北京市耕地多功能性及与社会经济耦合关系研究

【摘要】:由于我国工业化、城市化进程不断加速,人口持续增长、生态环境质量日益下降等原因,导致我国耕地资源的数量减少和质量降低。尤其在经济发达地区,伴随经济发展的快速推进,土地利用需求的多元化、层次性逐渐显化,人地矛盾更加突出,促使人们突破对耕地传统功能认识的局限性,对耕地重新审视,赋予其新的地位和作用。因此,开展耕地功能的分析与社会经济发展关系研究,通过耕地资源的多功能利用来兼顾城市土地开发与自然资源保存,以实现城市的可持续发展,就显得尤为重要。 文章基于耕地多功能既有研究,分析耕地多功能内涵及功能发挥影响因素,在此基础上建立了耕地功能系统评价指标体系;采用动态耦合模型法、综合指数法和相关分析法定量研究耕地多功能与经济社会发展耦合机理和耕地功能的空间分异特征,提出促进耕地多功能发挥和利用的建议和措施。以北京市为例,对1998-2012年北京市耕地功能与经济社会发展水平时间耦合态势进行分析,结果表明,研究期内,北京市耕地功能与经济社会发展系统经历了低级共生和良性协调发展阶段;社会经济发展水平越高,耕地多功能性越明显。通过北京市各区县2004、2006和2009年耕地功能评价,得到各区县耕地的生产、生态服务、社会保障功能变化不一,其中以耕地资源条件较好的大兴、顺义、通州、延庆、房山、平谷六个区域耕地多功能的值最大,且生态服务和社会保障功能发展潜力较大。通过相关分析则发现,耕地生产功能与经济社会发展水平有较显著的相关性;生态服务功能与农村经济发展水平呈正相关,与城市居民收入和人口密度呈负相关;社会保障功能与农林牧渔业总产值、农村投资存在相关性,与人口密度、居民生活水平并不相关;基于此,在区域社会经济发展的同时,应该增加农村地区和耕地的投入产出,加强生态保护,减小化肥施用量,有计划的促进耕地多功能利用,优化耕地利用布局,并使地区人口保持在一个合理范围内,减小对耕地的压力。 定性和定量化研究耕地的生产功能、生态服务功能、社会功能及其与经济社会发展水平的关系,不仅可以为耕地保护和优化耕地利用布局提供理论依据,而且可以为确定相关政策优先干预区域及相应投资机会的选择,,为规划和确定目前及未来一段时期内最适合的政策干预策略以及促进农村经济发展提供实践参考。
[Abstract]:As a result of our country industrialization, the urbanization process unceasingly accelerates, the population continues to increase, the ecological environment quality drops day by day and so on, causes our country cultivated land resources quantity reduction and the quality to reduce. Especially in the economically developed areas, with the rapid development of the economy, the diversification of land use demand, the gradual manifestation of hierarchy, and the more prominent contradiction between man and land, people break through the limitations of traditional functions of cultivated land. To reexamine cultivated land, endow it with new status and function. Therefore, the research on the relationship between the function of cultivated land and the development of social economy should be carried out to realize the sustainable development of the city by taking into account the development of urban land and the preservation of natural resources through the multifunctional utilization of cultivated land resources. Based on the existing research of cultivated land multi-function, this paper analyzes the connotation of cultivated land multi-function and the influencing factors of function, and then establishes the evaluation index system of cultivated land function system, adopts the dynamic coupling model method, and establishes the evaluation index system of cultivated land function system. The coupling mechanism of multi-function of cultivated land with economic and social development and the spatial differentiation characteristics of cultivated land function were studied quantitatively by comprehensive index method and correlation analysis method. Suggestions and measures were put forward to promote the development and utilization of multi-function cultivated land. Taking Beijing as an example, this paper analyzes the temporal coupling situation between the function of cultivated land and the level of economic and social development in Beijing from 1998 to 2012. The results show that, during the period of study, The function of cultivated land and the system of economic and social development in Beijing have gone through the stage of low level symbiosis and benign harmonious development, and the higher the level of social and economic development, the more obvious the multifunction of cultivated land. Based on the functional evaluation of cultivated land in 2004 / 04 and 2009 in Beijing, it is found that the production, ecological services and social security functions of cultivated land vary from district to county. Among them, Daxing, Shunyi, Tongzhou, Yanqing and Fangshan have better cultivated land resources. The multifunction of cultivated land in Pinggu six regions is the largest, and the development potential of ecological service and social security function is great. Through correlation analysis, it was found that cultivated land production function was significantly correlated with the level of economic and social development, ecological service function was positively correlated with the level of rural economic development, and it was negatively correlated with urban residents' income and population density. The function of social security is related to the total output value of agriculture, forestry, animal husbandry and fishery, rural investment, but not to the population density and the living standard of the residents. Therefore, the input and output of rural areas and cultivated land should be increased while the regional social and economic development. Strengthening ecological protection, reducing the amount of chemical fertilizer, promoting the multifunctional utilization of cultivated land, optimizing the distribution of cultivated land, and keeping the population of the region within a reasonable range, The qualitative and quantitative study on the production function, ecological service function, social function and its relationship with the level of economic and social development of cultivated land can not only provide a theoretical basis for the protection of cultivated land and the optimization of the distribution of cultivated land utilization, but also reduce the pressure on cultivated land. Moreover, it can provide practical reference for the selection of priority intervention regions and corresponding investment opportunities, for planning and determining the most suitable policy intervention strategies for the present and for a period of time to come, and for promoting the development of rural economy.
