发展型国家的兴与衰:国家能力、产业政策与发展阶段

【摘要】：文章通过对既有文献的梳理与分析,归纳出解释发展型国家兴衰转变的两大视角:"结构视角"与"机制视角"。前者从"国家能力"出发,认为国家能力的削弱是导致发展型国家衰落的原因;后者从"产业政策"入手,认为产业政策在发展早期有效而后期无效,这才是问题的关键。在此基础上,文章进一步建立了"信息"与"规模"的框架,完善了上述"机制视角"。在"机制视角"的逻辑下,"发展型国家"这一政府介入的形式虽然在东亚国家终结了,但是对于广大仍处于追赶阶段的后发展国家而言,仍然值得借鉴。
[Abstract]:By combing and analyzing the existing literature, this paper sums up two major perspectives to explain the rise and fall of developing countries: "structural perspective" and "mechanism perspective". The former starts from the "national capacity", thinks that the weakening of the national capacity is the cause of the decline of the development-oriented state, and the latter starts with the "industrial policy", and thinks that the industrial policy is effective in the early stage of development but ineffective in the later stage, which is the key to the problem. On this basis, the paper further establishes the framework of "information" and "scale", and consummates the "mechanism perspective". Under the logic of "mechanism perspective", "developmental state", a form of government intervention, has ended in East Asian countries, but it is still worthy of reference for the majority of post-developing countries which are still in the catch-up stage.
