长江经济带区域资源环境承载及其与经济增长协调发展研究

【摘要】:长江经济带,是我国“新常态”经济下的全新战略布局,它开辟了我国由东向西的横向发展方向,并将成为未来几十年我国经济增长的核心地带。摒弃了以往高消耗、高污染式的“大开发”发展模式,长江经济带以绿色发展、创新发展为原则,着力打造绿色、健康、持续的“新经济”。源于此,对于长江经济带内区域资源环境承载力及其与经济增长间关系的研究显得尤为重要。区域资源环境承载力是衡量一个区域某一时间段内的资源、环境承受压力状况,是对该区域资源环境利用及影响情况的科学评估。区域内的绿色健康发展离不开资源环境与经济活动的协调关系,两者相辅相成,共同支撑一个地区的长期有序成长,对两者协调关系的研究有助于帮助人们更好地进行决策和规划。基于学者多方位的研究成果,结合资源环境承载力、可持续发展、耦合系统理论等方面研究的基础上,选取长江经济带11个省市为研究对象,运用基于熵权的TOPSIS模型,并建立经济与资源环境的耦合度模型和耦合协调度模型,对长江经济带2006~2015年间资源环境承载情况及其与经济增长协调发展情况进行了实证研究。本文在结构上共分5章。其中:第1章为导论;第2章为承载力、协调发展以及耦合等相关理论的具体概念理论研究;第3章为对长江经济带资源环境承载力的具体实证分析;第4章对长江经济带各省市环境与经济的协调发展情况做出了实证,并以时空演变的角度做出了分析总结;第5章为结论及政策建议。实证结果表明,10年间区域资源环境承载状况空间上呈现出东西部承载力较好中部承载力稍弱,时间上表现为承载力逐步向好的特征;协调发展在空间上表现为东部协调程度较强,但均为资源环境滞后型,中西部协调程度稍差,且多为经济增长滞后型。在时间上表现为资源环境与经济均向更加协调的方向发展。针对这一现状,提出了从考核机制、信息沟通机制以及差异化制定绿色发展目标等角度的建议。
[Abstract]:The Yangtze River economic belt is a new strategic layout under the "new normal" economy of our country. It has opened up the horizontal development direction of our country from east to west, and will become the core zone of our country's economic growth in the coming decades. The Yangtze River economic belt takes green development, innovation and development as the principle, and makes great efforts to build a green, healthy and sustainable "new economy". Therefore, it is very important to study the bearing capacity of regional resources and environment and its relationship with economic growth in the Yangtze economic belt. The carrying capacity of regional resources and environment is a scientific assessment of the utilization and impact of resources and environment in a certain period of time. The green and healthy development in the region can not be separated from the harmonious relationship between the resources, environment and economic activities. They complement each other and together support the long-term and orderly growth of a region. The study of the relationship between the two can help people to make better decision-making and planning. Based on the research results of scholars, combined with the research of carrying capacity of resources and environment, sustainable development and coupling system theory, 11 provinces and cities of the Yangtze River Economic Belt are selected as the research objects, and the TOPSIS model based on entropy weight is used. The coupling degree model and coupling coordination degree model between economy and resource environment are established, and an empirical study on the carrying capacity of resources and environment and its coordinated development with economic growth in the Yangtze Economic Belt from 2006 to 2015 is carried out. The structure of this paper is divided into five chapters. The first chapter is the introduction, the second chapter is the concrete conceptual theory of carrying capacity, coordinated development and coupling, the third chapter is the concrete empirical analysis of the carrying capacity of resources and environment in the Yangtze economic belt. Chapter 4 makes an empirical study on the coordinated development of environment and economy in various provinces and cities of the Yangtze River Economic Belt, and makes an analysis and summary from the angle of space-time evolution. Chapter 5 is the conclusion and policy recommendations. The empirical results show that the carrying capacity of the east and west is better than that of the central part in space, and the carrying capacity of the east and west is gradually better in time. The coordinated development is characterized by strong coordination degree in the eastern part of China, but it is a lagged type of resources and environment, while the coordination degree of the central and western regions is a little poor, and most of them are the lagging type of economic growth. In time, resources, environment and economy both develop in a more coordinated direction. In view of this situation, the paper puts forward some suggestions from the aspects of assessment mechanism, information communication mechanism, and differential formulation of green development goals.
