人本型收入分配方式探析

【摘要】：收入分配方式，是在一定的范围内，社会成员参与国民收入分配的形式和制度的总和。收入分配直接影响消费、投资、储蓄、就业、物价等方面的问题。收入水平和结构的变化，对于劳动者积极性、经济增长幅度以及社会进步都有重大影响。众所周知，经济发展有三驾马车，分别是消费需求、投资需求、出口需求。中国也不例外。在当前环境下，国际形势不容乐观，外贸增长没有突破口，出口需求乏力；依靠投资需求拉动增长不是长久之策，并且投资所得的回报多数进了既得利益者的口袋；剩下的唯有国内消费需求。但是国内消费需求需要有资金，目前中国的贫富差距较大，很多人没有资金消费，，并且因为贫富差距的问题也导致了社会的一系列问题。贫富差距影响着国内消费需求问题，很大程度上也就是收入分配的问题。收入分配方式从很大程度上影响了收入分配的结果，收入分配方式支配着贫富差距。因此，我们可以说收入分配方式制约着经济的持续快速健康发展。在当前，转变中国的收入分配方式势在必行。本文采用的研究方法有文献研究法和实证分析与规范分析相结合的方法。本文较为系统地梳理了传统经济学的收入分配理论、现代经济学的收入分配理论以及改革开放以来对收入分配的研究。文中对国内外基于经济学视角考察收入分配的主要文献和主要观点进行了归纳述评。本文采用实证分析与规范分析相结合的方法，对收入分配方式探讨的研究中首先采用了实证性研究，并以此为基础提出了规范性的相应政策建议。本文阐述的主题是“人本型收入分配方式”，其中心词是“收入分配方式”，特征是“人本型”，研究范围是中国。本文分为四个部分，第一部分是导论，说明了研究背景、方法、意义、创新点及论文基本框架，并进行了理论回顾与文献综述；第二部分是人本型收入分配方式的理论阐释；第三部分是我国现行收入分配方式剖析；第四部分是我国人本型收入分配方式的实现路径。本文的研究成果和创新之处在于提出了“人本型收入分配方式”这一个新概念，并明确提出中国未来收入分配制度的改革方向为“人本型收入分配方式”。“人本型收入分配方式”在总结前人研究的基础上，跳出了既有的对于收入分配的政策分析框架，从一个更高的层面来对中国的收入分配进行研究。这不仅将更加全面、客观、有效地衡量中国收入分配发展现状和发展方向，同时也填补了国内此项研究领域的空白。人本型收入分配方式，就是在中华人民共和国这个范围内，必须紧紧围绕“以人为本”这一核心，在不影响宏观和微观经济效率前提下，所制定的社会成员参与国民收入分配，特别是较贫困成员更大更快地参与国民收入分配的形式和制度的总和。这给未来中国收入分配改革提供了可能方向。
[Abstract]:Income distribution is the sum of the forms and systems in which social members participate in the distribution of national income. Income distribution directly affects consumption, investment, savings, employment, prices and other issues. The change of income level and structure has great influence on worker's enthusiasm, economic growth and social progress. As we all know, there are three economic development: consumer demand, investment demand and export demand. China is no exception. In the current environment, the international situation is not optimistic, foreign trade growth has no breakthrough, export demand is weak, relying on investment demand to stimulate growth is not a long-term strategy, and the return on investment is mostly in the pocket of those with vested interests. All that remains is domestic consumer demand. However, domestic consumer demand needs to have funds. At present, the gap between the rich and the poor in China is large. Many people do not have the funds to spend, and because of the gap between the rich and the poor, a series of social problems have been caused. The gap between the rich and the poor affects domestic consumption demand, to a large extent, the problem of income distribution. Income distribution affects the result of income distribution to a great extent, and income distribution dominates the gap between rich and poor. Therefore, we can say that income distribution is restricting the sustained, rapid and healthy development of the economy. At present, the transformation of China's income distribution is imperative. The research methods used in this paper include literature research and empirical analysis and normative analysis. This paper systematically combs the theory of income distribution in traditional economics, the theory of income distribution in modern economics and the research on income distribution since reform and opening up. This paper summarizes and reviews the main literatures and viewpoints of income distribution from the perspective of economics at home and abroad. In this paper, the empirical analysis and normative analysis are used to study the income distribution, and on the basis of the empirical analysis, the corresponding policy recommendations are put forward. The theme of this paper is "people-oriented income distribution", the central word is "income distribution", the characteristic is "people-oriented", and the scope of research is China. This paper is divided into four parts, the first part is an introduction, explaining the research background, methods, significance, innovation points and the basic framework of the paper, and the theoretical review and literature review, the second part is the theoretical interpretation of human-based income distribution; The third part is the analysis of the current income distribution mode in China, the fourth part is the realization path of the people-oriented income distribution mode in China. The research results and innovations of this paper lie in putting forward a new concept of "people-oriented income distribution mode", and clearly pointing out that the reform direction of China's future income distribution system is "people-oriented income distribution mode". On the basis of summing up the previous studies, the "people-oriented income distribution" has jumped out of the existing framework of policy analysis for income distribution and studied the income distribution in China from a higher level. This will not only be more comprehensive, objective and effective to measure the current situation and direction of income distribution in China, but also fill the gap in this field of domestic research. Within the scope of the people's Republic of China, the people-oriented income distribution mode must closely revolve around the core of "people-oriented", without affecting the macroeconomic and micro-economic efficiency, and the social members should participate in the distribution of national income. In particular, poorer members participate more and more quickly in the sum of forms and systems of national income distribution. This provides a possible direction for the future reform of China's income distribution.
