产业战略与企业战略关系研究

【摘要】:随着世界经济全球化,国内外市场竞争越来越激烈。产业战略作为联结国家战略和企业战略的纽带,直接关系到国家和产业竞争力,越来越受到重视。现有研究成果虽然已经意识到了产业战略与企业战略密切相关、企业战略会受到产业战略的影响,但它们之间究竟会有怎样的相关性,并且这种相关性还受到哪些因素的影响,,尚未有人做过系统、深入的分析。 本文采用理论研究与实证分析相结合的方法,通过查阅大量相关文献和成果资料,以波特的钻石模型理论、产业竞争理论、产业价值链理论、企业战略管理理论等为依据,结合作者与政府管理部门、企业领导、专家的访谈结果,提出了关于产业战略与企业战略相互关系的理论研究假设。并以此为基础,设计了调查问卷,有针对性地对18个产业大门类(其中包括21个政府管理部门、156家企业)进行问卷调查。通过262份有效调查问卷样本数据统计分析,对研究假设进行了检验;并在此基础上,结合理论研究,分析了我国产业战略中管理存在的问题、归纳了产业战略管理特征,从战略一致性和博弈性等多个方面揭示了产业战略与企业战略之间的相互关系;重点针对我国产业战略管理中存在问题提出了方向性的改进、完善对策和建议;并以电信产业为案例对研究结果进行了验证。旨在为我国产业战略和企业战略管理研究提供理论依据,为产业和企业更好地实施战略管理提供指导和帮助。 论文主要研究结论和成果概括为以下几个方面: 第一,总体上说,产业战略对企业战略的影响较大;企业战略对产业战略的影响较小。它们之间的相互关系规律具体为: (1)结构集中型产业中产业战略对企业战略的影响要大于结构分散型产业中产业战略对企业战略的影响。反过来,集中型产业中企业战略对产业战略的影响要大于分散型产业中企业战略对产业战略的影响。 (2)在垄断程度较高的产业中产业战略对企业战略影响较大,其中在寡头垄断市场结构产业中产业战略对企业战略的影响最大。反过来,随着产业市场结构垄断程度的增加,企业战略对产业战略影响程度增加;在完全垄断市场结构中,企业战略对产业战略的影响最大。 (3)产业战略对国有企业战略的影响要大于对民营企业战略的影响。反过来,国有企业战略对产业战略的影响要大于民营企业战略对产业战略的影响。 (4)随着企业全球化程度的提高,产业战略对企业战略的影响呈∩型上升趋势,产业战略对全球化程度较高和较低的企业战略的影响较小,对全球化程度中等的企业战略影响较大。反过来,随着企业全球化程度的提高,企业战略对产业战略的影响呈线性增加。 (5)随着企业在产业价值链的位置从下游向上游变化,产业战略对企业战略的影响呈∩型变化,即产业战略对位于上游和下游的企业战略影响较小,对中游企业战略的影响较大。反过来,随着企业在产业价值链的位置从下游向上游变化,企业战略对产业战略的影响呈∪型变化,即位于上游和下游企业的战略对产业战略的影响较大,中游企业对产业战略的影响较小。 (6)产业战略对企业战略的影响,随着企业规模的增加而逐渐增大。反过来,企业战略对产业战略的影响,随着企业规模的增加呈平缓上升趋势。 (7)产业战略与企业战略的一致性同产业和企业的绩效正向相关。也就是说,企业战略与产业战略一致性较高,产业和产业内企业的绩效普遍较好。或者说,在产业和企业绩效普遍较好的产业中,产业战略与企业战略的一致性较高。 第二,针对我国产业战略管理存在的问题,提出主要建议如下: (1)在产业战略管理方面:建立完备的产业管理的理论体系,健全产业管理体制和机制,提高产业战略的科学性和合理性。强化产业战略实施效果的监控、评估、反馈以及产业战略的控制、调整机制。 (2)在推动产业战略一致性方面:产业战略要兼顾企业利益、能力和目标,企业战略要以产业战略为指导。并通过提高企业对产业战略的参与度、加强产业战略的宣传力度、树立产业管理的权威性、提高企业社会责任等措施推动企业战略与产业战略的一致性和协同性。 (3)在处理两者博弈关系方面:强化政府产业管理的服务职能,合理控制产业市场竞争结构;通过对产业战略科学、有效的监控和调整,通过产业、企业之间合理的分工与协作,减小它们之间目标和资源的冲突;正确引导产业和企业树立正确的发展观和绩效观;产业要为企业创新创造良好的外部环境和条件;建立科学、有效的综合信息平台,为产业和企业战略决策提供支撑。 产业战略与企业战略之间的关系,既有统一性,又有对立性,反映了自然社会和思想领域中的任何事物以及事物之间辩证统一规律。只有深入了解、分析,充分利用和处理好这两者之间的关系,才能更好地为国家、地区经济建设和产业发展提供有效的服务和支撑。
[Abstract]:With the globalization of the world economy, the market competition at home and abroad is becoming more and more intense. As the link of the national strategy and the enterprise strategy, the industrial strategy is directly related to the national and industrial competitiveness and more and more attention. Although the existing research results have realized that the industrial strategy is closely related to the enterprise strategy, the enterprise strategy will be affected by the industry. The impact of the strategy, but what is the correlation between them, and what factors are affected by this correlation, has not yet been systematically and deeply analyzed.
This paper adopts the method of combining theoretical research and empirical analysis, and by consulting a large number of relevant literature and results, based on Potter's diamond model theory, industrial competition theory, industrial value chain theory, enterprise strategic management theory, and so on, combined with the results of the author and government management department, enterprise leadership, and expert interview results. On the basis of the theoretical research hypothesis of the relationship between industrial strategy and enterprise strategy, the questionnaire was designed and the questionnaire survey was conducted on 18 industrial gate categories (including 21 government management departments and 156 enterprises). The research hypothesis was tested by the statistical analysis of the sample data of 262 valid questionnaires. On this basis, combined with theoretical research, this paper analyzes the problems existing in the management of China's industrial strategy, sums up the characteristics of the industrial strategy management, and reveals the relationship between the industrial strategy and the enterprise strategy from many aspects such as strategic consistency and game, and puts forward the direction for the problems in the industrial strategy management of our country. To improve the countermeasures and suggestions, and to verify the results of the research with the telecom industry as a case, the purpose is to provide theoretical basis for the study of China's industrial strategy and enterprise strategic management, and to provide guidance and help for the better implementation of strategic management for industries and enterprises.
The main conclusions and achievements of the paper are summarized as follows:
First, in general, the industrial strategy has great influence on the enterprise strategy, and the enterprise strategy has little influence on the industrial strategy.
(1) the influence of the industrial strategy on the enterprise strategy in the structure concentrated industry is greater than the influence of the industrial strategy on the enterprise strategy in the structured industry. In turn, the influence of the enterprise strategy on the industrial strategy in the centralized industry is greater than the influence of the enterprise strategy on the industrial strategy in the decentralized industry.
(2) the industrial strategy has great influence on the enterprise strategy in the industry with high monopoly degree. In the oligopoly market structure industry, the industrial strategy has the greatest impact on the enterprise strategy. In turn, with the increase of the monopoly degree of the industrial market structure, the influence degree of the enterprise strategy on the industrial strategy is increased; in the complete monopoly market structure, enterprises are monopolizing the market structure. The industry strategy has the greatest impact on the industrial strategy.
(3) the influence of the industrial strategy on the strategy of the state-owned enterprise is greater than the influence on the strategy of the private enterprise. In turn, the influence of the strategy of the state-owned enterprises on the industrial strategy is greater than the influence of the private enterprise strategy on the industrial strategy.
(4) with the improvement of the degree of globalization of enterprises, the impact of industrial strategy on the enterprise strategy is rising, the industrial strategy has little influence on the higher and lower level of globalization and the low level of enterprise strategy, and has great influence on the enterprise strategy with medium degree of globalization. In turn, the enterprise strategy is to the industrial war with the increase of the degree of globalization of the enterprise. The slight increase of the effect is linear.
(5) as the enterprise's position in the industrial value chain changes from the downstream to the upstream, the influence of the industrial strategy on the enterprise strategy is changed, that is, the industrial strategy has little influence on the strategy of the enterprise in the upstream and downstream, and has great influence on the strategy of the middle reaches. The influence of the enterprise strategy on the industrial strategy has been changed, that is, the strategy of the upstream and downstream enterprises has great influence on the industrial strategy, and the middle reaches of the enterprise have little influence on the industrial strategy.
(6) the impact of industrial strategy on enterprise strategy is increasing with the increase of enterprise scale. In turn, the influence of enterprise strategy on industrial strategy is gradually rising with the increase of enterprise scale.
(7) the consistency of the industrial strategy and the enterprise strategy is positively related to the performance of the industry and the enterprise. That is to say, the consistency of the enterprise strategy and the industrial strategy is high, and the performance of the enterprises in the industry and industry is generally good. Or, in the industry with good performance of the industry and enterprise, the consistency of the industrial strategy and the enterprise strategy is high.
Second, aiming at the problems existing in China's industrial strategic management, the main recommendations are as follows:
(1) in the field of industrial strategy management, we should establish a complete theoretical system of industrial management, perfect the industrial management system and mechanism, improve the scientific and rational industrial strategy, strengthen the monitoring, evaluation, feedback and control of the industrial strategy and the adjustment mechanism of the effect of the industrial strategy.
(2) in promoting the consistency of the industrial strategy, the industrial strategy should take into account the interests, abilities and objectives of the enterprise. The enterprise strategy should be guided by the industrial strategy, and the enterprise strategy should be promoted by enhancing the participation of the enterprise in the industrial strategy, strengthening the propaganda of the industrial strategy, setting up the authority of the industrial management, and raising the social responsibility of the enterprise. Consistency and synergy with the industrial strategy.
(3) in dealing with the relationship between the two, we should strengthen the service function of the government industry management and rationally control the competitive structure of the industrial market. Through the effective monitoring and adjustment of the industrial strategic science, the rational division of labor and cooperation among enterprises and enterprises can reduce the conflict between the targets and the resources between them and correctly guide the industry and enterprises to establish The correct concept of development and the concept of performance; the industry should create a good external environment and conditions for enterprise innovation, establish a scientific and effective comprehensive information platform, and provide support for the strategic decision of the industry and enterprises.
The relationship between the industrial strategy and the enterprise strategy has both unity and antagonism, reflecting the dialectical unity of everything and things in the natural society and the ideological field. Only in depth understanding, analyzing, making full use of and dealing with the relationship between the two, can the country, the regional economic construction and the industrial development be better. Provide effective service and support.
