基于全局熵值法的京津冀区域创新能力比较

【摘要】：随着京津冀协同发展上升为国家战略,京津冀三地协同发展步伐加快。为客观准确地评价京津冀区域创新能力,帮助政府部门了解区域创新发展现状与潜力进而制定相应的区域创新政策,需要构建京津冀区域创新能力评价体系,采用全局熵值法对2011—2015年京津冀区域创新能力进行动态比较分析。分析结果表明,京津冀协同发展框架下,北京、天津、河北区域创新能力梯度差较大,京津冀区域内部发展极不平衡。天津和河北下大力气改善创新投入和创新基础条件,但由于投入产出过程存在时滞性以及创新效率相对较低,在创新产出方面表现不佳,而北京创新能力结构发生了很大变化,除创新投入保持领先外,创新产出取代创新基础排在了第二位。为打破京津冀区域创新能力不平衡的局面,真正实现协同发展,一要强化核心功能定位,提高北京原始创新能力;二要完善创新服务平台建设,提高天津创新成果转化效率;三要以京津冀协同发展为契机,全面提升河北区域创新能力;四要加强区域协同创新,促进京津冀协同发展。
[Abstract]:With the coordinated development of Beijing, Tianjin and Hebei has become a national strategy, the pace of coordinated development of Beijing, Tianjin and Hebei has been accelerated. In order to evaluate the regional innovation ability of Beijing-Tianjin-Hebei region objectively and accurately, to help government departments understand the present situation and potential of regional innovation development and to formulate the corresponding regional innovation policy, it is necessary to construct the evaluation system of regional innovation ability of Beijing-Tianjin-Hebei region. The global entropy method is used to compare and analyze the innovation ability of Beijing-Tianjin-Hebei region from 2011 to 2015. The results show that the gradient of regional innovation ability in Beijing Tianjin and Hebei is great and the internal development of Beijing-Tianjin-Hebei region is unbalanced under the framework of Beijing-Tianjin-Hebei cooperative development. Tianjin and Hebei have made great efforts to improve the innovation input and the basic conditions of innovation. However, due to the delay in the input-output process and the relatively low innovation efficiency, the performance of the innovation output is not good, and the structure of Beijing's innovation ability has changed greatly. In addition to innovation input to maintain the lead, innovation output in place of innovation foundation ranked second. In order to break the imbalance of innovation ability in Beijing-Tianjin-Hebei region and realize coordinated development, it is necessary to strengthen the orientation of core function and improve the original innovation ability of Beijing, the second is to perfect the construction of innovation service platform, and to improve the efficiency of transformation of Tianjin's innovation achievements. Third, take Beijing, Tianjin and Hebei as the opportunity to promote the regional innovation ability of Hebei, and fourth, strengthen the regional coordinated innovation and promote the coordinated development of Beijing, Tianjin and Hebei.
