中国产业组织政策的缺陷与调整

【摘要】：长期以来,中国实施以推动集中、打造大规模企业集团为导向的产业组织政策,这种导向产业组织政策的政策逻辑与理论依据均存在较为严重的缺陷,政策效果不佳并且带来一系列的不良政策效应,对于产业的转型发展与效率提升产生了许多不利影响。中国产业政策部门应充分认识到"市场竞争及其优胜劣汰机制是推动产业组织自发优化调整的原动力",并且调整产业组织政策的方向。市场竞争及其优胜劣汰机制充分发挥作用的基本前提是公平竞争的制度环境,而当前不正当竞争、不公平竞争问题非常突出,因而中国的产业组织政策应转为通过构建公平竞争的市场制度体系、促进公平竞争,以市场竞争及其优胜劣汰机制来推动产业组织结构自发的优化调整。
[Abstract]:For a long time, China has implemented the industrial organization policy of promoting concentration and creating large-scale enterprise groups. The policy logic and theoretical basis of this policy have serious defects. The poor effect of the policy and a series of adverse policy effects have had a lot of adverse effects on the transformation and development of industry and the improvement of efficiency. China's industrial policy departments should fully realize that "market competition and its mechanism of survival of the fittest are the driving force to promote the spontaneous optimization and adjustment of industrial organizations" and adjust the direction of industrial organization policies. The basic premise of market competition and its mechanism of survival of the fittest is the institutional environment of fair competition. Therefore, China's industrial organization policy should be changed to promote fair competition through the construction of fair competition market system, and promote the spontaneous optimization and adjustment of industrial organization structure by market competition and its mechanism of survival of the fittest.
