京津冀产业协同发展中的多重困局与改革取向

【摘要】：在京津冀区域推进产业协同发展战略的进程中,不少地方政府对京津冀协同发展的根本目标存在认知误区,导致京津冀区域一体化发展战略在实施过程中发生了一定程度的偏离甚至扭曲行为,市场一体化建设滞后、创新制度体系的巨大落差、产业政策体系的显著差异性等造成创新激励机制非一致性和产业政策非协调性,存在着过度依赖顶层设计方案主导、过度依靠政府行政力量推进等问题,这些因素是造成京津冀产业协同发展进程中多重困局频繁发生的重要原因。
[Abstract]:In the process of promoting the coordinated industrial development strategy in the Beijing-Tianjin-Hebei region, many local governments have misunderstandings about the fundamental goal of the Beijing-Tianjin-Hebei coordinated development. As a result, the development strategy of Beijing-Tianjin-Hebei regional integration has deviated and even distorted to a certain extent in the process of implementation, the construction of market integration has lagged behind, and there is a huge gap in the innovation system. The significant difference of industrial policy system leads to the inconsistency of innovation incentive mechanism and the disharmony of industrial policy, which leads to over-reliance on top-level design scheme and excessive reliance on government administrative power to push forward, and so on. These factors are the important reasons for the frequent occurrence of multiple difficulties in the process of coordinated development of Beijing, Tianjin and Hebei industries.
