长沙市产业园区产城融合发展机理与调控机制研究

【摘要】：产城融合是产业园区城市功能契合、空间融合的一种发展状态,是当今世界产业园区发展的一个新趋势。研究产业园区产城融合,改善园区发展现状,对推动园区产城融合发展显得尤为必要。而长沙作为中部地区中心城市之一,其产业园区产城融合发展特点及存在问题均具有代表性,研究其产城融合发展状况,将为中部地区产业园区产城融合的建设提供借鉴之处。本文在新都市主义理论等已有研究的基础上,进一步剖析长沙市产业园区的产业发展、配套建设、交通建设、职住平衡、土地利用等产城融合现状。据此,梳理构建出长沙市产业园区产城融合的发展机理,并建立评价指标体系,利用模糊物元法等数学模型对长沙市产业园产城融合水平进行了测度,最终将长沙市产业园区划分为三大产城融合类型,并找出不同类型园区存在的主要问题及原因。本文认为产业园区产城融合并不是一蹴而就的,受城市、政府、区位、产业、配套、人力和环境等因素的影响,从产城分离发展到产城融合会伴随着漫长的发展过程。在整体层面上,长沙市产业园区存在同质竞争、产业断链；功能单一、结构失衡；配套缺失,亟待完善；重产轻居,职住疏离等四大问题。在分类层面上,经过分析和测度,长沙市产业园区可以划分为要素集聚型、完善功能型和提质互促型3种类型。且不同类型的园区其存在问题是不同的,具有明显的差异性。根据长沙产业园区产城融合整体层面和分类层面存在问题的不同,提出分类引导三大类空间建设、构建四大融合机制的调控路径。
[Abstract]:The integration of industry and city is a kind of development state of city function and space integration of industrial park, and it is a new trend of the development of industrial park in the world. It is necessary to study the integration of industrial park and city and improve the present situation of industrial park development in order to promote the integration of industrial park industry and city. Changsha, as one of the central cities in the central region, has the representative characteristics and problems of the industrial park integration. The study of the development situation of the industry and city integration will provide a reference for the construction of the industrial park integration in the central region. Based on the theory of new urbanism, this paper further analyzes the industrial development, supporting construction, traffic construction, occupation and housing balance and land use of Changsha industrial park. On the basis of this, the development mechanism of Changsha industrial park integration is constructed, and the evaluation index system is established. The level of Changsha industrial park integration is measured by using fuzzy matter-element method and other mathematical models. Finally, Changsha Industrial Park is divided into three types of integration, and the main problems and reasons of different types of parks are found out. This paper holds that the integration of industrial parks is not accomplished overnight. Due to the influence of such factors as city, government, location, industry, matching, manpower and environment, and so on, it will be accompanied by a long process of development from the separation of industry and city to the integration of industry and city. On the whole, Changsha Industrial Park has four problems, such as homogeneous competition, industrial chain breaking; single function, unbalanced structure; lack of supporting set and need to be improved; heavy production and neglect of residence, alienation of occupation and residence. On the level of classification, through analysis and measurement, Changsha Industrial Park can be divided into three types: factor agglomeration type, perfect function type and mutual promotion type. And different types of parks have different problems and have obvious differences. According to the differences between the whole level and the classification level of the integration of industry and city in Changsha Industrial Park, this paper puts forward three categories of space construction and the adjustment and control path of the four major integration mechanisms.
