【摘要】：推进集中型城市化，打造首都经济圈，是各国经济发展的基本规律。同许多大都市一样，北京、天津在其发展过程中正面临可持续发展的难题。其中，最为突出的是人口膨胀、资源短缺、环境污染及生态恶化等“城市病”所带来的压力。而要解决这些问题，必须通过与周边地区的协调联动，特别是与河北的统筹发展。目前，北京、天津从发展初期对河北周边城市的“虹吸”效应，逐渐转变成发展成熟阶段的“溢出”效应，开始了产业转移的趋势，京津冀区域呈现出典型的“雁行发展模式”特征。正是在这种宏观背景下国家提出了首都经济圈战略，河北提出了“环首都经济圈”的发展目标，确定了其在区域发展中的全新定位。本文从都市经济圈的相关理论和国内外研究成果入手，深入分析了国内外围绕都市经济圈，建立现代产业体系的实践和路径。对首都经济圈的范围、发展趋势、发展重点，以及滦县区位、交通、资源、经济等相关情况进行了详细的研究，总结归纳了滦县融入首都经济圈，构建现代产业体系所面临的机遇和挑战，提出了滦的功能定位、产业定位和发展目标。全文共分六章: 第1章，绪论。简述选题背景、研究内容和目的、相关理论及研究方法和思路。第2章，首都经济圈发展战略趋势与对滦县的需要分析。包括：首都经济圈规划背景、经济发展、重点发展区域及给滦县带来的机遇与威胁分析。第3章，滦县现代产业发展内部环境与SWOT矩阵分析。从滦县的历史、区位、资源、经济以及滦县所处的环境和滦县内部因素进行优势、劣势分析。第4章，滦县在首都经济圈中的战略定位与功能定位。主要是融入首都经济圈战略定位分析、相关城市融入都市经济圈路径、融入首都经济圈的功能定位分析。第5章，，滦县产业定位和发展目标。包括：滦县总体发展目标、产业发展目标及滦县的产业规划。第6章，滦县的现代产业体系布局。主要滦县产业体系的空布局、主要产业带空间布局及其分工和三次产业协调发展等三个方面提出了滦县构建现代产业体系的建议。
[Abstract]:Promoting centralized urbanization and creating the capital economic circle are the basic laws of the economic development of various countries. Like many big cities, Beijing and Tianjin are facing problems of sustainable development. Among them, the most prominent is population expansion, shortage of resources, environmental pollution and ecological deterioration and other "urban diseases" pressure. To solve these problems, we must coordinate with the surrounding areas, especially the overall development of Hebei. At present, from the "siphon" effect of Beijing and Tianjin to the surrounding cities in Hebei Province at the initial stage of development, it has gradually changed into a "spillover" effect in the mature stage of development, beginning the trend of industrial transfer. Beijing-Tianjin-Hebei region presents a typical "wild goose development model" characteristics. It is under this macro background that the country puts forward the strategy of the capital economic circle, and Hebei puts forward the development goal of "the circle of the capital economy", and determines its new position in the development of the region. Starting from the relevant theories of urban economic circle and the domestic and foreign research results, this paper deeply analyzes the practice and path of establishing modern industrial system around urban economic circle at home and abroad. This paper makes a detailed study on the scope, development trend, development focus, location, transportation, resources and economy of the capital economic circle, and summarizes the integration of Luanxian into the capital economic circle. The opportunities and challenges faced by the construction of modern industrial system are presented, and the functional orientation, industrial orientation and development goal of Luan River are put forward. The full text is divided into six chapters: chapter 1, introduction. This paper briefly describes the background, research content and purpose, relevant theories, research methods and ideas. Chapter 2, the development strategy trend of Capital Economic Circle and the needs of Luanxian County. Including: capital economic circle planning background, economic development, key development areas and Luanxian County to bring opportunities and threats analysis. Chapter 3, Luanxian modern industry development internal environment and SWOT matrix analysis. This paper analyzes the history, location, resources, economy, environment and internal factors of Luanxian county. Chapter 4, the strategic orientation and function orientation of Luanxian County in the Capital Economic Circle. It mainly analyzes the strategic orientation of the capital economic circle, the path of the city economy circle and the function orientation of the capital economic circle. Chapter 5, Luanxian industry orientation and development goal. Including: Luanxian overall development goals, industrial development goals and Luanxian industrial planning. Chapter 6, Luanxian modern industrial system layout. The paper puts forward some suggestions on the construction of modern industrial system in Luanxian county from three aspects: the empty layout of the main industrial system the spatial layout of the main industrial belt and its division of labor and the coordinated development of the three industries.
