我国战略性新兴产业环境技术效率的动力机制研究

【摘要】:随着战略性新兴产业的兴起,各国政府都把战略性新兴产业的发展作为经济战略发展的关键。我国政府正着手对战略性新兴产业的发展进行全面规划,并将战略性新兴产业的培育和发展提升到国家战略层面。在加快发展我国战略性新兴产业的过程中,对产业结构进行调整和优化,由数量型、消耗型的传统经济增长方式转向质量型、效率型的新型经济增长方式,并注重经济增长中效益与质量的均衡以及产业结构的协调,成为实现我国经济可持续发展的重要途径。因此,研究战略性新兴产业环境技术效率及其动力机制,对加快我国战略性新兴产业的发展具有极其重要的意义。 首先,通过与传统技术效率的比较,本文介绍了环境技术效率的内涵与特征,并采用非径向DEA方法——RAM模型对2003—-2011年我国30个省市的战略性新兴产业环境技术效率进行测算,继而对测算结果进行经济意义分析。结果表明:战略性新兴产业环境技术效率整体上比较低且呈现先降后升的趋势;在各个省市间,环境技术效率存在区域差异。 其次,本文分析了环境技术效率内外部影响因素。其中内部影响因素有创新战略、科研经费和高素质人才;外部影响因素有技术进步、市场环境、政府扶持和环境约束。在此基础上,本文构建了环境技术效率内外部影响因素系统的共生Logistic模型,并对环境技术效率内外部影响因素系统的演化速度做了仿真分析。结果表明:共生模式下环境技术效率内外部影响因素系统的最优演化速度均突破了非共生模式下演化速度的上限。 再次,本文选取了与内外部影响因素指标对应的变量:拥有专利发明数、RD经费内部支出、劳动力素质、技术变更额、市场集中度、所有制结构以及C02排放量。基于2003—-2011年我国30个省市战略性新兴产业的样本数据,本文采用面板Tobit模型对环境技术效率影响因素进行实证分析,分析环境技术效率与其内外部影响因素之间的关系。结果表明:各内外部影响因素对环境技术效率的影响显著,并且其影响存在差异性;拥有专利发明数、RD经费内部支出、劳动力素质以及技术变更额与环境技术效率呈正相关,市场集中度以及C02排放量与环境技术效率呈负相关,而所有制结构与环境技术效率的关系则要依据不同的产业类型而定。 最后,依据战略性新兴产业环境技术效率影响因素的实证结果,本文分别从内源动力角度和外源动力角度提出了增强战略性新兴产业环境技术效率动力的政策建议。 本文的创新主要体现在两个方面。第一,在环境约束下,本文将战略性新兴产业和环境技术效率结合到一起,采用非径向DEA方法——RAM模型测算我国战略性新兴产业的环境技术效率,继而分析战略性新兴产业环境技术效率的变化趋势;第二,在充分考虑环境技术效率内外部影响因素的基础上,本文构建了我国战略性新兴产业环境技术效率的影响机制,并建立了环境技术效率内外部影响因素系统的共生Logistic模型。
[Abstract]:With the rise of strategic emerging industries, the governments of all countries regard the development of strategic emerging industries as the key to the development of economic strategy. Our government is starting to plan the development of strategic emerging industries in an all-round way, and promote the cultivation and development of strategic emerging industries to the strategic level of the country. In the process of developing industry, the adjustment and optimization of the industrial structure, the transformation of the quantitative and consumptive traditional economic growth mode to the quality type, the efficient mode of economic growth, the balance of the benefit and quality in the economic growth and the coordination of the industrial structure have become an important way to realize the sustainable development of China's economy. It is of great significance to study the environmental technology efficiency and its driving mechanism of strategic emerging industries to accelerate the development of China's strategic emerging industries.
First, through the comparison with the traditional technical efficiency, this paper introduces the connotation and characteristics of environmental technology efficiency, and uses the non radial DEA method - RAM model to calculate the environmental technical efficiency of the strategic emerging industries in 30 provinces and cities of China from 2003 to -2011, and then analyzes the economic significance of the calculation of the results. The results show that the strategy is strategic. The environmental technology efficiency of emerging industries is relatively low and showing a trend of first decline and then rise.
Secondly, this paper analyzes the internal and external factors of environmental technology efficiency. The internal factors include innovation strategy, scientific research funds and high-quality talents, and the external factors include technological progress, market environment, government support and environmental constraints. On this basis, this paper constructs a symbiotic Logi of the internal and external influencing factors of the environmental technology efficiency. The stic model and the evolution speed of the internal and external factors of the environmental technology efficiency are simulated and analyzed. The results show that the optimal evolution speed of the internal and external factors of the environmental technology efficiency under the symbiotic model breaks through the upper limit of the evolution speed under the non symbiotic mode.
Thirdly, this paper selects the variables corresponding to the internal and external factors: the number of patent inventions, the internal expenditure of RD funds, the quality of labor, the change of technology, the market concentration, the ownership structure and the emission of C02. Based on the sample data of the strategic emerging industries in 30 provinces and cities of China from 2003 to -2011, this paper uses the panel Tobit model The influence factors of environmental technology efficiency are analyzed and the relationship between the environmental technical efficiency and the internal and external factors is analyzed. The results show that the influence factors of the internal and external factors have significant influence on the environmental technology efficiency, and there are differences in its influence; the number of patent inventions, the internal expenditure of RD funds, the quality of labor force and the technology are also shown. There is a positive correlation between change and environmental technical efficiency. Market concentration and C02 emissions are negatively related to environmental technical efficiency, while the relationship between ownership structure and environmental technical efficiency depends on different industrial types.
Finally, based on the empirical results of the factors affecting the environmental technical efficiency of strategic emerging industries, this paper puts forward the policy proposals to enhance the dynamic of the environmental technology efficiency of strategic emerging industries from the perspective of endogenous power and exogenous power.
The innovation of this paper is mainly embodied in two aspects. Firstly, under the environment constraints, this paper combines the strategic emerging industries and the environmental technology efficiency together, uses the non radial DEA method - RAM model to calculate the environmental technology efficiency of China's strategic emerging industries, and then analyzes the changing trend of the environmental technology efficiency of the new and emerging industries. Second, on the basis of fully considering the internal and external factors of environmental technology efficiency, this paper constructs the impact mechanism of the environmental technology efficiency of strategic emerging industries in China, and establishes a symbiotic Logistic model of the internal and external factors of environmental technology efficiency.
