湖北承接产业转移的实践研究

【摘要】：近年来,我国地区间发展不平衡现象日益显著,东部沿海地区凭借资源和国家政策优势经济发展迅速,明显优于发展落后的中西部地区。随着我国经济改革的深入和产业结构的升级,东部将失去比较优势的产业向具有丰富土地、劳动力、水资源的中西部转移,产业向中西部的转移,不仅能够实现东部地区的产业结构的升级,亦能促进中西部地区经济的迅速崛起,最终实现东部“先富”带动“后富”。产业转移是生产力发生转移的空间形式,是欠发达国家及地区迅速发展和进步,实现跨越式发展的外在动力。随着东部沿海地区产业交易成本的升高和市场制约,沿海地区劳动密集型、资源密集型产业面临严峻的生存风险,为应对市场竞争、实现产业调整和升级,开拓新的市场和进行投资转移是必然的。产业转移最早出现国外,国外对承接产业转移的研究居多,为探讨湖北省承接产业转移,就必须以湖北省的实际情况入手分析,实事求是展开研究。伴随国内外产业转移加速和发达地区产业结构升级加快,中西部地区省份纷纷抓住机遇,迎接产业转移。湖北省作为中部地区崛起的重要支柱,如何在激烈的竞争中充分发挥自身优势和弥补自身的不足,采取积极有效的措施承接国内外产业转移,实现地区产业的升级和经济的跨越式发展,是当前湖北省各级政府亟需面对和解决关键问题。文章笔者遵循“理论分析-实证研究-对策探讨”的研究思路,首先对国内外从产业转移的理论进行研究,归纳产业转移的基础理论；其次,分析湖北省承接产业转移的条件及现状,阐述湖北省承接产业转移的优势和现状；然后,对产业转移与经济增长的实证分析；最后,结合湖北省自身实际经济情况,提出湖北省承接产业转移政策建议。本文共分为五章,第一章为绪论,简述论文的研究背景、研究意义、研究思路和创新点、国内外文献综述。第二章分为为产业转移的概念界定及理论基础两方面,第一方面阐述产业转移的概念及特征,第二方面分析产业转移的理论基础—劳动密集型产业转移理论、中心—外围理论、产品生命周期论、梯度转移理论、雁行模式、边际产业转移理论,为全文湖北省承接产业转移奠定理论性基础。第三章主要内容为湖北省承接产业转移的优劣势及现状,着重探究湖北省承接东部沿海产业转移的优势,如区位优势、产业基础、生产要素优势、市场消费及政府支持和服务方面等；其次,从三个方面阐述湖北省和其他中部省份产业承接对比的劣势；最后,对湖北省当前产业转移承接现状进行陈述。第四章是对湖北省产业转移与经济增长的实证分析,先是采用计量经济对产业转移与经济增长进行分析,然后选择重点案例进行分析。第五章是针对湖北省产业承接存在问题,从加强认识、加强规划、积极建设产业园等产业转移载体、建立区域协调机制和增强政策协调性、优化承接环境和强化产业配套建设等五方面解决湖北省产业承接问题。
[Abstract]:In recent years, the imbalance of regional development is becoming more and more obvious in China. The eastern coastal areas have developed rapidly with the advantages of resources and national policy, which is obviously superior to the development of the backward central and western regions. With the deepening of the economic reform and the upgrading of the industrial structure, the East will lose the comparative advantage industry to have rich land and labor, The transfer of the central and western regions of water resources and the transfer of industry to the Midwest can not only realize the upgrading of the industrial structure in the eastern region, but also promote the rapid economic rise of the central and western regions, and finally realize the "rich" in the East. The industrial transfer is the spatial form of the transfer of productivity, and the rapid development of the less developed countries and regions. With the increase of the industrial transaction cost and the market restriction in the eastern coastal areas, the labor intensive and resource intensive industries in the coastal areas are facing severe survival risks. In order to cope with the market competition, it is inevitable to realize industrial adjustment and upgrade, to exploit new markets and to transfer investment.
In order to explore Hubei province to undertake industrial transfer, it is necessary to proceed with the actual situation of Hubei province to analyze and seek truth from facts. With the acceleration of industrial transfer at home and abroad and the accelerated upgrading of industrial structure in developed areas, provinces in the central and western regions seize opportunities. As the important pillar of the rise of the central region, Hubei Province, as an important pillar of the rise of the central region, how to make full use of its own advantages and make up for its own shortcomings in the fierce competition, taking active and effective measures to undertake industrial transfer at home and abroad, and realizing the upgrading of the regional industry and the leap forward development of the economy, is an urgent need for the governments at various levels in Hubei to face and Solve the key problems.
The author, following the research idea of "theoretical analysis - Empirical Research - countermeasure discussion", first studies the theory of industrial transfer at home and abroad, sums up the basic theory of industrial transfer; secondly, analyzes the conditions and status quo of Hubei province to undertake industrial transfer, expounds the advantages and status of the transfer of Hubei Province, and then, to the industry The empirical analysis of transfer and economic growth; finally, combined with the actual economic situation of Hubei Province, it puts forward policy recommendations for Hubei to undertake industrial transfer.
This article is divided into five chapters. The first chapter is an introduction, which briefly describes the research background, research significance, research ideas and innovation points, and literature review at home and abroad.
The second chapter is divided into two aspects of concept definition and theoretical foundation for industrial transfer. The first part expounds the concept and characteristics of industrial transfer, and the theoretical basis of industrial transfer in second aspects: labor intensive industry transfer theory, center periphery theory, product life cycle theory, gradient transfer theory, wild goose pattern, marginal industry transfer theory It lays a theoretical foundation for Hubei to undertake industrial transfer.
The third chapter is the main content of Hubei province to undertake the advantages and disadvantages of industrial transfer, and to explore the advantages of Hubei province to undertake the eastern coastal industrial transfer, such as regional advantages, industrial base, production factor superiority, market consumption and government support and service, and secondly, from three aspects to elaborate the industrial bearing of Hubei province and other central provinces. Finally, the status quo of industrial transfer in Hubei province is stated.
The fourth chapter is an empirical analysis of industrial transfer and economic growth in Hubei province. First, it uses econometric to analyze industrial transfer and economic growth, and then chooses key cases to analyze it.
The fifth chapter is aimed at the existing problems of industrial undertaking in Hubei province. From strengthening understanding, strengthening planning, building industrial park and other industrial transfer carriers, establishing regional coordination mechanism and strengthening policy coordination, optimizing the undertaking of environment and strengthening industrial supporting construction, five aspects to solve the problem of industrial undertaking in Hubei Province.
