基于低碳经济发展的马站镇政府决策行为研究

【摘要】：全球变暖已是不争的事实,气候变化对经济发展的影响越来越大,因此发展低碳经济已成为世界发展的趋势。节能减排,促进低碳经济发展,既是解决全球气候变暖的关键性方案,也是践行科学发展观,建立和谐社会的重要手段。低碳城镇是节能减排和发展低碳经济的重要组成部分,将引领未来城乡统筹,新型城镇化建设的新趋势。本篇论文选择马站镇作为具体研究对象,用低碳发展的角度,重新审视农村社会低碳模式的保持和低碳经济的发展,研究基层政府的决策行为,具有重大的研究意义。马站镇拥有优美的生态环境,巨大的经济潜力和重大的发展机遇,具有发展低碳经济优势。在新的局势下,如何调整发展方向,开发利用丰富的自然资源,科学规划城镇建设,优化产业结构,成为当前马站镇社会经济发展的一个重大课题。本文通过研究相关文献和实地调研、访谈等方式,对低碳经济和政府概念及涵盖内容进行分析,建立相应的理论框架。其次,分析马站镇社会经济发展现状与特点,介绍低碳经济运行的情况。再次,运用SWOT分析方法对马站镇发展低碳经济的优势和劣势,外在面临的机会和威胁进行分析,接着借助SWOT矩阵组合分析,得出SO、ST、WO、WT几种对策组合。最后结合马站镇的实际,根据理论分析结果,从低碳城镇、低碳产业、低碳社会、能源结构几个方面,对马站镇低碳经济发展的政府决策提出了建议,最后是本文研究的结论及成果,以期能够为马站镇低碳经济发展提供理论参考。
[Abstract]:Global warming is an indisputable fact, and climate change has more and more influence on economic development, so the development of low-carbon economy has become the trend of world development. Energy saving and emission reduction to promote the development of low-carbon economy is not only a key solution to global warming, but also an important means to practice the scientific concept of development and build a harmonious society. Low-carbon cities and towns are an important part of energy saving and emission reduction and the development of low-carbon economy, which will lead to a new trend of urban-rural planning and new urbanization construction in the future. In this paper, the author chooses Ma Station Town as the specific research object. It is of great significance to re-examine the maintenance of low-carbon model and the development of low-carbon economy in rural society from the perspective of low-carbon development, and to study the decision-making behavior of grass-roots governments. The town has beautiful ecological environment, great economic potential and great development opportunity, and has the advantage of developing low carbon economy. Under the new situation, how to adjust the direction of development, develop and utilize abundant natural resources, scientifically plan the construction of cities and towns and optimize the industrial structure have become an important subject for the social and economic development of Masan Town at present. This paper analyzes the concepts and contents of low-carbon economy and government and establishes the corresponding theoretical framework through the research of relevant literature and field investigation and interviews. Secondly, this paper analyzes the current situation and characteristics of social and economic development in Mazhan Town, and introduces the operation of low-carbon economy. Thirdly, the advantages and disadvantages of developing low-carbon economy, opportunities and threats are analyzed by using SWOT analysis method. Then, by using SWOT matrix combination analysis, several countermeasures combinations are obtained. Finally, according to the actual situation and the theoretical analysis results, the paper puts forward some suggestions for the government decision of low-carbon economy development from the aspects of low-carbon towns, low-carbon industries, low-carbon society and energy structure. The last part is the conclusion and achievement of this paper, in order to provide a theoretical reference for the development of low-carbon economy.
