供给侧结构性改革的核心要义与地方政府实践探索——以浙江为例

【摘要】：供给侧结构性改革开启了经济新常态下我国经济转型升级的新思路。作为适应和引领新常态的经济治理方略,供给侧结构性改革的本质是强调向市场有效提供生产要素供给和制度供给,其中地方政府的制度供给要坚持精准发力原则,这决定着生产要素供给能否实现高质量、高效益,能否满足和引领市场需求。这是实现经济增长动力转换的长期发展战略,由此才能正确处理好经济发展内生机制与经济治理政策工具的内在逻辑关系,从而培育高效的社会主义市场经济运行机制,全面提升经济领域治理能力现代化。浙江省"十二五"时期一系列经济转型升级组合拳的具体做法形成了有效供给的"四大格局",即通过"浙商回归"重塑主体格局、"七大万亿产业"优化产业格局、"一体两翼"规划空间格局和"创新载体"构建平台格局,抓住了供给侧结构性改革的核心要义,为地方政府推进供给侧结构性改革提供了若干参考。
[Abstract]:The structural reform on the supply side has opened a new way of economic transformation and upgrading in China under the new normal state. The essence of supply-side structural reform, as a strategy of economic governance adapted to and guided by the new normal, is to emphasize the effective supply of factors of production and institutional supply to the market, in which the institutional supply of local governments should adhere to the principle of accurate exertion. This determines whether the supply of factors of production can achieve high-quality, high-efficiency, can meet and lead the market demand. This is a long-term development strategy to realize the transformation of economic growth power, so as to correctly handle the inherent logical relationship between the endogenous mechanism of economic development and the tools of economic governance policy, so as to foster an efficient operating mechanism of the socialist market economy. We will comprehensively upgrade the modernization of economic governance capabilities. During the 12th Five-Year Plan period of Zhejiang Province, a series of specific practices of economic transformation and upgrading combined boxing formed the "four major patterns" of effective supply, that is, through "Zhejiang businessmen returning" to reshape the main structure and "seven trillion industries" to optimize the industrial pattern. , "one body and two wings" planning spatial pattern and "innovation carrier" to construct platform pattern, This paper grasps the core meaning of supply-side structural reform and provides some references for local government to promote supply-side structural reform.
