江苏省科技创新投入与产出绩效关系研究

【摘要】:当今我国科技创新活动取得了重大进展,从研发投入、研发人员、论文、专利数量以及重大科技成果产出来看,中国的科技实力得到了巨大提升。无论是科学研究还是技术创新,都表现出很强的跟进和创新能力,追赶的步伐不断加快,在一些重要科研领域正在从“量变”走向“质变”,在一些新的科技竞争制高点上也占有一席之地。但是这种宏观数据的变化与人们的直观感受之间存在反差,特别是原始创新能力弱和核心技术缺失的问题,往往总是让人容易将科技投入与创新产出的效益和质量进行关联。 本文结合新古典经济增长理论、内生经济增长理论等,对江苏省科技创新投入与产出绩效两组变量进行科学的计量分析,将科技创新投入组的7个指标作为解释变量,产出绩效组的3个指标作为被解释变量,构建科技创新投入与产出绩效的指标体系,并在此基础上识别科技创新投入与产出绩效的主要构成要素。运用典型相关分析法研究两组变量之间的相关关系,且建立偏最小二乘回归模型进一步验证探讨科技创新投入与产出绩效之间的关联。得出主要结论如下: 一是江苏省科研机构、科技人力资源投入、科技财力资源投入与产出绩效都存在比较密切的相关关系。 二是相对于“财”的投入,江苏省科技机构与人力资本投入在科技创新投入中占有主导地位,是促进科技成果产出和提升技术市场活跃度的重要因素。 三是相对于“人”和基础设施的投入,RD经费和工业企业RD经费支出对高技术产业发展为代表的科技产业化产出具有更大的贡献作用。 四是产出绩效组内的三个因变量之间连锁反应不明显,专利申请授权数在产出绩效中占主导地位,专利申请授权数、技术市场成交合同金额对高技术产业企业产值没有产生紧密的联动作用。 根据实证研究的结论,分析江苏省科技创新投入中的各个层面对产出绩效的影响效应并明晰科技创新投入对产出绩效作用的关键路径,为探讨江苏省经济持续增长、促进科技生产力的发展提供相应的政策建议和参考,从而有利于江苏省最大限度地释放“第一生产力”和“第一资源”的能量。
[Abstract]:At present, great progress has been made in China's scientific and technological innovation activities. From the point of view of R & D input, R & D personnel, papers, number of patents and major scientific and technological achievements, China's scientific and technological strength has been greatly improved. Both scientific research and technological innovation have shown strong ability to follow up and innovate, and the pace of catching up has been accelerating. In some important scientific research fields, they are moving from "quantitative change" to "qualitative change." In some of the new technology competition on the high ground also has a place. However, there is a contrast between the change of macro data and people's intuitionistic feeling, especially the problems of weak original innovation ability and lack of core technology, which always make it easy to associate the benefit and quality of science and technology input with innovation output. Combined with neoclassical economic growth theory and endogenous economic growth theory, this paper makes a scientific econometric analysis of the two groups of variables of scientific and technological innovation input and output performance in Jiangsu Province, and takes 7 indicators of the scientific and technological innovation input group as explanatory variables. The three indexes of the output performance group are interpreted as variables to construct the index system of the performance of input and output of science and technology innovation, and on this basis to identify the main components of the performance of input and output of science and technology innovation. The canonical correlation analysis method is used to study the correlation between the two groups of variables, and the partial least square regression model is established to further verify the relationship between scientific and technological innovation input and output performance. The main conclusions are as follows: first, there is a close correlation between the input of scientific and technological human resources, the input of scientific and technological financial resources and the performance of output in Jiangsu Province. Second, relative to the input of "money", the investment of science and technology institutions and human capital in Jiangsu Province plays a leading role in the input of science and technology innovation, which is an important factor to promote the output of scientific and technological achievements and to enhance the activity of technology market. Third, compared with the input of "people" and infrastructure, R D expenditure and R D expenditure of industrial enterprises have a greater contribution to the high-tech industrialization output represented by the development of high-tech industry. Fourth, the chain reaction between the three dependent variables in the output performance group is not obvious, patent application license number plays a leading role in the output performance, patent application license number, The contract amount in the technology market has no close linkage effect on the output value of high-tech industry enterprises. According to the conclusion of the empirical study, this paper analyzes the effects of different levels of scientific and technological innovation input on the output performance in Jiangsu Province, and clarifies the key path of the impact of scientific and technological innovation input on the output performance, in order to explore the sustained economic growth of Jiangsu Province. To promote the development of scientific and technological productive forces, this paper provides corresponding policy suggestions and references, which is helpful to release the energy of "the first productive force" and "the first resource" to the maximum extent in Jiangsu Province.
