【摘要】：产城融合是城市化进程加快、产业结构转型升级后城市发展的必然要求。以产业发展促进城市经济增长,以城市进步促进产业结构升级,二者协调共进是城市可持续发展的必经之路。哈尔滨市近年来经济发展迅速,随着工业化进程的加速,以及第三产业在产业结构中的比重增加,就业机会也随之增加,导致了哈尔滨市人口的大量转移,原有的工业区以及城区已经无法满足哈尔滨市现有经济发展的需要,因此,哈尔滨市近年来将城区向外扩张,将原有的辖区变成市辖区,形成哈尔滨市的卫星城,如双城区、呼兰区、阿城区等。随着城区面积的扩展,一些城市发展问题也随之产生。比如:新老城区功能难以互补和融合、产业区基础设施的建设不完善、居民职住分离严重以及产业布局不合理等。这些问题属于新型城镇化建设中产业与城市分离,因此如何实现产业与城市的良好融合成了哈尔滨市发展中的重要问题。文章首先介绍了产城融合相关的理论,为哈尔滨市产城融合发展研究提供理论依据;随后从哈尔滨市产城融合发展的现状入手,重点分析哈尔滨市产城融合发展过程、哈尔滨市资源分布情况和产业分布情况,资源分布包括城区面积、人口分布、教育分布、医疗分布和交通分布情况;同时分析了哈尔滨市目前产业园区的分布情况。现状的分析主要是为哈尔滨市产城融合的规划发展提供数据依据;其次是在现状分析的基础上总结产城融合发展中存在的问题以及产生的原因,目前哈尔滨市存在着产业布局与城市功能不匹配,新老城区功能不能互补和融合等问题,产生这些问题的根本原因是规划理念上的偏差,部分产业由于建设策略不恰当导致产业布局与城市功能无法融合,使得城市中产业布局相对混乱。再次,通过借鉴与创新其他地区产城融合的经验,寻求解决哈尔滨市产城融合问题最适宜的方法,文章不仅借鉴了国内一些城市的产城融合经验,同时参考了发达国家的产城融合的发展模式,主要是总结这些地区产城融合的优点和缺点,分析其成功的主要原因,结合哈尔滨市的自身的现状和特点,指出哈尔滨市以后发展中可借鉴的因素和需要避免的错误。最后在城市可持续发展原则、以人文本原则和城市功能多样性的基础上,通过分析哈尔滨市"十三五"规划总结了针对哈尔滨市产城融合发展需要达到的目标,为哈尔滨市产城融合对策的提出提供现实依据,同时提出了哈尔滨市产城融合发展的对策,即坚持以城市规划作为产业布局和基础设施建设的依据,加强政策支持完善产业园区配套设施建设,实现产业园区功能与城市功能融合,形成产业集聚,使公共基础设施资源能达到最大化的利用,同时应加强新老城区的互动,使新老城区功能实现互补和融合。虽然哈尔滨市产城分离的现象相比前几年有了较大的改善,比如群里区和松北区逐渐摆脱"空区"的情况,人口和基础设施建设都有较大的提升,但是哈尔滨市总体的产城融合问题仍然有很大的改善空间,希望文章相关的研究能为哈尔滨市的产城融合发展提供参考。
[Abstract]:The integration of production city is the inevitable requirement of the urbanization process and the upgrading of the city after the transformation and upgrading of the industrial structure. The industrial development promotes the growth of the city economy, promotes the upgrading of the industrial structure with the progress of the city, and the coordinated progress of the two parties is the only way for the sustainable development of the city. In recent years, the economic development of Harbin is rapid and the process of industrialization is added. Speed, as well as the increase in the proportion of the third industry in the industrial structure, and the increase of employment opportunities, resulting in a large number of Harbin population transfer, the original industrial area and the urban area has been unable to meet the needs of the existing economic development in Harbin. Therefore, Harbin has expanded the urban area in recent years, and turned the original jurisdiction into the municipal district. The formation of Harbin's satellite city, such as Shuangcheng, Hulan, A Cheng, and so on. With the expansion of the urban area, some urban development problems also arise. For example, the functions of the new and old urban areas are difficult to complement and merge, the construction of the industrial infrastructure is not perfect, the separation of residents and housing is serious, and the industrial layout is unreasonable. These problems belong to the new problem. In the construction of type urbanization, the separation of industry and city, so how to achieve a good integration of industry and city has become an important problem in the development of Harbin. First, the article introduces the theory of production city integration, and provides a theoretical basis for the research on the integration and development of Harbin City. Then, it starts with the current situation of the integration and development of Harbin city. This paper analyzes the development process of Harbin city's production city, the distribution of resources and the distribution of industry in Harbin. The distribution of resources includes urban area, population distribution, education distribution, medical distribution and traffic distribution, and analyses the distribution of industrial parks in Harbin at the same time. The analysis of the present situation is mainly for the melting of Harbin city. According to the analysis of the present situation, the problems and causes are summarized, and the problems in Harbin are not matched with urban functions, the functions of the new and old urban areas can not be complemented and fused, and the basic reasons for these problems are the planning concept. Due to the deviation, some industries can not integrate the industrial layout and urban function because of the inappropriate construction strategy, which makes the industrial layout of the city relatively chaotic. Again, the most suitable method to solve the problem of Harbin city integration is sought by using and innovating the experience of integrating and innovating other regions, and the article not only draws on some cities in China. The city's production city integration experience, at the same time refer to the developed country's production city integration development model, mainly to sum up the advantages and disadvantages of these areas, analyze the main reasons of its success, combined with the status and characteristics of Harbin City, points out the factors that can be used for reference in the future development of Harbin city and the mistakes to avoid. On the basis of the principle of urban sustainable development, on the basis of the principle of human text and the diversity of urban function, through the analysis of the plan of "13th Five-Year" in Harbin, this paper summarizes the goals for the integration and development of Harbin City, provides the realistic basis for the Countermeasures of Harbin city's production city integration, and puts forward the integration of Harbin production city at the same time. The Countermeasures of development are to adhere to urban planning as the basis for industrial layout and infrastructure construction, strengthen policy support and improve the construction of Industrial Park supporting facilities, realize the integration of industrial park functions and urban functions, form industrial agglomeration, make the public infrastructure resources reach the maximum utilization, and strengthen the interaction between the old and new urban areas. Although the separation of Harbin city has been greatly improved compared with the previous years, such as the group district and Songbei gradually get rid of the "empty area" situation, the population and infrastructure construction have been greatly improved, but the overall problem of Harbin city integration still has a great improvement. We hope that the research on this article can provide a reference for the development of Harbin's production and city integration.
