山东省菏泽市镇域经济发展问题与对策研究

【摘要】：镇域经济是我国区域经济的一部分，是我国国民经济的基础。镇域经济发展是城乡统筹发展的重要组成部分，是促进农业增产增效和农民增加收入、提高生活水平的重要载体，能带动广大农村区域经济的发展，缩小城市、乡村经济发展的差距，缓解城乡矛盾、维护社会稳定，也是使我国经济保持可持续增长的有效手段，同时也是落实科学发展观的重要路径。因此，研究镇域经济发展具有重要意义。目前，我国总体上进入了城乡经济协调发展的历史新时期。本文分析研究了国内外镇域经济研究状况，对镇域经济的内涵进行了界定，并依据区域经济发展理论和可持续发展理论等基础理论和前提，对镇域经济发展进行了基本评估。主要运用了系统分析方法、比较分析方法、理论分析和实例分析相结合的方法，以及调查、上网及文献搜索等方法。实现了选题方面、研究内容方面和研究成果方面的创新，与以前的研究成果相比，本文系统性、全面性的阐述了镇域经济发展问题。本文以山东省菏泽市为例，对当前菏泽市镇域经济发展情况进行了研究，指出了菏泽市镇域经济存在的城镇承载能力弱，产业基础薄弱，基础设施建设滞后，生产要素供给矛盾突出，制约镇域经济发展的体制性障碍依然存在，尚未建立科学的政绩考核体系和机制，没有找到依托优势发展特色经济的路子等一系列问题，分析了形成问题的成因，提出了发展壮大镇域经济必须突出重点，搞好典型引路，提升城镇规划、建设和基础设施服务配套水平，发展特色支柱产业，坚持增加政策、资金等多方面的扶持，扩权强镇和优化镇域经济发展环境等建议。只有解决了镇域经济发展的问题，尤其是经济欠发达地区镇域经济的发展问题，才能促进镇域经济的均衡发展，，希望能为地方发展规划和决策规划提供参考。
[Abstract]:Town economy is a part of our regional economy and the foundation of our national economy. Economic development in the town area is an important part of the overall development of urban and rural areas. It is an important carrier to promote agricultural production and efficiency, increase farmers' income, and improve living standards. It can promote the economic development of the vast rural areas and reduce the city size. The gap of rural economic development, the alleviation of the contradiction between urban and rural areas, and the maintenance of social stability are also the effective means to maintain the sustainable growth of our economy, and an important way to implement the scientific concept of development. Therefore, it is of great significance to study the development of town economy. At present, our country has entered a new historical period of coordinated development of urban and rural economy. This paper analyzes and studies the research situation of town economy at home and abroad, defines the connotation of town area economy, and evaluates the development of town area economy according to the basic theory and premise of regional economic development theory and sustainable development theory. The methods of system analysis, comparative analysis, theoretical analysis and case analysis, as well as the methods of investigation, Internet access and literature search are mainly used. It realizes the innovation of the topic, the research content and the research results. Compared with the previous research results, this paper systematically and comprehensively expounds the development of town economy. Taking Heze City of Shandong Province as an example, this paper studies the development of town economy in Heze City at present, and points out that the carrying capacity of towns in Heze City is weak, the industrial foundation is weak, and the infrastructure construction is lagging behind. The contradictions in the supply of production elements are prominent, the institutional obstacles that restrict the development of the economy in the town area still exist, the scientific performance assessment system and mechanism have not yet been established, and a series of problems have not been found, such as the way to develop the characteristic economy based on the advantages, and so on. This paper analyzes on the causes of the formation of the problems, and points out that in order to develop and strengthen the town area economy, it is necessary to give prominence to the key points, do well the typical guiding roads, improve the supporting level of town planning, construction and infrastructure services, develop the characteristic pillar industries, and persist in increasing the policy. Fund and other aspects of support, expand the town and optimize the town area economic development environment and other suggestions. Only by solving the problem of town area economic development, especially the development of town area economy in underdeveloped areas, can we promote the balanced development of town area economy, and hope to provide reference for local development planning and decision-making planning.
