基于产业视角的区域经济协调发展研究

【摘要】:按照世界银行对国际货币基金组织(IMF)购买力平价估算结果的分类,中国已跻身世界中等收入国家的行列,但是全国各地区差距依然巨大,这对于中国未来向更高阶段的转型十分不利。为应对这一困局,21世纪以来,中央政府提出了一系列的缩小地区差距,实现协调发展的战略方针,由21世纪初期的四大区域发展战略的一般性框架,到主体功能区战略的差别化布局,再到现今基于“四化协同”推进的新型城镇化发展思路。最近,李克强总理在十二届全国人大二次会议上作政府工作报告又提出了新的区域经济发展格局,即强调把培育新的区域经济带作为推动发展的战略支撑,打造“两横三纵”五条经济带,预示着由“块状经济”时代向“带状经济”时代的转变。 产业和城市是区域经济发展的进一步细分,关于从城市视角解读区域经济发展差距的研究,随着党的十八大提出新型城镇化发展思路后,被学术界所重点关注,而基于产业视角的相关研究往往伴随着转变经济发展方式,深化市场化改革,推进区域一体化水平等以促进经济持续增长为目的地国家战略的提出,而更多的关注经济增长,至此如何从产业视角来解读区域经济差距的问题,至今还没有一个较为完善的研究。为此,本文从产业结构、产业布局、产业政策等多维视角来阐述中国区域经济发展差距变化规律的内在机制,分别构建市场主导和政府主导的理论框架,前者强调在市场主导背景下,比较优势(区域产业结构差异程度)和竞争优势(产业空间活动特征)发挥所引起的区域差距,后者强调政府发展思维的变迁,所引起的产业结构和产业布局变化,进而引起的区域差距,通过两类视角的分析,旨在制定促进区域经济协调发展的产业政策框架提供可供参考的建议措施。 除导论外,论文共分为六章。 第二章理清本文关注的相关基本概念和产业政策制定的理论依据。包括在准确界定产业-行业-企业-产品的空间逻辑基础之上,重新认识产业结构优化、产业组织合理化和产业布局合理化的内涵,以及从产业价值链视角,分析三者之间的关联性。追溯以往产业结构、产业组织和产业布局政策制定的理论依据,搭建促进区域经济协调发展的产业政策框架,包括政策目标,实施和制定主体,以及政策体系,理清产业结构、组织和布局政策的联系。 第三章是基于产业视角重点考察中国区域经济发展差距变化的特征事实。运用数学推导证明,不同测度视角下的产业布局格局、产业结构差异和地区差距的关联性。以分省区的大类部门-一位数部门-二位数部门为样本,改进指标量化分解方法,构建时间序列和动态面板模型,借鉴边缘-核心格局识别方法,对决定区域经济发展差距的两大内生变量:产业内差距(产业空间活动)和产业间差距(区域产业结构变迁差异)的变化规律进行考察。 第四章为构建一个解释区域经济发展差距的空间经济学数理模型。从产业价值链视角,提出一个包容比较优势和竞争优势理论的融合性框架,借鉴空间经济学建模分析方法,搭建一个两区域-两部门-三行业模型,通过分析发现区域经济一体化程度对区域产业结构差异、产业空间活动和地区差距的影响,取决于要素禀赋结构及初始条件。并进一步讨论不同空间尺度下的一体化对地区差距的影响,认为区域内外部经济一体化有利于区域经济协调发展的全面实现。 第五章从中国产业政策实践的视角分析区域经济发展差距的内在机制。回顾不同区域经济发展战略时期下的产业政策实践,并对其特点进行评价,搭建经济发展战略-产业政策-地区差距的基本分析框架,在由比较优势战略、后发优势战略、不同视角下的比较优势和后发优势融合战略,以及竞争优势战略和区域经济发展战略组成的战略池,政策制定者和实施者利益冲突,产业政策的强制性和引导性等三大因素框架下分析区域经济发展差距的内在机制。 第六章基于计量模型实证检验决定区域经济发展差距产业分解项的主要因素。从制造业视角出发,实证检验区域产业结构差异和产业空间活动的决定性因素,以间接回答区域经济发展差距形成的原因。研究发现:在产业聚集方面,除以往的经济地理因素如地理位置,新经济地理因素如规模经济、市场潜力和运输成本等,新古典因素如要素禀赋等外,产业政策实施强度也决定着产业聚集程度。在区域产业结构差异方面,发现地区间的工资水平差异和历史因素是决定结构趋异的两大主导因素,而改革开放对其影响作用较小 第七章在总结前文的理论与实证分析的基础上,提出促进相关的政策建议,包括建立中央和地方政府的利益协调机制,产业政策体系内部的协调一致,实现产业政策的转型,推进政策实施手段的规范化和多样化。最后提出未来进一步的研究方向。
[Abstract]:According to the classification of the world bank's estimate of the purchasing power parity of the International Monetary Fund (IMF), China has become one of the ranks of the world's middle income countries, but the gap in the whole country is still huge, which is very bad for the future transition of China to a higher stage. In order to cope with this dilemma, the central government has put forward a system since twenty-first Century. In order to narrow the regional gap and realize the strategic policy of coordinated development, the general framework of the four major regional development strategies in the early twenty-first Century, the difference layout of the main function area strategy, and the new urbanization development ideas based on the "four modernizations". Recently, Premier Li Keqiang at the two session of the twelve National People's Congress. The government work report also puts forward a new pattern of regional economic development, that is, to emphasize the cultivation of the new regional economic belt as a strategic support for promoting development and to build the "two horizontal three longitudinal" five economic belts, indicating the transition from the "block economy" era to the "band economy" era.
Industry and city are further subdivision of regional economic development. The study of the gap of regional economic development from the perspective of the city is focused on with the eighteen main ideas of the new urbanization development, and the related research based on the industrial perspective is often accompanied by the transformation of the economic development mode and deepening the market reform. In order to promote the regional integration level and so on to promote the sustained economic growth for the national strategy, and more attention to the economic growth, so far, how to interpret the regional economic gap from the industrial perspective has not yet been a more perfect study. Therefore, this paper from the industrial structure, industrial layout, industrial policy and other multi-dimensional perspective. This paper expounds the internal mechanism of the changing law of regional economic development gap in China, and constructs the theoretical framework of market leading and government led. The former emphasizes the regional gap caused by the comparative advantage (regional industrial structure difference) and competitive advantage (the characteristics of industrial space activity) under the market leading background, and the latter emphasizes the development of the government. The changes in thinking, the changes in the industrial structure and industrial layout, and the regional gap caused by the two kinds of perspectives are used to formulate the industrial policy framework to promote the coordinated development of regional economy and provide some suggestions for reference.
In addition to the introduction, the paper is divided into six chapters.
The second chapter clarifies the basic concepts of this article and the theoretical basis for the formulation of industrial policies, including the definition of industrial structure optimization, the rationalization of industrial organization and the rationalization of industrial layout, and the analysis of the three parties from the perspective of industrial value chain, on the basis of the spatial logic of industry industry, enterprise and product. Relevance. Tracing the theoretical basis of the previous industrial structure, industrial organization and industrial layout policy, building an industrial policy framework to promote the coordinated development of regional economy, including policy objectives, implementation and formulation of the main body, and policy system, to clarify the links between industrial structure, organization and distribution policy.
The third chapter is based on the industrial perspective to focus on the characteristics of the regional economic development gap changes in China. By using mathematical deduction, it is proved that the industrial layout pattern, the industrial structure difference and the regional gap are related to the different measurement perspectives. The quantitative score of the index is improved by the sample of the big departments in the province, the single digit sector and the two digit sector. The method of solution, construction of time series and dynamic panel model, and using the method of edge core pattern recognition to determine the two endogenous variables of regional economic development gap: intra industry gap (industrial space activity) and inter industry gap (the difference of regional industrial structure change).
The fourth chapter is to build a spatial economics mathematical model to explain the regional economic development gap. From the perspective of industrial value chain, a fusion framework of inclusive comparative advantage and competitive advantage theory is put forward, and the Spatial Economics Modeling and analysis method is used for reference to build a two Region - two door - three industry model, and the regional economy is found through the analysis. The impact of integration on regional industrial structure differences, industrial space activities and regional gaps depends on the factor endowment structure and initial conditions. The influence of integration on regional disparity in different spatial scales is further discussed. It is considered that the economic integration of the regional and external economies is beneficial to the comprehensive realization of the coordinated development of regional economy.
The fifth chapter analyzes the internal mechanism of the regional economic development gap from the perspective of China's industrial policy practice. It reviews the industrial policy practice in the period of different regional economic development strategy, evaluates its characteristics, builds the basic analysis framework of the economic development strategy, industrial policy and regional gap, and sends the advantage war after the comparative advantage strategy. The internal mechanism of the regional economic development gap is analyzed under the three major factors, such as the comparative advantage and the strategy of the post advantage integration under different perspectives, the strategic pool of competitive advantage strategy and the strategy of regional economic development, the conflict of interests of the policymakers and implementers, the mandatory and guiding of industrial policy.
The sixth chapter is based on the empirical test of measurement model to determine the main factors of industrial disparities in regional economic development. From the perspective of manufacturing industry, the paper empirically tests the differences of industrial structure and the decisive factors of industrial space activities, in order to indirectly answer the reasons for the formation of regional economic development gap. The economic geographical factors such as geographical location, new economic and geographical factors such as scale economy, market potential and transportation cost, and other new classical factors such as factor endowment, and the intensity of industrial policy implementation determine the degree of industrial aggregation. In the area of regional industrial structure differences, the difference in wage level and historical factors in the discovery area are determined by the difference in the wage level and the historical factors. The two leading factors are structural differences, while reform and opening up have little influence on them.
The seventh chapter, on the basis of the theoretical and empirical analysis of the previous article, proposes to promote relevant policy proposals, including the establishment of the coordination mechanism of the interests of the central and local governments, the harmonization of the internal industrial policy system, the transformation of industrial policies, the standardization and diversification of the means of policy implementation. Finally, the future is further proposed. Research direction.
