山东半岛海洋特色产业园区建设研究

【摘要】：集群发展是现代产业发展趋势,园区建设是产业集群发展重要载体。《山东半岛蓝色经济区发展规划》要求突出海洋经济发展主题,促进海洋特色产业集聚集群发展,规划建设一批特色海洋产业基地。海洋特色产业园区建设是海洋产业集聚发展的必然选择,也是一个全新的课题。本文分析了特色园区的发展战略,提出了建设山东半岛海洋特色产业园区的重要意义,对国内外各类特色园区建设和管理的模式进行了分析借鉴。立足山东半岛的资源禀赋和产业发展情况,深入研究了山东半岛蓝色经济区建设海洋特色经济园区的优势条件和制约因素。按照海洋产业发展趋势和山东半岛蓝色经济区海洋产业发展现状,提出了各类海洋特色产业园区产业方向的引导政策。根据国内外园区建设和管理模式,分析提出了山东省建设海洋特色产业园区的建设原则。以按照《山东半岛蓝色经济区发展规划》要求,有针对性地提出在依托省级以上各类园区、海洋经济新区、海洋科技成果转化基地、交通便利地区和集中集约用海片区、中外合作园区和依托行业骨干企业等建设海洋特色产业园区的不同模式选择。立足加快培育和建设一批产业聚集度高、示范带动能力强、发展质量好的海洋特色产业园区,分析了在建设山东半岛蓝色经济区建设海洋特色产业园区过程中政府的作用,提出了加强规划引导、落实财税和金融支持政策、实行用地用海倾斜政策、提高自主创新能力、创新管理体制、坚持可持续发展、深化对外开放合作、健全协调推进机制、加强管理评价和监督考核等如何更好发挥政府职能作用的建议。本文的研究目的是通过分析山东半岛海洋特色产业园区建设模式,分析政府作用,提出政府的行为模式,从而为建设山东半岛海洋特色产业园区提供理论指导。在创新方面,论文对目前国内外运营最成功特色园区的建设和管理模式进行了认真分析,比如国外的美国硅谷、新加坡裕廊工业园,国内的苏州工业园等,借鉴他们的成功经验,分析政府的引导作用,从而提出山东半岛海洋特色产业园建设模式。论文有关海洋资源和海洋产业发展情况数据详实,为论文写作提供坚实依据。
[Abstract]:Cluster development is the trend of modern industry development, and park construction is an important carrier of industrial cluster development. The blue economic zone development plan of Shandong Peninsula requires highlighting the theme of marine economic development and promoting the development of marine characteristic industrial cluster. Planning and construction of a number of marine industrial bases with characteristics. The construction of marine characteristic industrial park is an inevitable choice for the development of marine industry agglomeration, and is also a new topic. In this paper, the development strategy of characteristic park is analyzed, and the significance of constructing Shandong Peninsula marine characteristic industrial park is put forward, and the models of construction and management of various characteristic parks at home and abroad are analyzed and used for reference. Based on the resource endowment and industrial development of Shandong Peninsula, the advantages and constraints of constructing marine characteristic economic park in blue economic zone of Shandong Peninsula are studied. According to the development trend of marine industry and the present situation of marine industry development in the blue economic zone of Shandong Peninsula, the guiding policies for the industrial direction of various marine characteristic industrial parks are put forward. According to the construction and management mode of the park at home and abroad, the construction principles of the marine characteristic industrial park in Shandong Province are analyzed and put forward. In order to meet the requirements of the "blue economic zone of Shandong Peninsula", it is proposed to support all kinds of parks at and above the provincial level, new marine economic zones, bases for the transformation of marine scientific and technological achievements, areas with convenient transportation and concentrated and intensive sea areas, China-foreign cooperation park and relying on industry backbone enterprises to build marine industry park different modes. Based on speeding up the cultivation and construction of a batch of marine characteristic industrial parks with high industrial agglomeration, strong demonstration and driving ability and good quality, this paper analyzes the role of the government in the process of building marine characteristic industrial parks in the blue economic zone of Shandong Peninsula. It is proposed to strengthen planning and guidance, implement fiscal, taxation and financial support policies, implement the policy of tilting land to the sea, improve the ability of independent innovation, innovate the management system, adhere to sustainable development, deepen cooperation with the outside world, and improve the coordination and promotion mechanism. Suggestions on how to improve the function of government. The purpose of this paper is to provide theoretical guidance for the construction of the marine characteristic industrial park of Shandong Peninsula by analyzing the construction mode of the marine characteristic industrial park of Shandong Peninsula, analyzing the role of the government, and putting forward the behavior mode of the government. In terms of innovation, the paper makes a careful analysis of the construction and management models of the most successful characteristic parks at home and abroad, such as Silicon Valley in the United States, Jurong Industrial Park in Singapore, Suzhou Industrial Park in China, and so on. Based on their successful experience, the paper analyzes the guiding role of the government, and puts forward the construction model of Shandong Peninsula Marine characteristic Industrial Park. The detailed data about marine resources and marine industry provide a solid basis for the writing of this paper.
