北京市科技创新系统效率研究

【摘要】:在经济全球化程度加深背景下,创新能力日益成为衡量一个地区经济发展水平和核心竞争力的重要指标。三螺旋创新理论阐述了创新主体相互作用的内在驱动力、不同地区能够持续创新的运行机制,弥补了现有创新理论的不足,对于提升整个社会的科技创新效率具有较强的借鉴意义。 全文分六章。 第一章:绪论。本章主要介绍了研究北京市科技创新系统效率的理论意义和现实意义、科技创新系统理论的国内外研究现状、三螺旋创新理论的国内外研究现状、研究思路和框架。 第二章:三螺旋创新理论。三螺旋创新理论经历了政府干预模式、自由放任模式和三重螺旋模式三个阶段;三螺旋创新理论揭示了大学、企业和政府三者在创新系统中的不同功能定位;三螺旋理论的运行机制包括动力机制、互动机制、自反机制和约束机制等四个方面。 第三章:基于三螺旋的科技创新系统效率评价体系的构建。本章首先提出构建指标体系的原则,在该原则的指导下,,将评价指标体系整体分为科技创新投入指标体系和科技创新产出指标体系,分别构建了全国各省市和北京市各城区不同的科技创新系统效率评价指标体系。最后采用数据包络分析评价方法,引入CCR(规模报酬不变)模型和BCC(规模报酬可变)模型,通过两个模型的综合使用得到决策单元的综合技术效率、纯技术效率和规模效率。 第四章:北京市科技创新效率的实证研究。综合DEA方法中的CCR模型和BCC模型,进行北京市与其他29个省市科技创新系统效率比较的实证研究,得出其创新效率在全国处于领先地位的结论。与此同时,以北京16个区县投入产出值为依据,比较了各区县的创新综合效率、纯技术效率和规模效率。 第五章:提升北京市科技创新系统效率的对策建议。针对制约北京科技创新发展等问题,本文提出了要加快政府职能转变、增强企业科技创新主导性、建设创业型大学等对策和建议,使北京能早日实现大学-企业-政府功能互补,使之尽快走上创新驱动的经济发展道路。 第六章:结论与展望。北京科技创新系统效率高且居全国领先地位,它可以成为全国创新驱动的领头羊;但北京各城区之间的系统效率存在一定的差距,要注意其所属区县的协同创新。
[Abstract]:Under the background of deepening economic globalization, innovation ability has become an important index to measure the level of economic development and core competitiveness of a region. The three-helix innovation theory expounds the internal driving force of the interaction of innovation subjects, and the operating mechanism of sustainable innovation in different regions, which makes up for the deficiency of the existing innovation theory. For the whole society to promote the efficiency of scientific and technological innovation has a strong reference significance. The full text is divided into six chapters. Chapter one: introduction. This chapter mainly introduces the theoretical and practical significance of the research on the efficiency of science and technology innovation system in Beijing, the present research situation at home and abroad of the science and technology innovation system theory, the domestic and foreign research status of the triple helix innovation theory, the research thought and the frame. Chapter two: three helix innovation theory. The theory of triple helix innovation has experienced three stages: government intervention model, laissez-faire model and triple helix model, and the triple helix innovation theory reveals the different functions of university, enterprise and government in the innovation system. The operating mechanism of triple helix theory includes four aspects: dynamic mechanism, interactive mechanism, reflexive mechanism and constraint mechanism. Chapter three: the construction of efficiency evaluation system of sci-tech innovation system based on triple helix. Under the guidance of the principle, the evaluation index system is divided into scientific and technological innovation input index system and scientific and technological innovation output index system. The efficiency evaluation index system of science and technology innovation system in different provinces and cities of Beijing is constructed. Finally, using the method of data envelopment analysis, CCR (scale reward invariant) model and BCC (variable scale reward) model are introduced, and the comprehensive technical efficiency, pure technical efficiency and scale efficiency of the decision making unit are obtained through the comprehensive use of the two models. Chapter four: empirical study on the efficiency of scientific and technological innovation in Beijing. Combining the CCR model and BCC model of DEA method, this paper makes an empirical study on the efficiency of science and technology innovation system in Beijing and other 29 provinces and cities, and draws the conclusion that its innovation efficiency is in the leading position in the whole country. At the same time, based on the input-output value of 16 districts and counties in Beijing, the innovation comprehensive efficiency, pure technical efficiency and scale efficiency of each district and county are compared. Chapter five: countermeasures and suggestions to improve the efficiency of science and technology innovation system in Beijing. Aiming at restricting the development of scientific and technological innovation in Beijing, this paper puts forward some countermeasures and suggestions, such as speeding up the transformation of government functions, strengthening the leading role of scientific and technological innovation in enterprises, and building entrepreneurial universities. So that Beijing can realize the complementary function of university, enterprise and government as soon as possible, and put Beijing on the road of economic development driven by innovation as soon as possible. Chapter six: conclusion and prospect. Because of its high efficiency and leading position in the country, Beijing Science and Technology Innovation system can become the leader of national innovation drive, but there is a certain gap between the system efficiency of each urban area in Beijing, so it is necessary to pay attention to the collaborative innovation of the districts and counties to which it belongs.
