北京核心功能内涵、本质及其疏解可行性分析

【摘要】：《京津冀协同发展规划纲要》指出,北京聚集了过多的非首都功能,这是造成"大城市病"的深层次原因。因此,疏解非首都功能被视为解决北京大城市病,优化生产力空间布局,实现京津冀地区一体化发展的重要举措。本文明确区分了首都功能和北京核心功能,认为政治中心、国际交往中心属于首都功能,而文化中心、科技创新中心属于北京核心功能。利用相关数据对京津冀地区的功能集聚程度进行对比可以发现,北京面临的主要问题是核心功能优势不突出,非核心功能聚集程度过高。针对这一问题综合分析疏解非核心功能的优势与不足、核心功能的本质与疏解可行性,提出"精准定位、多管齐下、协同疏解"等疏解原则。
[Abstract]:"The outline of coordinated development planning for Beijing, Tianjin and Hebei" points out that Beijing has gathered too many non capital functions, which is the deep cause of "big city disease". Therefore, it is regarded as an important measure to solve the disease of the city of Beijing, to optimize the spatial distribution of the productive forces and to realize the development of the Beijing Tianjin Hebei region. This article clearly distinguishes the capital of the capital. The core function of Beijing is that the political center and the international communication center belong to the capital function, and the cultural center and the center of innovation of science and technology belong to the core function of Beijing. Using the related data to compare the degree of function agglomeration in Beijing Tianjin Hebei region, it is found that the main problem facing Beijing is that the core function advantage is not outstanding and the non core function is gathered. According to the comprehensive analysis of this problem, the advantages and disadvantages of non core functions, the essence of the core function and the feasibility of the solution, and the principle of "precise positioning, multi management and coordination," and so on are put forward.
