榆林市经济社会转型与非公有制经济发展研究

【摘要】:榆林经济虽然近几年获得飞速发展,取得可喜成绩,但由于世界经济和全国经济下行,导致能源需求不足,对以能源为主的榆林经济造成影响;另一方面,榆林经济发展中工业70%,工业里面能源产业又占到80%,产业结构过于单一,使得经济下滑趋缓,面对这种情况,经济转型则是可持续发展的根本途径,否则难以为继。非公有制经济是社会主义市场经济的发展不可或缺的力量之一,党的十八大报告更是强调,我们要毫不动摇的鼓励、支持、引导发展非公有制经济,保证各种所有制经济同等受到法律保护,平等使用各种生产要素和公平参与市场竞争,非公有制经济的发展为经济繁荣增添了新活力,创造了更多的就业机会,同时与公有制经济相互协作,取长补短,优劣互补,推动我国社会主义市场经济的发展,有助于我国全面建成小康社会和社会主义现代化建设。 榆林市经济社会转型离不开非公有制经济的发展,近年来,榆林市非公有制经济的发展在很大程度上为榆林经济的发展注入了新的活力,但也存在不少问题,企业管理体制的落后,人员素质整体不高,政策难以落实等,这些问题的存在造成了榆林非公有制经济总量增长不够快,不能全面发展。 本文通过从榆林行政区划分、资源禀赋、社会经济发展和经济转型是关键的总体入手,写榆林非公有制经济的发展现状、规模、行业分布、产业分布、贡献等,进而分析榆林市非公有制经济发展在社会经济转型中的作用,以及其存在的一系列问题和造成这些问题成因,针对性的提出相应的对策建议,如提高认识,转变落后的思想观念,,引导非公有制企业管理者和从业人员提高自身素质,加快信用体系建立,做好企业融资渠道宽裕的坚强后盾,增强政府服务水平的能力,提高企业自身技术创新能力等。能够为榆林市政府进一步制定实现经济跨越转型政策,鼓励引导非公有制经济发展提供理论性的指导,也能够为榆林市非公有制企业弥补自身存在缺陷做出可行性的建议,同时能够为榆林市非公有制经济全面协调发展起到积极推动作用,带动全市经济的整体发展。
[Abstract]:Although Yulin economy has been developing rapidly in recent years, it has achieved gratifying results, but because of the world economy and the national economic downturn, the energy demand is insufficient, which has an impact on the energy-based Yulin economy; on the other hand, In the economic development of Yulin, the energy industry occupies 80%, and the industrial structure is too single, which makes the economic decline slow. In the face of this situation, the economic transformation is the basic way of sustainable development, otherwise it is difficult to sustain. The non-public economy is one of the indispensable forces in the development of the socialist market economy. The report of the 18th National Congress of the Party stresses that we must unswervingly encourage, support, and guide the development of the non-public sector of the economy. The development of the non-public sector of the economy has added new vitality to economic prosperity and created more employment opportunities, ensuring that all forms of ownership are equally protected by the law, that all factors of production are used equally and that they participate in market competition fairly, and that the development of the non-public sector of the economy adds new vitality to economic prosperity. At the same time, we should cooperate with the public ownership economy, learn from each other, complement each other, promote the development of our socialist market economy, and help our country to build a well-off society and socialist modernization in an all-round way. The economic and social transformation of Yulin is inseparable from the development of non-public ownership economy. In recent years, the development of non-public ownership economy in Yulin City has to a large extent injected new vitality into the development of the economy of Yulin, but there are also many problems. The backwardness of the enterprise management system, the low overall quality of the personnel and the difficulty of carrying out the policies, etc., these problems have caused the non-public economy to grow fast enough and can not develop in an all round way in Yulin. This paper begins with the division of Yulin administrative region, resource endowment, social and economic development and economic transformation as a whole, and describes the present situation, scale, industry distribution, industry distribution and contribution of the non-public ownership economy in Yulin. Then it analyzes the function of the development of non-public ownership economy in the transformation of social economy in Yulin City, as well as a series of existing problems and causes of these problems, and puts forward corresponding countermeasures and suggestions, such as raising awareness, To change backward ideas, to guide managers and practitioners of non-public enterprises to improve their own quality, to speed up the establishment of a credit system, to do a good job as a strong backing for the ample financing channels of enterprises, and to enhance the ability of the government to serve the level of service. Improve the enterprise's own technological innovation ability. It can provide theoretical guidance for Yulin municipal government to further formulate policies to realize economic transition, encourage and guide the development of non-public ownership economy, and make feasible suggestions for Yulin non-public enterprises to make up for their own shortcomings. At the same time, it can promote the overall coordinated development of non-public economy in Yulin City and promote the overall development of the whole city economy.
