产业政策的有效边界和微观基础

【摘要】：产业政策是否有用是一个伪问题,真问题是何时有用。现有研究认为,产业政策的有效边界取决于激励机制和发展阶段,而笔者认为中国产业政策的有效边界与企业的所有制有关。根据国企和民企面临的约束条件和目标函数差异,可以推导出以国企和民企为微观基础的产业政策在手段、目标和效果上有显著差异:以国企为基础的产业政策,短期内容易实现政府的集中目标,但是易导致产能过剩、低效率以及扭曲的政企关系;以民企为基础的产业政策见效较慢,长期来看会促进市场竞争并形成规范的政企合作。中国产业政策的发展方向,应该是逐步减少对国企的依赖,逐步加强地方政府与民企之间的合作。
[Abstract]:Whether industrial policy is useful is a false question, and the real question is when. The current research holds that the effective boundary of industrial policy depends on the incentive mechanism and the stage of development, while the author thinks that the effective boundary of industrial policy in China is related to the ownership of enterprises. According to the difference of constraint conditions and objective functions faced by state-owned enterprises and private enterprises, we can deduce that industrial policies based on state-owned enterprises and private enterprises have significant differences in means, objectives and effects: industrial policies based on state-owned enterprises. It is easy to achieve the government's goals in the short term, but it is easy to lead to overcapacity, inefficiency and distorted relationship between government and enterprise. Industrial policies based on private enterprises have slow effect, which will promote market competition and form normative cooperation between government and enterprises in the long run. The development direction of China's industrial policy should be to gradually reduce the dependence on state-owned enterprises and strengthen the cooperation between local governments and private enterprises.
