中国西部地区城乡公共服务均等化研究

【摘要】：长期以来,中国实行城市偏向型的不均衡发展战略,形成城乡分割的二元经济体制,导致城乡经济社会发展不协调,城乡公共服务供给不均衡。这不仅影响着城乡居民生活水平的提高,制约着农村经济社会的发展,而且影响着城乡发展一体化进程。中国西部地区经济社会发展滞后,城乡公共服务供给水平更低,城乡差距更加明显。研究西部地区城乡公共服务均等化有助于深化城乡公共服务均等化的意义,明确西部地区城乡公共服务的发展现状,为今后进一步推进城乡公共服务均等化提供参考。本文首先梳理了国内外有关城乡公共服务均等化的文献,分析了西部地区城乡公共服务的供给现状和问题。在借鉴前人研究成果的基础上,界定了城乡公共服务均等化的内涵和范围,从城乡基础教育、城乡医疗卫生、城乡社会保障、城乡公共文化、城乡生态环境五个维度构建了城乡公共服务均等化综合评价指标体系,并运用主成分分析方法测算了西部地区2006-2011年城乡公共服务均等化指数。结果显示,六年来西部地区城乡公共服务均等化指数稳步提高,各维度指数也呈不断提高的趋势。为进一步分析内部各省域间的差异,根据2011年的截面数据,测算了各省域城乡公共服务均等化指数和各方面指数。并采用聚类分析方法,将西部地区11个省域分为城乡公共服务快速推进地区、城乡公共服务缓慢推进地区和城乡公共服务滞后推进地区,并描述了三类地区的基本特征。最后,从各个维度出发,分析了西部各省域的差异。
[Abstract]:For a long time, China has implemented the unbalanced development strategy of urban bias, forming a dual economic system of urban-rural division, which leads to the disharmony of urban and rural economic and social development and the imbalance of the supply of urban and rural public services. This not only affects the improvement of living standards of urban and rural residents, restricts the development of rural economy and society, but also affects the process of integration of urban and rural development. The economic and social development of western China lags behind, the level of urban and rural public service supply is lower, and the gap between urban and rural areas is more obvious. The study of the equalization of urban and rural public services in the western region is helpful to deepen the significance of the equalization of urban and rural public services, to clarify the development status of urban and rural public services in the western region, and to provide a reference for further promoting the equalization of urban and rural public services in the future. This paper firstly combs the literature about the equalization of urban and rural public services at home and abroad, and analyzes the present situation and problems of urban and rural public service supply in western China. Based on the previous research results, this paper defines the connotation and scope of equalization of urban and rural public services, including basic education in urban and rural areas, urban and rural health care, urban and rural social security, urban and rural public culture. The comprehensive evaluation index system of urban and rural public service equalization is constructed in five dimensions of urban and rural ecological environment, and the index of urban and rural public service equalization from 2006 to 2011 is calculated by principal component analysis (PCA). The results show that the equalization index of urban and rural public services in western China has been increasing steadily in the past six years, and the index of each dimension is also increasing. In order to further analyze the differences between different provinces, according to the cross-section data of 2011, the equalization index and index of urban and rural public services in the provinces are calculated. By cluster analysis, 11 provinces in western China are divided into urban and rural public service fast advancing areas, urban and rural public service slow advancing areas and urban and rural public service lagging areas, and describes the basic characteristics of the three types of areas. Finally, from each dimension, the paper analyzes the differences of the western provinces.
