【摘要】：全球治理与二十国集团作为本文重点探讨的两大关键词有其理论意义与现实意义。全球治理的提出与当今日益加深的全球化程度相关,一是全球性问题在众多国家出现并具有独立个体解决的困难性,二是全球社会交往日益密切,市民社会的壮大也带来了前所未有的开放,在两者共同作用下,“治理”超出一国或一个地区上升为“全球治理”成为理所当然,然而由于全球治理模式众多,且各种治理模式均有其弊端,二十国集团作为新兴的多边主义大国协调机制展现了它的优越性与有效性。二十个国家在国家宏观经济政策的协调小组,推进金融体制改革,建立新的国际金融标准有显著的作用,同时,完善机制,明确讨论议题,加强组织成员的代表性是改进的方向。中国作为二十国集团的一员,在推动二十国集团建设以及借助此平台解决国际问题、消除国际争端中作出了贡献,通过对二十国集团的全球治理行为的研究,对我国探索在全球治理中的自身定位和谋求国家利益,乃至推动国际经济秩序的良好发展有着重要的现实意义一有利于探索如何将中国在参与二十国集团中表现出的影响力转变为实质性权力,并为在更广范围、更高水平上积极参与、改进国际经济秩序营造有利环境。本文除前言外共分为三大部分。第一部分主要是通过对全球治理这一概念进行分析,从对治理的发问延续到全球治理来探索全球治理的意义和限度,然后总结现有全球治理模式,指出新型的多边主义大国协调模式是其未来的发展方向,具有代表性的是二十国集团。第二部分主要是回顾二十国集团的历史,梳理二十国集团历次活动的成果,将之与八国集团与八国集团+5进行比较,指出二十国集团在功能、角色、意义等多方面的进步。在探究二十国集团在全球治理的功能后,针对二十国集团的发展现状总结其存在的问题,如合法性与效率问题、机制化与议题问题等。第三部分主要是在第二部分对二十国集团的优、缺点进行全面分析后,对其改进方向做出预测,鉴于中国是二十国集团的重要一员,此部分就中国如何利用二十国集团这种全球治理模式提升国际地位、表达需求以更好发挥国际影响力做出分析,最后就中国参与二十国集团建设的战略意义提出粗浅看法。
[Abstract]:Global governance and G20 as two key words discussed in this paper have theoretical and practical significance. The proposal of global governance is related to the deepening degree of globalization today. One is the difficulty of global problems appearing in many countries and solving them independently, the other is that the global social interaction is becoming increasingly close. The expansion of civil society has also brought about unprecedented openness. Under the joint action of the two, it is natural for "governance" to rise beyond a country or a region to "global governance". However, because of the numerous models of global governance, All kinds of governance models have their drawbacks, and the G20, as a new multilateral coordinating mechanism of great powers, has demonstrated its superiority and effectiveness. Twenty countries have played a significant role in promoting the reform of the financial system and the establishment of new international financial standards in the coordination groups of national macroeconomic policies. At the same time, they have improved the mechanism and clearly discussed the topics. Strengthening the representativeness of the members of the organization is the direction of improvement. As a member of the Group of Twenty, China has contributed to the development of the Group of Twenty, the solution of international problems and the elimination of international disputes through the study of the global governance practices of the Group of Twenty. For our country to explore its own position in global governance and to pursue its national interests, It has important practical significance to promote the good development of the international economic order, which is conducive to exploring how to transform the influence that China has shown in its participation in the G-20 into substantive power and in order to achieve a wider scope. Actively participate at a higher level and improve the international economic order to create a favourable environment. In addition to the preface, this paper is divided into three parts. The first part is mainly through the analysis of the concept of global governance, from the question of governance to global governance to explore the significance and limits of global governance, and then summarize the existing global governance model. It is pointed out that the new model of multilateral coordination is the direction of its development in the future, and the G20 is the representative. The second part mainly reviews the history of G20, combs the achievements of G-20 activities, compares it with G8 5, and points out the progress of G20 in function, role, meaning and so on. After exploring the function of G20 in global governance, this paper summarizes the existing problems of G20, such as legitimacy and efficiency, institutionalization and issues, etc. In the third part, after a comprehensive analysis of the advantages and disadvantages of the G-20 in the second part, the direction of improvement is forecasted. In view of the fact that China is an important member of the G-20, This part analyzes how China uses the global governance model of the G20 to enhance its international status and express its needs in order to better exert its international influence. Finally, it puts forward a brief view on the strategic significance of China's participation in the construction of the G20.
