俄罗斯收入分配差距问题分析

【摘要】：从国家社会主义制度过渡到资本主义市场经济的初期,俄罗斯收入分配差距就急剧增加。在21世纪初,尽管经济增长显著,但收入不平等仍然存在,甚至有所增加。俄罗斯在在减少贫困和赶上发达经合组织国家的收入水平方面取得了快速进展。不过直到2014年,这一进步主要得益于石油价格上涨,而不是经济结构转型。以俄罗斯收入分配差距问题为研究对象,分析俄罗斯收入分配差距的表现、影响,收入分配差距扩大的原因,在此基础上提出缩小俄罗斯收入分配差距问题的对策建议具有很重要的意义。俄罗斯收入分配差距的目的是考虑当前俄罗斯主要不平等现象和不平等政策的局限性。通过回顾收入和其他相关形式的不平等现象,简述了俄罗斯收入分配差距扩大并且影响经济增长与社会发展的间接机制和直接机制,并分析收入分配不平等在不同阶段上如何影响俄罗斯经济增长、社会发展与社会稳定。发现俄罗斯收入分配差距扩大的四个方面的原因,即收入分配机制弱点,经济自由化与私有化,俄罗斯金融危机,俄罗斯地区间经济发展不平衡。基于以上统计分析,进一步提出缩小俄罗斯收入分配差距问题的对策建议,即完善税收制度、养老金制度改革、最低工资保障制度及反腐败等。
[Abstract]:In the early stage of the transition from the state socialist system to the capitalist market economy, the income distribution gap in Russia increased sharply. At the beginning of the 21 st century, income inequality still existed, even increased, despite the remarkable economic growth. Russia has made rapid progress in reducing poverty and catching up with income levels in developed OECD countries. Until 2014, however, this progress was largely due to higher oil prices, not to the structural transformation of the economy. Taking the income distribution gap in Russia as the research object, this paper analyzes the performance and influence of the income distribution gap in Russia, and the reasons for the widening of the income distribution gap. On this basis, it is of great significance to put forward countermeasures and suggestions to narrow the income distribution gap in Russia. The purpose of income distribution gap in Russia is to consider the main inequality and the limitation of inequality policy. Having reviewed income and other related forms of inequality, the indirect and direct mechanisms for widening the income distribution gap in Russia and affecting economic growth and social development are briefly described, It also analyzes how income inequality affects Russian economic growth, social development and social stability in different stages. It is found that there are four reasons for the widening of the income distribution gap in Russia, namely, the weakness of income distribution mechanism, economic liberalization and privatization, the Russian financial crisis, and the imbalance of economic development among the regions of Russia. Based on the above statistical analysis, this paper puts forward some countermeasures and suggestions for narrowing the income distribution gap in Russia, such as perfecting the tax system, reforming the pension system, guaranteeing the minimum wage and fighting corruption.
