基于产业融合发展视角的大庆市经济转型研究

【摘要】：作为油气资源型城市,大庆市现有的产业体系面临着产业结构不协调,产业布局分散,长期计划经济体制形成观念落后、机制不活,产业处于成熟期并向衰退期过渡,结构单一、产业链条短等诸多问题,缺乏接续产业与替代产业,构建新型产业体系解决可持续发展问题已是刻不容缓。大庆市在经济转型的过程中,应力求其经济增长由依赖资源投入、资金投入向依靠技术创新、科技发展和管理方式创新转变,而产业融合发展的模式为大庆市实现经济转型提供了契机。大庆市的产业转型关键在于突破资源经济发展的路径依赖,实现产业结构优化升级,推进产业融合是其重要途径。在渐进的产业转型过程中,应抓住有利时机,全方位导入产业融合的发展理念和方式,加快信息化与工业化深度融合的新型工业化进程,促使大庆市的油气资源产业在融合过程中得到优化,发掘大庆市的特色生态产业与现代服务业,培育新兴产业使其在融合中逐步发展,使大庆市的整体产业结构在融合中趋于合理与优化。本文对国内外其他油气资源型城市的转型模式进行比较分析,总结其发展经验以及教训。从资源开发时序、产业结构的演进、空间结构的演变以及生态环境的变化四个视角对大庆市的转型时机进行分析,并指出目前大庆市处于转型的最佳机遇期,在此转型期内应着重从资源融合、技术融合和产城融合三个方面选择大庆市在经济转型时期产业融合发展的模式。本文建立了产业融合发展促进大庆市经济转型绩效评价模型,运用AHP层次分析法确立了产业融合发展作用于大庆市转型影响因子的权重,从而得出2003年—2012年大庆市进行城市转型战略以来在绩效增长方面的经济指数、社会指数、资源指数、环境指数以及综合指数。通过分析相关指数,提出大庆市在下一步转型发展中在促进大庆市油气资源的有序开发和综合利用、促进大庆市产业多元化发展、完善大庆市综合发展环境以及相关的政策支持方面的对策思路。
[Abstract]:As an oil and gas resource-based city, the existing industrial system in Daqing is confronted with the disharmony of industrial structure, the dispersion of industrial layout, the backward concept of the long-term planned economic system, the inactivation of the mechanism, the transition from the mature period of the industry to the recession, the single structure, the short industrial chain, and the lack of the continuous industry and the alternative industry, and the construction of a new type of industry. It is urgent to solve the problem of sustainable development in the industrial system. In the process of economic transformation, Daqing should strive for its economic growth by relying on resources, capital input to technological innovation, scientific and Technological Development and management mode innovation, and the development of industrial integration provides an opportunity for Daqing to realize economic transformation.
The key of industrial transformation in Daqing is to break through the path dependence of the development of resource economy, realize the optimization and upgrade of the industrial structure and promote the industrial integration. In the process of gradual industrial transformation, we should seize the favorable opportunity, introduce the concept and way of the development of industrial integration in a all-round way, and speed up the new integration of information and industrialization. In the process of industrialization, the oil and gas resources industry in Daqing has been optimized in the process of integration, and the characteristic ecological industry and modern service industry in Daqing are excavated, and the new industries are developed to gradually develop in the integration, so that the overall industrial structure of the city of Daqing tends to be reasonable and optimized.
This paper makes a comparative analysis on the transformation modes of other oil and gas resource-based cities at home and abroad, and summarizes the experience and lessons of its development. From the four perspectives of the timing of resource exploitation, the evolution of the industrial structure, the evolution of the spatial structure and the change of the ecological environment, this paper analyzes the transition time of Daqing City, and points out that the most transformation of Daqing is at present. In the period of good opportunity, in this transition period, we should focus on the selection of the mode of industrial integration and development in the period of economic transition from three aspects: the integration of resources, technology integration and production city integration. This paper establishes the performance evaluation model of Daqing's economic transformation in Daqing, and establishes the role of industrial integration development by using the analytic hierarchy process of AHP. The economic index, social index, resource index, environment index and comprehensive index of Daqing city from 2003 to 2012 have been obtained since the transformation strategy of Daqing city from 2003 to 2012. It is proposed that Daqing city will promote the oil and gas resources in Daqing city in the next step of transformation and development. Orderly development and comprehensive utilization, promote the diversified development of Daqing's industry, improve the comprehensive development environment of Daqing and relevant policy support countermeasures.
