贵州省综合交通运输系统与经济协调性评价研究

【摘要】:综合交通运输系统与国民经济有着非常紧密的联系。如果综合交通运输系统发展不足,则满足不了国民经济发展的需要,那么交通运输就会束缚国民经济的发展,成为制约国民经济发展的因素。贵州地处西南地区,山地覆盖面广,使其交通发展有着自己的特点,再加上经济发展落后,有必要对贵州省交通与经济发展的协调性进行研究。 本文对贵州省交通运输系统与经济协调性进行了系统的研究。首先运用系统分析的方法,把经济与交通分别看作是一个独立的系统,然后针对两大系统进行协调性评价。具体的,先把综合交通运输系统分为公路、铁路、航空、水运四大系统,分别对这四大子系统与经济系统进行协调性评价,再对综合交通运输系统与经济系统进行协调性评价。最后对影响交通-经济协调性的因素进行剖析。 通过对公路、铁路、航空和水运四大运输系统与经济系统的静态性协调性评价发现,四大运输系统与经济系统都是失调的,但就比较而言:铁路运输系统与经济系统的协调性最最好;其次为水运系统与经济系统;第三为航空运输系统与经济系统,最差为公路运输系统与经济系统。 对公路、铁路、航空和水运四大运输系统与经济系统的动态协调性评价发现,四大运输系统与经济系统都不处在协调发展轨迹上,比较而言:水运系统与经济系统的动态协调性是最好的;其次为铁路运输系统与经济系统;第三为航空运输系统与经济系统;最差为公路运输系统与经济系统。综合来看,四大运输系统与经济系统都不协调,比较之下,水运系统、铁路运输系统与经济系统协调性好于航空运输系统、公路运输系统与经济系统的协调性。 对综合交通运输系统与经济系统的静态协调性进行计算,结果发现贵州省综合交通运输系统与经济系统之间总体上是不协调的。对其动态协调性进行计算,结果发现其处于不协调发展轨迹上。 进一步用灰色关联度模型分析造成这一状况的原因。从综合发展水平看,与综合交通运输系统合发展水平联系最紧密的是铁路运输系统综合发展水平,其次为航空运输系统综合发展水平,第三为公路运输系统综合发展水平,最后为水运系统综合发展水平。从静态协调发展水平看,,与交通-经济协调性联系最紧密的是航空-经济协调性,其次为公路-经济协调性,第三为铁路-经济协调性,最不相似的是水运-经济协调性。从动态协调发展水平看。与交通-经济协动态调性联系最紧密的是铁路-经济动态协调性,其次为航空-经济动态协调性,第三为公路-经济动态协调性,最后为水运-经济动态协调性。 总的看来,贵州省综合交通运输系统与经济系统的协调性,无论从静态还是从动态角度看,都是失调的,没有处在协调发展轨迹上。铁路运输系统对贵州省综合交通运输系统综合发展水平和贵州省综合交通运输系统与经济系统的协调性影响较大。 建议改变交通运输政策;提升综合交通运输发展水平;提升综合交通运输系统与经济系统协调性;依靠市场,提升效率。
[Abstract]:The comprehensive transportation system has a very close relationship with the national economy. If the development of the integrated transportation system is insufficient, it can not meet the needs of the national economic development. Then transportation will bind the development of the national economy and become a factor restricting the development of the national economy. Guizhou is located in the southwest region, and the mountainous area is covered with wide coverage. With its own characteristics, coupled with backward economic development, it is necessary to study the coordination of transportation and economic development in Guizhou.
In this paper, the transportation system and economic coordination of Guizhou province are systematically studied. Firstly, the system analysis method is used to consider the economy and traffic as an independent system, and then the coordination evaluation is carried out for the two systems. In particular, the integrated transportation system is divided into four systems: highway, railway, aviation and water transportation. The coordination evaluation of the four subsystems and economic systems is carried out, and the coordination evaluation of the integrated transportation system and the economic system is carried out. Finally, the factors that affect the coordination of traffic economy are analyzed.
Through the static coordination evaluation of four transportation systems and economic systems of highway, railway, aviation and water transportation, it is found that the four transportation systems and the economic system are both dissonant, but in comparison, the coordination between the railway transportation system and the economic system is the best, the second is the water transportation system and the economic system, and the third is the air transportation system. Compared with the economic system, the worst is the highway transportation system and the economic system.
The dynamic coordination evaluation of four transportation systems and economic systems of highway, railway, aviation and water transport found that both the four transport systems and the economic systems are not in a coordinated development trajectory. In comparison, the dynamic coordination between the water transportation system and the economic system is the best, the second is the railway transportation system and the economic system, and the third is the aviation. Transportation system and economic system; the worst is the highway transportation system and the economic system. In a comprehensive view, the four transportation systems and the economic system are not coordinated. In comparison, the water transportation system, the railway transportation system and the economic system are better than the air transportation system, the coordination between the highway transportation system and the economic system.
The static coordination of the integrated transportation system and the economic system is calculated. The results show that the overall transportation system and the economic system in Guizhou are incongruous. The dynamic coordination is calculated, and the results are found to be on the uncoordinated development trajectory.
According to the comprehensive development level, the integrated development level of the railway transportation system is the most closely related to the comprehensive development level of the integrated transportation system, followed by the comprehensive development level of the air transportation system, the third is the comprehensive development level of the highway transportation system, and the last is the water transportation. Overall development level of the system. From the level of static and coordinated development, the most closely related to traffic economic coordination is aviation economic coordination, followed by highway economic coordination, the third is railway economic coordination, the most dissimilar is water transportation economic coordination. From the level of dynamic coordinated development, the dynamic connection with the traffic economic coordination The closest is the dynamic coordination of the railway economy, the second is the dynamic coordination of aviation economy, the third is the dynamic coordination of the highway economy, and the last is the dynamic coordination of the water transport economy.
In general, the coordination between the integrated transportation system and the economic system in Guizhou Province, both from the static and dynamic perspective, is unbalanced and not in a coordinated development path. The comprehensive development level of the railway transportation system for the comprehensive transportation system in Guizhou province and the coordination of the comprehensive transportation and transportation system and the economic system in Guizhou Province It has great influence.
It is suggested to change transportation policy, improve the development level of integrated transportation, improve the coordination of the integrated transportation system and the economic system, and improve the efficiency by relying on the market.
