吉林省水环境污染与经济社会发展关系研究

【摘要】:水环境是整个生态环境系统中的一个重要子系统,水资源对人类生存、生活和社会发展具有不可或缺的重要战略作用。吉林省作为老工业基地的典型,随着经济规模和人口规模的不断扩大,消费结构的调整,水资源需求量不断增加,水环境压力增大,特别是2005年松花江发生重大水污染事件以后,水环境保护引起了高度重视。 本文运用环境库茨涅茨曲线来分析吉林省经济社会发展和水环境质量之间的关系,检验两者之间是否呈现典型环境库茨涅茨曲线的倒U型曲线关系,结果发现,吉林省工业废水排放量与人均GDP之间呈N型曲线关系,并且还处于上升阶段,而城镇生活污水排放量与人均GDP之间则出现了典型的倒U型曲线关系,拐点约为人均GDP达38400元时。 另外,本文对吉林省水环境污染与经济社会发展的关系进行了环境库兹涅茨曲线检验后,又分析了影响水环境污染的主要因素,以水环境污染指标为因变量,以人口因素、产业结构、城镇化率、技术水平等为自变量,,进行多元回归分析,以探讨其对水环境污染的影响程度,研究发现,它们的共同作用对水环境污染有显著作用,回归模型显著。文章最后根据影响因素分析,设置了吉林省发展的三种模式,基准情景,理想情景和推荐情景,分析得出,吉林省工业废水排放量在基准情景下继续增加,而在理想情景和推荐情景下出现减少趋势,在推荐情景下预计吉林省工业废水排放量的环境库兹涅茨曲线拐点约为人均GDP达40000元时。 最后,为使吉林省水环境保护与经济社会协调发展提出以下针对性建议:调整产业结构,加快城镇化进程,加大环保资金投入,健全法律法规,增强环保意识等。
[Abstract]:Water environment is an important subsystem in the whole ecological environment system. Water resources play an indispensable strategic role in human survival, life and social development. As a typical old industrial base in Jilin Province, with the expansion of economic scale and population scale, the adjustment of consumption structure, the demand for water resources is increasing, and the pressure of water environment is increasing. Especially after the serious water pollution happened in Songhua River in 2005, water environmental protection has aroused great attention. In this paper, the relationship between economic and social development and water environment quality in Jilin Province is analyzed by using the environmental Kuznets curve. The results show that the relationship between the two curves shows the inverted U-shape curve of the typical environmental Kuznets curve. The relationship between the discharge of industrial wastewater and the per capita GDP in Jilin Province is N-shaped, and it is still in the rising stage. However, there is a typical inverted U-shaped curve between the discharge of urban domestic sewage and the per capita GDP. The inflection point is about 38400 yuan per capita GDP. In addition, after examining the relationship between water environmental pollution and economic and social development in Jilin Province, the paper analyzes the main factors affecting water environmental pollution, taking the water environmental pollution index as dependent variable and population factor. The industrial structure, urbanization rate and technology level are independent variables, and multivariate regression analysis is carried out to study the influence of industrial structure, urbanization rate and technology level on water environmental pollution. It is found that their combined effects on water environmental pollution are significant, and the regression model is significant. Finally, according to the analysis of the influencing factors, the paper sets up three development models of Jilin Province, namely, the benchmark scenario, the ideal scenario and the recommended scenario. The analysis shows that the discharge of industrial wastewater in Jilin Province continues to increase under the base scenario. Under the ideal scenario and the recommended scenario, the environmental Kuznets curve inflection point of industrial wastewater discharge in Jilin Province is estimated to be 40000 yuan per capita. Finally, in order to coordinate the development of water environmental protection and economic society in Jilin Province, the following suggestions are put forward: adjusting the industrial structure, speeding up the process of urbanization, increasing the investment of environmental protection funds, perfecting laws and regulations, strengthening the consciousness of environmental protection, etc.
