经济开发区向创新型经济转型升级的动力机制研究——以江苏省为例

【摘要】：在经济新常态下,经济开发区如何克服现行发展方式的不足,寻求新的发展动力,创造新的竞争优势,是一个重要的科学课题。文章运用系统工程的理论及方法,基于江苏省经济开发区的实地调查和系统分析,探究了江苏省经济开发区向创新型经济转型升级的动力机制。研究发现:企业、高校与科研机构、孵化器、中介机构、开发区管委会等组织是开发区科技创新网络系统的主体(节点);各个主体(节点)在长期正式或非正式交流、协作创新关系的基础上形成一个完整、稳定的科技创新网络系统,成为开发区转型升级的动力源泉;动力机制的运作需要一定保障措施,可从加强规划和考核导向等四个方面着手设计。本研究为我国经济开发区转型升级的全面实施提供了有益借鉴。
[Abstract]:Under the new normal state of economy, it is an important scientific subject how to overcome the deficiency of current development mode, to seek for new development motive force and to create new competitive advantage. Using the theory and method of system engineering, based on the field investigation and systematic analysis of Jiangsu Economic Development Zone, this paper probes into the dynamic mechanism of the transformation and upgrading from Jiangsu Economic Development Zone to innovative economy. It is found that enterprises, universities and scientific research institutions, incubators, intermediary organizations, development zone management committees and other organizations are the main bodies (nodes) of the scientific and technological innovation network system of the development zone; each main body (node) communicates formally or informally for a long time. Based on the cooperative innovation relationship, a complete and stable scientific and technological innovation network system is formed, which becomes the power source for the transformation and upgrading of the development zones; the operation of the power mechanism needs certain safeguards. It can be designed from four aspects, such as strengthening planning and assessment orientation. This study provides a useful reference for the comprehensive implementation of the transformation and upgrading of China's economic development zones.
