促进区域协调发展中政府和市场作用的发挥

【摘要】：正尊重经济发展的客观规律,使市场在资源配置中起决定性作用和更好发挥政府作用,对新常态下推进经济结构性改革、保持经济平稳健康增长具有重要意义。解决区域发展差距,优化区域结构,协调区域发展是经济结构性改革的一个重要方面,需要在认识和总结新中国成立以来发挥政府与市场作用协调区域发展的历史经验的基础上,厘清新常态下市场与政府的角色定位,塑造要素有序自由流动,促进主体功能约束有效、基本公共服务均等、资源环境可承载的区域协调发展新格局。
[Abstract]:We should respect the objective law of economic development, make the market play a decisive role in the allocation of resources and give full play to the role of the government, which is of great significance to promote the structural economic reform and maintain the steady and healthy growth of the economy under the new normal condition. Addressing regional development gaps, optimizing regional structures and coordinating regional development are an important aspect of structural economic reform. On the basis of understanding and summing up the historical experience of government and market in coordinating regional development since the founding of New China, we should clarify the role of market and government under the new normal, and shape the orderly and free flow of elements. It promotes the new pattern of regional coordinated development with effective constraint of subject function, equalization of basic public service and carrying of resources and environment.
