【摘要】:在改革开放30多年来的伟大探索和实践中,中国创造的发展奇迹为世界所瞩目。京津冀区域是我国的政治、文化中心,也是北方重要的经济、贸易和金融中心,更是科技、人才等优质要素密集和市场优势明显的地区,作为改革开放的先行者,,在我国整体发展格局中占有特殊重要的战略地位。 京津冀三省市同属京畿重地,相互包容,具有天然的相互融合、协同发展的基础和条件,区域理应协同发展并且发展的更好更快。但实事求是的说,目前京津冀区域的整体实力还不够强,行政区协调机制不够健全;区域发展失衡、生态环境恶化的现象较为严重。尤其是近两年来,京津冀区域连续发生严重雾霾,三地PM2.5持续爆表,群众怨气很大;与国内外先进地区相比,京津冀区域隐藏的巨大共同发展的潜力远未充分发挥出来,与中央提出的形成新的增长极要求,还有很大的差距。 京津冀各具特色,存在明显的差异。差异是发展的动力,正因为差异的存在而呼唤协调。认识、理解区域协调发展的内涵和特征,从体制、观念、市场等多个角度入手,建立有效的区域协调的体制机制,形成突出特色、保持优势、有分有合的良好发展局面,是京津冀区域的客观要求。此外,如何实现生产力要素的协作,综合推动京津冀区域多核增长极驱动,层级推进,以及深入研究并阐释京津冀区域的协调发展过程,这些对中国整体发展和各区域发展,都是亟待破解、极富意义的话题。特别是2014年2月,在党中央的高度关注下,京津冀区域协调发展已经上升为国家战略,进入全面推进和落实的历史阶段。因此,对于该区域协调发展的宏观背景、区域演化的进程和趋势、区域协调中的体制机制问题症结、区域协调发展的重点进行研究,不仅是中央和北京、天津、河北三地政府所急需,更是学术界面临的一项重大课题。 本文研究的主题是京津冀区域的协调发展。本文以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想和科学发展观为指导,一方面结合实际工作中对于京津冀区域协调发展的大量实证性探索,另一方面搜集、整理了国内外关于区域协调发展的经典著作和观点,以及对京津冀区域协调发展的最新研究成果,从马克思主义哲学的视角,对京津冀区域协调发展的理论和实践探索进行系统论述,力求将理论与实践有机结合。 本文分为引言、正文和结语。正文共五章: 引言就京津冀区域协调发展的问题,对国内外的研究成果进行了梳理和述评,阐述了论文的研究思考和研究方法,介绍了论文的难点和创新点。 第一章是中西方区域协调发展的实践探索与思考,对世界主要国家区域协调发展的历史演进、主要特征和基本认识进行研究;梳理了中国建国以来的区域发展观与实践探索及其效果,提出有中国特色的区域协调发展体制机制尚未建立。 第二章是区域协调发展的理论,这是本文的基本理论框架,在系统阐述区域的概念和特征,区域协调发展的概念、特征和对于特征的理解的基础上,从区域协调的本质、区域协调发展的内涵、区域协调发展的差异化三方面,对区域协调发展提出了方法论指导。 第三章是京津冀区域协调发展的历史进程和现实困境,回顾了京津冀区域演化的历史过程,阐述了京津冀区域协调发展的演变阶段,深刻分析了京津冀区域协调发展的困境。 第四章是京津冀区域协调发展的可能性和现实性,全面阐述京津冀区域协调发展的四大动力是群众的共同期盼、区域生产力发展的需要、社会矛盾运动的推动和利益关系的转变,系统论述了京津冀区域在政治、经济、空间规划、社会、生态五个维度的现实性。 第五章是京津冀区域协调发展的对策建议。总结提炼了京津冀区域协调发展的基本原则是互利、平等、互信和共享。针对京津冀区域的政府与市场双失调的归因现实,有针对性、有重点的从政府和市场两方面提出了对策建议。在政府方面,包括合理的协调机制、共同的价值观引导、共享的社会建设,在市场方面,包括合作的经济分工、互补的空间规划、系统的环境保护。 结语部分强调要以京津冀区域为龙头,继续探索建立有中国特色的区域协调发展政策体系和管理模式。
[Abstract]:In the great exploration and practice of the reform and opening - up for more than 30 years , the development miracle created by China is the world ' s attention . Beijing - Tianjin - Hebei region is the political and cultural center of our country , it is also the important economic , trade and financial center in the north . It is also an important region of high - quality factors such as science and technology and talent . As the pioneer of reform and opening - up , it plays a special important strategic position in the overall development pattern of China .
The three provinces and municipalities of Beijing - Tianjin - Hebei Province belong to the capital of Beijing - Tianjin - Hebei Province , which are mutually inclusive , have the foundation and conditions of natural mutual integration and synergistic development , and the regional science should be coordinated and developed better and faster . However , the reality is that the overall strength of Beijing - Tianjin - Hebei region is not strong enough , and the coordination mechanism of the administrative region is not sound ;
The imbalance of regional development and the deterioration of ecological environment are more serious . Especially in recent two years , there have been serious smog in Beijing - Tianjin - Hebei region .
Compared with the advanced regions at home and abroad , the potential of the great common development hidden in the region of Beijing - Tianjin - Hebei region is far from being fully realized , and the new growth pole demand is brought forward with the center , and there is a great gap .

The subject of this study is the coordinated development of Beijing - Tianjin - Hebei region . In this paper , it is guided by Marxism - Leninism , Mao Zedong Thought , Deng Xiaoping Theory , the important thought of " Three Represents " and the scientific development view . On the other hand , the author tries to probe into the theoretical and practical exploration of the coordinated development of Beijing - Tianjin - Hebei region from the perspective of Marxist philosophy , and tries to combine the theory with practice .

The third chapter is the historical process and the realistic predicament of the coordinated development of Beijing - Tianjin - Hebei region . The historical process of regional evolution of Beijing - Tianjin - Hebei region is reviewed , and the evolution stage of the coordinated development of Beijing - Tianjin - Hebei region is expounded , and the predicament of the coordinated development of Beijing - Tianjin - Hebei region is deeply analyzed .
The fourth chapter is the possibility and reality of the coordinated development of Beijing - Tianjin - Hebei region . The four main forces of the coordinated development of Beijing - Tianjin - Hebei region are the common expectation of the masses , the need of regional productive forces development , the promotion of social contradictions and the transformation of interest relations , and the reality of the five dimensions of Beijing - Tianjin - Hebei region in politics , economy , space planning , society and ecology is discussed .
The fifth chapter is the countermeasures and suggestions for the coordinated development of Beijing - Tianjin - Hebei region . The basic principles of coordination and development in Beijing - Tianjin - Hebei region are mutual benefit , equality , mutual trust and sharing .
The conclusion part emphasizes that the regional coordination development policy system and management model with Chinese characteristics should be explored and established in the area of Beijing - Tianjin - Hebei region .
