财政支出对云南省经济增长的影响研究

【摘要】：经济增长一直是中央和地方政府所追逐的宏观经济政策的重要目标。而财政支出作为政府宏观调控政策的重要组成部分，对调整和促进国民经济的短期波动和长期稳定增长有着十分重要的作用。对于经济增长的研究最早要追溯到18世纪70年代，亚当·斯密等人关于经济增长产生于资本积累和劳动分工相互作用的良性循环思想。就我国来说，由于起步较晚，同时受到计划经济体制的影响，导致我国对于财政政策及其经济增长的影响研究显得较为滞后而不深入。而至今随着我国经济体制的不断完善与改革，不少学者对于此领域的研究也已经颇为深入，而大部分研究均选取全国作为研究对象。本文在前人研究的基础上，立足于对云南省进行研究，希望能对我省的经济建设有所助益。本文选取云南省作为研究对象，长期以来各学者对于此领域的研究几乎集中在全国及东部地区，而对于西南地区的研究甚是少见。改革开放以来，我国经济的发展主要依靠中东部地区的经济所带动，而对于西南等较为落后的地区，其经济发展一直是国家乃至地方政府切实关注的问题。通过文章的研究分析发现，地方政府的财政性支出确实会对本地区的经济增长起到一定的促进作用，同时对于财政支出结构的研究表明，，我省应该适当削减农业及行政管理费用支出，而适当扩大文教科卫及社会保障补助支出，以此来促进我省的经济增长。本文采用理论分析方法，通过拉姆齐模型说明如果政府支出当中包含有投资，则政府支出的增加会导致稳态路径发生变化，产出增加。采用实证分析方法，从财政支出（政府支出）的规模及结构两方面对经济增长的影响检验理论分析。研究表明政府支出的规模对于我省的经济增长起到了相当的促进作用，同时适当调整农业支出结构，削减行政管理费用支出，以及扩大文教科卫及社会保障补助支出会对我省长期的经济增长有很大助益。
[Abstract]:Economic growth is an important goal of macroeconomic policy pursued by central and local governments. As an important part of the government's macro-control policy, fiscal expenditure plays an important role in adjusting and promoting the short-term fluctuation and long-term stable growth of the national economy. The study of economic growth dates back to the 1870s. Adam Smith and others thought that economic growth originated from the interaction of capital accumulation and division of labor. As far as our country is concerned, due to the late start and the influence of the planned economy system, the research on the influence of fiscal policy and its economic growth in our country is lagged behind and is not deep in depth. However, with the continuous improvement and reform of China's economic system, many scholars have studied this field deeply, and most of the studies have selected the whole country as the object of study. On the basis of previous studies, this paper is based on the study of Yunnan Province, hoping to be helpful to the economic construction of Yunnan Province. For a long time, the research on this field is almost concentrated in the whole country and the east, but it is rare in the southwest. Since the reform and opening up, the economic development of our country mainly depends on the economy of the central and eastern regions, but for the backward areas such as the southwest, its economic development has always been a real concern of the state and even the local government. Through the research and analysis of this paper, it is found that the fiscal expenditure of the local government does play a certain role in promoting the economic growth of the region. At the same time, the research on the structure of the fiscal expenditure shows that, In order to promote the economic growth of our province, we should reduce the expenditure of agricultural and administrative expenses, and expand the expenditure of cultural, educational, health and social security subsidies in order to promote the economic growth of our province. The Ramsey model shows that if investment is included in government expenditure, the increase of government expenditure will lead to the change of steady state path and the increase of output. In this paper, the empirical analysis is used to test the impact of fiscal expenditure (government expenditure) on economic growth in terms of its scale and structure. The research shows that the scale of government expenditure has played a significant role in promoting the economic growth of our province. At the same time, the structure of agricultural expenditure has been adjusted appropriately, and the expenditure of administrative and administrative expenses has been reduced. And expanding the expenditure of cultural, educational, health and social security subsidies will greatly help our province's long-term economic growth.
