西部地区科技投入产出的技术效率评价与分析

【摘要】:随着科技—经济一体化进程发展的步伐不断的加深,科学技术的作用越来越越来越得到肯定,科技进步也随之成为一个国家或地区促进经济持续发展的核心源泉。科技对于社会和经济的发展也起到了一定的助力作用,贡献程度不断加大。正因为科技是经济发展的动力因素之一,它的发展与其进步的程度,关系到经济的发展与社会前进的速度,因而如何促进科技进步与提高科技效率问题,找出影响科技投入产出技术效率高低的主要原因,提出相关解决方案和途径是关键。自西部大开以来,我国西部地区的就凭借自身的资源优势和国家高强度的资金注入,促使其经济飞速发展,在这种经济高速发展的同时,其内部却呈现出发展不均衡的状态。本文通过对相关概念理论和文献的总结,概述了科学、技术、科学技术、科技活动、效率、技术效率、技术进步的概念并介绍了有关技术效率评价的方法,通过多种方法的比较,且考虑到科技活动作为一个多投入、多产出的复杂系统,因而选用数据包络分析法对西部地区的科技投入产出的技术效率进行评价和分析。在指标的选取上,以研究与试验发展(RD)人员(人),研究与试验发展(RD)经费支出(万元),地方财政科技拨款(亿元)为科技的投入指标,国内科技论文发表数、高技术产业生产值、技术市场成交额作为科技产出指标,利用2010-2014年西部地区(除西藏外)十一个省市自治区的面板数据,运用CCR模型与BCC模型对西部地区科技投入产出的技术效率分别进行地区差异分析,通过对综合效率、纯技术效率、规模效率以及各个单元的松弛变量及其规模收益的分析,指出非DEA有效地区的不足所在,并对此提出相应的改进建议与对策,为政府和相关管理部门就今后如何优化资源配置、调整结构,提高科学技术效率提供参考的依据,从而促进西部地区的社会与经济更好、更快、更稳的发展。
[Abstract]:With the deepening of the process of sci-tech and economic integration, the role of science and technology has been more and more affirmed, and scientific and technological progress has become the core source for a country or region to promote sustainable economic development. Science and technology also play a certain role in the development of society and economy. Because science and technology is one of the driving factors of economic development, its development and the degree of its progress are related to the development of economy and the speed of social progress. Therefore, how to promote the progress of science and technology and improve the efficiency of science and technology, It is the key to find out the main reasons that affect the technical efficiency of science and technology input and output, and to put forward the relevant solutions and approaches. Since the opening of the western region, the western region of our country, relying on its own advantages of resources and high intensity of national capital injection, promote the rapid development of its economy, but at the same time, its internal development is not balanced. This paper summarizes the concepts of science, technology, science and technology activities, efficiency and technological progress, and introduces the methods of technology efficiency evaluation. Through the comparison of many methods and considering that science and technology activity is a complex system with multiple inputs and outputs, the data envelopment analysis method is used to evaluate and analyze the technical efficiency of science and technology input-output in the western region. In the selection of indicators, the research and experimental development (RD) personnel (R & D) expenditure (ten thousand yuan) and the local financial science and technology allocation (100 million yuan) are taken as the input indicators of science and technology, and the number of scientific and technological papers published in China is the number of scientific and technological papers published in China. Using the panel data of 11 provinces, municipalities and autonomous regions in the western region (except Tibet) from 2010 to 2014, the value of high-tech industry production and the turnover of the technology market were used as indicators of scientific and technological output. CCR model and BCC model are used to analyze the regional differences of the technical efficiency of science and technology input-output in the western region, and through the analysis of comprehensive efficiency, pure technical efficiency, scale efficiency and the relaxation variable of each unit and its scale income, The deficiency of non-DEA effective area is pointed out, and the corresponding suggestions and countermeasures are put forward to provide the reference for the government and the relevant management department on how to optimize the allocation of resources, adjust the structure, and improve the efficiency of science and technology in the future. So as to promote the social and economic development of the western region better, faster and more stable.
