河北省县域发展评价及空间差异分析

【摘要】：县域经济是我国国民经济中的基本单元。党的十六大报告中首次提出了“壮大县域经济”，表明“县域经济”已正式纳入国家经济体制改革的整体布局，我国经济发展重心正在向县域经济转换。河北省下辖11个地级市，135个县(含县级市)。改革开放以来，河北省县域发展水平显著提升。1985-2012年期间，全省县域总产值从343.97亿元增长至18263.7亿元，人均生产总值从707.9元上升到30210元。但是，县域之间发展不平衡的问题愈发严重，突出表现为：冀北地区县域仍旧贫困落后，，而传统的发达地区的县域继续快速发展的势头。县域发展差距逐渐拉大，两极化趋势愈加明显，直接影响着河北省综合实力的壮大和社会协调发展。县域发展差异作为区域发展差异的一种特殊类型，是社会发展过程中的普遍现象。空间是县域的固有属性，县域发展差异也就必然具有空间分异特征。因此，从空间地理的视角去研究分析县域发展差异状况，不仅是当前县域社会高速发展新形势的需求，而且也可以充实区域学科“县域”这一地理空间尺度的研究，因而具有重要的理论和实践意义。本文在分析、研究和借鉴现有成果的基础上构建较为科学的区域发展综合评价指标体系，并构建了研究河北省县域发展的指标体系。运用传统分析方法描述了河北省县域的整体变化情况；然后通过对2003年和2012年河北省县域发展水平的整体评价，大体了解了河北省县域十年间的发展状况；并运用空间分析软件绘制出2012年县域综合得分的空间格局，以及空间自相关的分布规律。最后用计量软件分析影响县域发展差异的空间因素，并就如何缩小河北省县域发展差异，促进县域协调发展提出一些政策建议。本论文的主要研究结论和观点：第一、2003-2012年间河北省县域间经济差异总体上呈扩大的趋势，且呈现出先扬后抑的趋势；第二、2012年河北省县域综合发展具有较强的正相关性，在空间上具有较强的依赖性。
[Abstract]:County economy is the basic unit of our national economy. In the report of the 16th National Congress of the Communist Party of China (CPC), "strengthening county economy" is proposed for the first time, which indicates that "county economy" has been formally incorporated into the overall layout of the national economic system reform, and the center of economic development of our country is changing to that of county economy. Hebei Province under the jurisdiction of 11 prefecture-level cities, 135 counties (including county level cities). Since the reform and opening up, the level of county development in Hebei Province has improved significantly. During the period 1985-2012, the total output value of the county area of Hebei Province increased from 34.397 billion yuan to 1.82637 trillion yuan, and the per capita GDP rose from 707.9 yuan to 30210 yuan. However, the development imbalance between counties is becoming more and more serious, which shows that the counties in the north of Hebei are still poor and backward, while the counties in the traditional developed regions continue to develop rapidly. The county development gap is gradually widening and the polarization trend is becoming more and more obvious, which directly affects the growth of the comprehensive strength of Hebei Province and the coordinated development of the society. As a special type of regional development difference, county development difference is a common phenomenon in the process of social development. Space is the inherent attribute of the county, and the difference of the development of the county must have the characteristic of spatial differentiation. Therefore, to study and analyze the difference of county development from the perspective of spatial geography is not only the demand of the new situation of the rapid development of the county society, but also can enrich the research on the geographical spatial scale of the regional discipline "county area". Therefore, it has important theoretical and practical significance. Based on the analysis, study and reference of the existing achievements, this paper constructs a scientific comprehensive evaluation index system for regional development, and constructs an index system for the study of county development in Hebei Province. This paper describes the overall change of county area in Hebei Province by using traditional analysis method, and then through the overall evaluation of the county development level in Hebei Province in 2003 and 2012, it gives a general understanding of the development situation of county area in Hebei Province in the past ten years. The spatial pattern of comprehensive score in 2012 and the distribution law of spatial autocorrelation were plotted by using spatial analysis software. Finally, the paper analyzes the spatial factors that affect the county development difference by using the econometric software, and puts forward some policy suggestions on how to reduce the county development difference and promote the coordinated development of the county area in Hebei Province. The main conclusions and viewpoints of this thesis are as follows: From 2003 to 2012, the economic differences between counties in Hebei Province showed a trend of expansion, and showed a trend of first rising and then restraining; Secondly, the county comprehensive development of Hebei Province in 2012 has strong positive correlation and strong spatial dependence.
