【摘要】：科技园区的功能除了提升国家整体经济发展之外,对于环境、教育、都市、区域型态等方面也具有相当程度的影响。高新技术产业园区的发展,目前已经成为一个城市提升产业水平、促进产业集群化发展的重要手段。而园区集团有限公司正是促进园区发展的重要主体。上海国际医学园区集团公司成立12年来,始终坚持多元资本参与的企业化开发建设模式,聚焦打造现代医药与器械、高端医疗服务两条特色产业链,探索园区、校区、院区、城区"四区联动"发展路径,一个现代化医学科学城已初具规模。然而还有诸多有待改进和完善的问题,主要体现为:第一,企业定位与园区规划面临调整与转型;第二,现代医疗服务业入驻企业过少,医疗器械产业规模化效应不足;第三,对配套基础实施的建设未能满足园区发展需要;第四,企业的管理与服务能力有待进一步提升。针对上海国际医学园区集团公司推动园区发展中存在的主要问题和面临的转型要求,上海国际医学园区集团公司围绕如下方面来提升促进园区转型发展的能力,具体包括:第一,推进企业定位转型与园区规划调整;第二,进一步优化主导产业的发展;第三,提升园区配套基础设施的建设力度;第四,以平台建设改善公司对园区的管理服务能力;第五,强化公司的内部机制建设,为园区的转型发展提供组织保障。
[Abstract]:Besides promoting the overall economic development of the country, the function of the science and technology park also has a considerable influence on the environment, education, city, regional pattern and so on. The development of hi-tech industrial park has become an important means for a city to upgrade its industrial level and promote the development of industrial cluster. And park group limited company is the important main body that promotes park development. Since its establishment 12 years ago, Shanghai International Medical Park Group Company has always adhered to the mode of enterprise development and construction with multiple capital participation, focusing on creating two characteristic industrial chains of modern medicine and equipment, high-end medical services, exploring parks, campuses, and hospital districts. A modern medical science city has begun to take shape. However, there are still many problems to be improved and improved, which are mainly reflected in the following aspects: first, the orientation of enterprises and the planning of the park are facing adjustment and transformation; second, the number of modern medical services entering enterprises is too few, and the scale effect of medical device industry is insufficient; third, The construction of supporting infrastructure can not meet the needs of park development; fourth, the management and service capacity of enterprises need to be further improved. In view of the main problems and transformation requirements of Shanghai International Medical Park Group Company in promoting the development of the park, the Shanghai International Medical Park Group Company focuses on the following aspects to enhance its ability to promote the transformation and development of the park. Specific include: first, to promote the transformation of enterprise positioning and park planning adjustment; second, to further optimize the development of leading industries; third, to enhance the construction of supporting infrastructure; fourth, To improve the management and service ability of the company to the park by the platform construction; fifthly, to strengthen the internal mechanism construction of the company, to provide the organizational guarantee for the transformation and development of the park.
