生态环境约束下包头市主导产业的选择与发展研究

【摘要】:随着中国经济从高速发展向平稳发展过渡,资源环境和问题也愈加突显。在经济发展的同时,保护环境和节约能源已经势在必行,协调社会、经济、环境和资源之间的关系促进全面发展已经成为影响中国持续进步的主要问题。而对于资源富集型城市,在整体经济波动状况下经济发展与对应的环境能源问题压力更大。所以,资源型城市如何在环境压力约束下进行产业升级与调整已经成为当下各界越来越关注的课题。包头市“十二五”规划中指出要在环境资源制约下调整产业结构,实现生态宜居城市建设。这对包头市未来发展指引了方向,即要在生态城市建设下进行产业升级实现经济社会的可持续发展。本文基于包头市社会发展的现实需求,在生态环境制约与要求下,对资源型城市包头市主导产业选择及其发展问题进行探究,,提出未来产业升级的对策。以包头市的工业主导产业的选择与集群化发展作为突破点为包头市在环境约束下进行产业升级提供理论指导,同时为资源富集型城市的产业转型发展提供借鉴。 本文在对生态城市和产业升级相关理论进行评述的基础上,通过分析包头市生态环境和产业结构现状,阐述生态城市建设与产业结构的关系。因为优化产业结构是实现产业升级的重要途径之一,因此用因素分解法阐述两者因果关系,以此证明产业结构是影响生态环境的一个重要指标。在此基础上,本文重点就优化产业结构方面进行了分析研究,首先,采用因子分析法论证工业主导产业的选择问题;其次阐述了主导产业的集群化发展对策。 全文由六个部分组成,第一部分主要对研究背景及意义、研究思路、研究内容和方法进行了分析陈述;第二部分主要是阐述国内外研究现状,分别对生态环境及生态城市、产业升级、主导产业选择及产业集群理论几个方面进行了国内外理论综述;第三部分是对包头市生态环境和产业结构现状分析,主要方面包括大气、水环境、固体废气物和能源消耗所体现的生态环境状况和三大产业结构及工业内部产业现状;第四部分通过建立三大产业和工业内部能源消耗模型对生态城市建设与产业结构的关系进行了阐述;第五部分是论文的核心部分,通过因子分析法对包头市工业主导产业选择进行了实证研究,其中选取了工业内部19个产业、5个一级指标和16个二级指标,综合评价各个产业,并最终确定了8个主导产业作为包头市以后重点发展方向,分别是汽车制造业、专用设备制造业、电气机械及器材制造业、燃气生产和供应业、有色金属采选业、食品制造业、电力、热力的生产和供应业及黑色金属冶炼及压延加工业,此实证结论与包头市政府的“十二五”规划坚持重点发展的产业吻合度较高;第六部分是在第五部分主导产业选择的前提下,对包头市主导产业集群化发展模式的进行了选择研究,主要阐述了包头市产业集群的发展模式,并对包头市产业集群进行了SWOT分析,最后提出对策建议。
[Abstract]:With the rapid development of China's economy from high speed to smooth development, the resource environment and problems are becoming more and more obvious. At the same time, it is imperative to protect the environment and save energy at the same time. To coordinate the relationship between society, economy, environment and resources has become the main problem that affects the continuous progress of China. Rich cities have more pressure on economic development and corresponding environmental energy problems under the condition of overall economic fluctuation. Therefore, how to upgrade and adjust the industry under the constraints of environmental pressure has become a more and more concern of all walks of life. In the plan of "12th Five-Year" in Baotou, it is pointed out that the regulation of environmental resources should be reduced. The whole industry structure can realize the ecological livable city construction. This is the direction for the future development of Baotou City, that is, to carry out industrial upgrading under the construction of ecological city and realize the sustainable development of the economy and society. Based on the realistic demand of the social development of Baotou City, this paper is the leading industry of Baotou city in the resource-based city under the restriction and requirement of the ecological environment. The choice and development problems are explored, and the Countermeasures of the future industrial upgrading are put forward. The choice and the cluster development of the industrial leading industry in Baotou will provide theoretical guidance for the industrial upgrading of Baotou under the environment constraints, and provide reference for the transformation and development of the resource rich city.
On the basis of reviewing the theories of ecological city and industrial upgrading, this paper expounds the relationship between ecological city construction and industrial structure by analyzing the current situation of ecological environment and industrial structure in Baotou, because the optimization of industrial structure is one of the important ways to realize industrial upgrading, so the causal relationship is expounded by factor decomposition method. This proves that the industrial structure is an important indicator of the ecological environment. On this basis, this paper focuses on the optimization of industrial structure. First, the factor analysis method is used to demonstrate the selection of industrial leading industries. Secondly, the Countermeasures of the cluster development of the leading industries are expounded.

The second part mainly expounds the status of domestic and foreign research, and carries out a few aspects of the ecological environment and the ecological city, industrial upgrading, the selection of leading industry and the theory of industrial cluster respectively. The third part is the analysis of the ecological environment and industrial structure in Baotou. The main aspects include the atmosphere, water environment, solid waste and energy consumption, the ecological environment and the three industrial structure and the industrial internal industry status; the fourth part builds the energy consumption model of the three major industries and industries. The relationship between the ecological city construction and the industrial structure is expounded. The fifth part is the core part of the paper. Through the factor analysis, the selection of industrial leading industry in Baotou is empirically studied. Among them, 19 industries, 5 first grade indexes and 16 two grade indexes are selected, and the industry is evaluated comprehensively, and the final determination is 8. As the key development direction of Baotou, the leading industries are automobile manufacturing, special equipment manufacturing, electrical machinery and equipment manufacturing, gas production and supply, non-ferrous metal mining, food manufacturing, electricity, heat production and supply, black metal smelting and calendering and processing industry. This empirical conclusion is with Baotou. The "12th Five-Year" plan of the government insists on the high degree of industrial anastomosis in the key development; the sixth part is the choice of the leading industry in the fifth part of the selection of the leading industry in Baotou, the development model of the industrial cluster in Baotou is selected, and the development model of the industrial cluster is mainly elaborated, and the industrial cluster in Baotou is SWOT In the end, the countermeasures and suggestions are put forward.
