制等相适应的支柱产业。第四章，在前述基础上，开发了一套支柱产业的动态评价系统。这套系统主要用于对支柱产业发展进行动态监测，考察支柱产业发展水平、支撑能力，利用DEA-Malmquist模型对产业成长效率进行考评。第五章主要从宏观、中观、微观层面构建先导性、支柱性产业的培育路径，探讨实现支柱产业在产业结构调整过程中的渐进更替功能。宏观方面，从政府规制、结构优化及科技创新方面进行合力推动；中观层面，主要对先导、支柱产业进行培育；微观方面，主要是加强对龙头企业培育、加强产业园区布局、建立柔性人才引进方式。
[Abstract]:As a large province of population and resources, Sichuan is in the key period of promoting industrial structure optimization and industrialization. But the agriculture development is extensive, the industry is big but not strong, the service industry permeability is insufficient, the enterprise independent innovation, the science and technology achievement transformation ability needs to be promoted urgently, faces the environment deterioration, the resources restriction serious restriction. These problems have formed strong pressure on the adjustment of industrial structure, and constitute a constraint on the steady development of the province's economy. In order to solve these problems, Sichuan has made many adjustments to key industries. However, due to the malpractice of "emphasizing choice rather than cultivating", many industries still have the characteristics of all-around industry, the industrial orientation is not clear enough, and the development sustainability is not strong. The distribution of productivity is not ideal, and the efficiency of resource allocation has Pareto improvement space. From the angle of selecting and cultivating pillar industries, this paper analyzes the resource endowment, the mismatch and distortion of industrial structure in Sichuan, and puts forward some suggestions for optimizing the industrial structure. Compared with previous studies, this paper has made innovative attempts in many aspects, such as research perspective, methods and analytical techniques. From the angle of view and method of research, taking the forming mechanism of pillar industry as the fulcrum, by using many kinds of frontier analysis methods, adopting the research method of multi-disciplinary fusion, this paper reveals the evolution law of pillar industry. In the analysis technology, we try to choose the pillar industry and optimize the industrial structure as an organic whole, abandon the former single, isolated and static research methods, and develop a set of dynamic based, The measurement system of diversified selection and evaluation method of pillar industry has designed a concrete and feasible way to promote the long-term development of Sichuan pillar industry, further enriched the research field of pillar industry, and has important theoretical and practical value. The full text consists of five chapters. The first chapter mainly describes the background significance of the research, the status quo of the research, the research program, including ideas, research content and innovation. In the second chapter, the concept characteristics, internal structure and evolution law of pillar industry are expounded, and the related theories of pillar industry are summarized briefly. The third chapter constructs the index system to adapt to the dynamic selection of pillar industries. It mainly includes the calculation of input-output data in each year, the primary election of pillar industry based on industrial correlation and expansion power, and the second selection of pillar industry based on All-around PCA model. Based on the analysis of the evolution of pillar industries and the analysis of resource endowment, this paper determines the pillar industries which conform to the law of industrial evolution, the reality of economic development and the government regulation and so on. In the fourth chapter, a dynamic evaluation system of pillar industry is developed on the basis of the foregoing. This system is mainly used to monitor the development of pillar industry, investigate the development level and support ability of pillar industry, and evaluate the efficiency of industry growth by using DEA-Malmquist model. The fifth chapter mainly from the macro, meso, micro level to construct the leading, pillar industry cultivation path, to explore the realization of pillar industries in the industrial structure adjustment process of gradual replacement function. Macroscopically, from the aspects of government regulation, structural optimization and scientific and technological innovation to promote joint efforts; at the meso level, it mainly cultivates the leading and pillar industries; at the micro level, it mainly strengthens the cultivation of leading enterprises and the layout of industrial parks. Establish a flexible talent introduction method.
