健全资本、知识、技术和管理等要素的报酬机制研究

【摘要】:党的十八届三中全会提出要"健全资本、知识、技术、管理等由要素市场决定的报酬机制",但从目前的现状来看,资本、知识、技术、管理等不同要素的报酬机制却并不健全。通过比较分析国内制造业的资本、技术和管理等要素的报酬机制,笔者发现:国内制造业上市公司的劳动所得份额虽有一定的提升,但资本所得依然高于劳动所得;管理者薪酬相对较高但股权激励并不完善;专业技术人员的薪酬相对偏低,不能有效地激发其创新和生产的积极性。因此,有必要继续加快要素报酬的市场化建设,通过建立和完善相关机制,尽快实现报酬要素的市场定价。
[Abstract]:The third Plenary session of the 18th CPC Central Committee proposed to "perfect the compensation mechanism of capital, knowledge, technology, management and other factors determined by the factor market", but from the current situation, the compensation mechanism of different elements such as capital, knowledge, technology, management and so on is not perfect. By comparing and analyzing the compensation mechanism of capital, technology and management in domestic manufacturing industry, the author finds that although the share of labor income of listed companies in domestic manufacturing industry has been increased to a certain extent, the capital income is still higher than that of labor income; The salary of managers is relatively high, but the equity incentive is not perfect, and the compensation of professional and technical personnel is relatively low, which can not effectively stimulate their enthusiasm for innovation and production. Therefore, it is necessary to speed up the market construction of factor compensation, and to realize the market pricing of reward elements as soon as possible by establishing and perfecting the relevant mechanism.
