锡林郭勒经济技术开发区管理体制的问题及对策研究

【摘要】：经济技术开发区是以发展知识密集型和技术密集型产业为主的功能区。经济技术开发区是城市建设的有机组成部分,也是我国改革开放战略的重要内容。总结经济技术开发区发展30多年的经验和教训,对下一步社会发展和经济结构调整具有重要意义。在我国开发区发展的30多年过程中,由于国家在政策性优惠方面逐渐减弱,其体制问题逐渐暴露。随着开发区功能进一步深化和整体经济结构调整,如何强化开发区在经济发展中的推进作用,优化其管理体制,使其成为开发区未来发展的增长点,继续服务于经济的快速发展,是目前开发区体制研究领域面临的主要任务。锡林郭勒经济技术开发区是内蒙古自治区"双百亿"工程重点推进的开发区。自成立以来,锡林郭勒经济技术开发区一直存在体制不顺,发展后劲不足的问题,期间虽然经过几次调整,但均未能达到理顺体制、快速发展的效果。本文在总结国内外开发区管理体制相关研究成果的基础上,结合锡林郭勒经济技术开发区自身的发展情况,通过分析开发区管理体制存在的问题,提出理顺内部管理体制,明确开发区主管部门的法律地位,科学规划,不断优化投资环境,提高政府服务意识等建议,以促进锡林郭勒经济技术开发区的建设和发展。
[Abstract]:Economic and technological development zone is to develop knowledge-intensive and technology-intensive industries-based functional areas. Economic and technological development zone is an organic part of urban construction and an important part of China's reform and opening up strategy. It is of great significance to sum up the experiences and lessons of the development of economic and technological development zone for more than 30 years, which is of great significance for the next step of social development and adjustment of economic structure. In the more than 30 years of development of the development zone in our country, the system problems have been gradually exposed due to the weakening of the policy preference of the country. With the further deepening of the function of the development zone and the adjustment of the overall economic structure, how to strengthen the role of the development zone in promoting economic development, optimize its management system, and make it become the growth point of the development zone in the future, Continuing to serve the rapid development of economy is the main task in the field of system research. Xilingol Economic and technological Development Zone is an important development zone in Inner Mongolia Autonomous region. Since its establishment, the Xilingol Economic and technological Development Zone has always had the problems of unfavorable system and insufficient development stamina. Although it has been adjusted several times, it has failed to achieve the effect of straightening out the system and developing rapidly. On the basis of summarizing the related research results of the management system of the development zone at home and abroad and combining the development situation of Xilinguole economic and technological development zone itself, this paper analyzes the problems existing in the management system of the development zone, and puts forward to straighten out the internal management system. In order to promote the construction and development of Xilingol Economic and technological Development Zone, it is necessary to clarify the legal status of the competent department of the development zone, to plan scientifically, to optimize the investment environment and to improve the consciousness of government service.
